OVER ITS THREE-YEAR DURATION, THIS PROJECT WILL FUND THE DEVELOPMENT, IMPLEMENTATION, AND EVALUATION OF EACH INSTITUTION?S NEW CAPACITY TO MEANINGFULLY ENGAGE IN CROSS-SECTOR PARTNERSHIPS TO ADVANCE EFFORTS IN WORKFORCE DEVELOPMENT. THE COLLABORATING INSTITUTIONS (THE COHORT) WILL ENGAGE EMPLOYERS IN WAYS THAT HAVE NOT BEEN DONE BEFORE AT THEIR INSTITUTIONS BY IMPLEMENTING THE BUSINESS AND INDUSTRY LEADERSHIP TEAM (BILT) ADVISORY COUNCIL MODEL. THIS MODEL IS SUBSTANTIALLY DIFFERENT FROM THE TRADITIONAL ADVISORY COMMITTEES CURRENTLY USED AT THE COLLEGES THAT GENERALLY MEET TWICE PER YEAR, LACK EMPLOYER INVOLVEMENT, AND ARE NOT CONSIDERING FUTURE LABOR MARKET NEEDS. IN THE BILT, REGIONAL EMPLOYERS HAVE CO-LEADERSHIP ROLES AND COLLABORATE WITH FACULTY TO DEVELOP AND UPDATE COURSE CONTENT BY SHARING THE KNOWLEDGE AND SKILLS NEEDED FOR THE WORKFORCE 12 TO 36 MONTHS INTO THE FUTURE. THIS DEEPER LEVEL OF ENGAGEMENT WILL SIGNIFICANTLY IMPACT THE QUALITY AND RELEVANCY OF ACADEMIC PROGRAMS AND WILL MAKE STUDENTS BETTER PREPARED FOR THE WORKFORCE. BUILDING RELATIONSHIPS WITH REGIONAL BUSINESS LEADERS WILL ENSURE CLASSROOM CONTENT IS CURRENT AND CREATE OPPORTUNITIES FOR STUDENT INTERNSHIPS, APPRENTICESHIPS, MENTORSHIP, AND GUEST SPEAKERS. INSTITUTIONS WILL IMPLEMENT THE BILT PROCESS USING PUBLICLY AVAILABLE BILT RESOURCES AND A BILT CONSULTANT FOR THE REGIONAL-SPECIFIC INDUSTRY PARTNERSHIPS BEING TARGETED. THE COLLEGES WILL SHARE LESSONS LEARNED, BEST PRACTICES, PROGRESS ON INDIVIDUAL INSTITUTIONAL PLANS, AND SOLUTIONS TO BARRIERS TO IMPLEMENTING COLLEGE-WIDE CHANGE. THE OVERALL OBJECTIVE OF THIS PROJECT IS TO BUILD INSTITUTIONAL CAPACITY TO GROW EXTERNAL PARTNERSHIPS FOR WORKFORCE DEVELOPMENT PROGRAMS TO MAKE THEM MORE RESPONSIVE TO REGIONAL WORKFORCE NEEDS. GOALS INCLUDE DEVELOPING, IMPLEMENTING, AND EVALUATING AN INSTITUTION-SPECIFIC, REPLICABLE, SCALABLE PLAN TO TRANSFORM THE CURRENT TRADITIONAL ADVISORY COMMITTEE PROCESS INTO THE BILT MODEL TO CREATE MEANINGFUL ENGAGEMENT WITH INDUSTRY PARTNERS AND IDENTIFYING RECRUITMENT AND OUTREACH STRATEGIES THAT FOCUS ON ENSURING REPRESENTATION OF UNDERREPRESENTED INDIVIDUALS AND BUSINESSES ON THE BILT TEAMS. INSTITUTIONAL ACTIVITIES VARY BY INSTITUTION; HOWEVER, SHARED ACTIVITIES INCLUDE IMPLEMENTING THE BILT ADVISORY COUNCIL MODEL FOR AT LEAST ONE ACADEMIC PROGRAM, USING PUBLICLY AVAILABLE BILT RESOURCES AND A BILT CONSULTANT FOR TARGETING SPECIFIC REGIONAL INDUSTRIES AND EMPLOYERS, AND DEVELOPING AND IMPLEMENTING INSTITUTION-SPECIFIC STRATEGIC PLANS TO BUILD CAPACITY FOR GROWING AND SUSTAINING REGIONAL PARTNERSHIPS WITHIN ITS RESPECTIVE REGIONAL INNOVATION ECOSYSTEM. COLLABORATIVE ACTIVITIES INCLUDE CREATING A FRAMEWORK FOR IMPLEMENTING BILT AT COMMUNITY AND TECHNICAL COLLEGES THAT IS REPLICABLE AND SCALABLE; EDUCATING FACULTY AND EMPLOYERS ON THE VALUE OF THE BILT FOR STUDENTS, PROGRAMS, AND THE REGIONAL ECONOMY; ESTABLISHING A SCHEDULE OF VIRTUAL MONTHLY MEETINGS; CREATING A COMMUNITY OF PRACTICE TO SHARE BEST PRACTICES, PROGRESS ON INDIVIDUAL INSTITUTIONAL PLANS, CHALLENGES FACED, AND SOLUTIONS DESIGNED TO ADDRESS BARRIERS TO IMPLEMENTING INSTITUTIONAL CHANGE; CREATING A COLLABORATION PLATFORM FOR DISCUSSIONS AND DOCUMENT STORAGE; CONVENING AN ADMINISTRATORS WORKING GROUP COMPRISED OF PIS AND CO-PIS TO COMMUNICATE THE STATUS OF COHORT PROGRESS AND ENSURE ALL DELIVERABLES ARE ON TARGET; AND PLANNING AN ANNUAL IN-PERSON COHORT WORKSHOP ADJACENT TO THE ANNUAL WORKFORCE DEVELOPMENT INSTITUTE CONFERENCE HOSTED BY THE AMERICAN ASSOCIATION OF COMMUNITY COLLEGES. | National Science Foundation | ENHANCING UNCREWED AERIAL SYSTEMS CAREER READINESS IN BIOLOGICAL MONITORING AND RESOURCE MANAGEMENT -SIGNIFICANT GROWTH IN THE UNCREWED AIRCRