THE PROJECTS GOALS ARE TO (1) DELIVER STRUCTURED MENTORING ACTIVITIES; (2) REDUCE JUVENILE DELINQUENCY; (3) IMPROVE ACADEMIC PERFORMANCE; (4) REDUCE SCHOOL DROPOUT; (5) RECRUIT, TRAIN, AND RETAIN MENTORS FOR AT-RISK UNDERSERVED YOUTH; (6) CREATE AND IMPLEMENT A PUBLIC AWARENESS CAMPAIGN TO INCREASE AWARENESS OF OPIOID/DRUG MISUSE HARM; AND (7) ENHANCE THE CAPACITY OF LOCAL EFFORTS BY EXPANDING COMMUNITY COLLABORATIONS. THE PROJECTS OBJECTIVES ARE: 100 PERCENT OF YOUTH ENROLLED WILL BE EXPOSED TO POSITIVE MENTORS, 70 TO 80 PERCENT OF ENROLLED K-12 YOUTH WILL NOT BE INVOLVED IN CRIMINAL ACTIVITIES WHILE PARTICIPATING IN THE PROGRAM, 75 PERCENT OR MORE OF THE ENROLLED STUDENTS' GRADES WILL IMPROVE AS EVIDENCED BY PROGRESS REPORTS, 80 PERCENT OF THE ENROLLED STUDENTS WILL REMAIN IN SCHOOL, 80 PERCENT OF RECRUITED AND TRAINED MENTORS WILL REMAIN INVOLVED IN THE PROGRAM, INCREASE AWARENESS AMONG STUDENTS ABOUT RISKS ASSOCIATED WITH OPIOID/DRUG MISUSE, AND 80 PERCENT OF THE COMMUNITY PARTNERS WILL REMAIN IN COLLABORATIVE EFFORTS THROUGHOUT THE DURATION OF THE GRANT. THE PROPOSED VISTA PROJECT ALIGNS WITH CNCS PRIORITY AREA EDUCATION AND SEEKS TO INCREASE THE EFFICIENCY AND EFFECTIVENESS OF THE AMERICAN INDIAN EDUCATION PROGRAMS IN THE REGION THAT WILL IMPACT A MINIMUM OF 200 AMERICAN INDIANS. THE INDIVIDUALS AND FAMILIES THE VOLUNTEERS WILL SERVE LIVE IN VERY CROWDED APARTMENT DWELLINGS, MOST OF WHICH ARE APPROXIMATELY 100 YEARS OLD. MANY OF THE ROOMS ARE ONLY 8 BY 10 FEET, AND HAVE SHARED BATHS AND KITCHENS. GIVEN THIS LIVING SITUATION, IT HAS BEEN VERY FORTUNATE THAT THERE HAVE NOT BEEN OUTBREAKS OF THE VIRUS, DUE IN LARGE PART TO NEIGHBORS PLANNING AMONG THEMSELVES TO SET SCHEDULES ON THE USE OF THE KITCHENS AND WORKING WITH CHINATOWN CDC ON PREPAREDNESS AND USE OF PPES (PERSONAL PROTECTION EQUIPMENT). WITH THE VIRUS STILL CONTINUING TO SPREAD IN SAN FRANCISCO AT THE TIME OF THIS APPLICATION AND NO VACCINATION IN SIGHT, WE ANTICIPATE IT WILL CONTINUE TO BE IMPORTANT TO PROVIDE PROTECTION FOR RESIDENTS THROUGH NEXT YEAR, WHEN THIS GRANT PERIOD WOULD BEGIN. CAMPTI COMMUNITY DEVELOPMENT CENTERS SITE PROJECTS ARE IN THE STATE OF LOUISIANA AND INCLUDE FIVE PARISHES: BIENVILLE, BOSSIER, CADDO, NATCHITOCHES, AND WEBSTER. THE TARGET POPULATION IS AT-RISK UNDERSERVED YOUTH UNDER THE AGE OF 17 AND THEIR FAMILIES WHO ARE CURRENTLY USING OPIOIDS OR IMPACTED BY OPIOID MISUSE. TARGET YOUTH RESIDE IN RURAL, URBAN, AND METROPOLITAN AREAS. THE PROJECTS GOALS ARE TO (1) DELIVER STRUCTURED MENTORING ACTIVITIES; (2) REDUCE JUVENILE DELINQUENCY; (3) IMPROVE ACADEMIC PERFORMANCE; (4) REDUCE SCHOOL DROPOUT; (5) RECRUIT, TRAIN, AND RETAIN MENTORS FOR AT-RISK UNDERSERVED YOUTH; (6) CREATE AND IMPLEMENT A PUBLIC AWARENESS CAMPAIGN TO INCREASE AWARENESS OF OPIOID/DRUG MISUSE HARM; AND (7) ENHANCE THE CAPACITY OF LOCAL EFFORTS BY EXPANDING COMMUNITY COLLABORATIONS. THE PROJECTS OBJECTIVES ARE: 100 PERCENT OF YOUTH ENROLLED WILL BE EXPOSED TO POSITIVE MENTORS, 70 TO 80 PERCENT OF ENROLLED K-12 YOUTH WILL NOT BE INVOLVED IN CRIMINAL ACTIVITIES WHILE PARTICIPATING IN THE PROGRAM, 75 PERCENT OR MORE OF THE ENROLLED STUDENTS' GRADES WILL IMPROVE AS EVIDENCED BY PROGRESS REPORTS, 80 PERCENT OF THE ENROLLED STUDENTS WILL REMAIN IN SCHOOL, 80 PERCENT OF RECRUITED AND TRAINED MENTORS WILL REMAIN INVOLVED IN THE PROGRAM, INCREASE AWARENESS AMONG STUDENTS ABOUT RISKS ASSOCIATED WITH OPIOID/DRUG MISUSE, AND 80 PERCENT OF THE COMMUNITY PARTNERS WILL REMAIN IN COLLABORATIVE EFFORTS THROUGHOUT THE DURATION OF THE GRANT. COMP PROPOSES TO OPERATE A COMPREHENSIVE, COORDINATED, AND INTEGRATED POSITIVE ROLE MODELING INITIATIVE THAT WILL BUILD STRONG HEALTHY MENTORING RELATIONSHIPS. THE PROJECT WILL UTILIZE THREE EVIDENCE-BASED PROGRAM CURRICULA THAT CAN BE EASILY REPLICATED AND EFFECTIVE IN PROMOTING CHARACTER DEVELOPMENT AND REDUCING DELINQUENCY, CRIME, SCHOOL DROPOUT, AND RELATED RISK FACTORS. PARTNERSHIPS: PARENTS, DELTA SIGMA THETA SORORITY, JUVENILE COURTS, PROBATION OFFICERS, ATTORNEYS, SCHOOL SYSTEMS, COMMUNITY-BASED AND FAITH-BASED ORGANIZATIONS. THE PROPOSED PROJECT WILL SERVE AT-RISK UNDERSERVED YOUTH UNDER THE AGE OF 17. SERVICES WILL BE PROVIDED IN SCHOOLS, AFTERSCHOOL PROGRAMS, SOME SATURDAYS, AND HOLIDAYS THROUGHOUT THE YEAR FOR A PERIOD OF THREE YEARS, OR THROUGHOUT THE DURATION OF THE GRANT PERIOD. ALL ACTIVITIES WILL BE DELIVERED IN A YOUTH-CENTERED APPROACH IN AN ENRICHING AND NURTURING LEARNING ENVIRONMENT SO STUDENTS WILL BE ABLE TO ACCOMPLISH THEIR ACADEMIC GOALS. THE COC PROGRAM INCLUDES GRANTS THAT ARE AVAILABLE TO SPECIFIC SUBPOPULATIONS OF PEOPLE EXPERIENCING HOMELESSNESS. THE NORTHWEST INDIAN COMMUNITY DEVELOPMENT CENTER IS LOCATED IN THE HEART OF OJIBWE COUNTRY IN NORTH CENTRAL MINNESOTA. MORE THAN HALF OF THE AMERICAN INDIAN POPULATION OF MINNESOTA IS LOCATED WITHIN IN THE 60 MILES RADIUS OF BEMIDJI, MINNESOTA. NORTHWEST INDIAN COMMUNITY DEVELOPMENT CENTER HAS BEEN INCORPORATED SINCE 1989 AS A NATIVE CONTROLLED NONPROFIT MISSIONED TO IDENTIFY, COORDINATE AND DELIVER RESOURCES THAT PROMOTE WELLNESS AND EQUITY FOR AMERICAN INDIAN FAMILIES IN NORTHWEST AND NORTH-CENTRAL MINNESOTA. THE PROPOSED VISTA PROJECT ALIGNS WITH CNCS PRIORITY AREA EDUCATION AND SEEKS TO INCREASE THE EFFICIENCY AND EFFECTIVENESS OF THE AMERICAN INDIAN EDUCATION PROGRAMS IN THE REGION THAT WILL IMPACT A MINIMUM OF 200 AMERICAN INDIANS. FIVE VISTA MEMBERS WILL CONTRIBUTE TO THE GOALS OF THE PROJECT BY PERFORMING ACTIVITIES SUCH AS RECRUITING VOLUNTEER TUTORS, IMPROVING OUTREACH AND RETENTION TECHNIQUES, INCREASING INVOLVEMENT OF TRADITIONAL ELDERS AND OJIBWEMOWIN CURRICULUM CONTEXTUALIZATION, IMPROVING DATA COLLECTION PRACTICES THAT RESULT IN INCREASED FINANCIAL CAPACITY OF THE PROGRAMS, INSURING SUSTAINABLE GROWTH AND IMPACT. CHINATOWN COMMUNITY DEVELOPMENT CENTER (CHINATOWN CDC) PROPOSES TO WORK WITH 75 SENIOR CORPS VOLUNTEERS WHO WILL TRAIN CHINATOWN COMMUNITY MEMBERS TO PROTECT THEMSELVES FROM COVID-19, PREVENT FIRES, AND PREPARE FOR EARTHQUAKES. BOTH THE VOLUNTEERS AND THE 200+ COMMUNITY MEMBERS THEY WILL SERVE ARE PREDOMINANTLY LOW INCOME, LIMITED ENGLISH SPEAKING IMMIGRANTS FROM CHINA AND HONG KONG. THEIR PERSONAL BACKGROUNDS MAKE THEM THE IDEAL PEOPLE TO PROVIDE THIS COMMUNITY OUTREACH. THE INDIVIDUALS AND FAMILIES THE VOLUNTEERS WILL SERVE LIVE IN VERY CROWDED APARTMENT DWELLINGS, MOST OF WHICH ARE APPROXIMATELY 100 YEARS OLD. MANY OF THE ROOMS ARE ONLY 8 BY 10 FEET, AND HAVE SHARED BATHS AND KITCHENS. GIVEN THIS LIVING SITUATION, IT HAS BEEN VERY FORTUNATE THAT THERE HAVE NOT BEEN OUTBREAKS OF THE VIRUS, DUE IN LARGE PART TO NEIGHBORS PLANNING AMONG THEMSELVES TO SET SCHEDULES ON THE USE OF THE KITCHENS AND WORKING WITH CHINATOWN CDC ON PREPAREDNESS AND USE OF PPES (PERSONAL PROTECTION EQUIPMENT). WITH THE VIRUS STILL CONTINUING TO SPREAD IN SAN FRANCISCO AT THE TIME OF THIS APPLICATION AND NO VACCINATION IN SIGHT, WE ANTICIPATE IT WILL CONTINUE TO BE IMPORTANT TO PROVIDE PROTECTION FOR RESIDENTS THROUGH NEXT YEAR, WHEN THIS GRANT PERIOD WOULD BEGIN. THE OVERALL BUDGET LISTED FOR THIS PROGRAM INCLUDES ALL THE DISASTER PLANNING AND ORGANIZING WORK CONDUCTED BY OUR EXPERIENCED AND KNOWLEDGEABLE ORGANIZING STAFF, INCLUDING THIS SENIOR CORPS PROGRAM SHOULD IT BE FUNDED.
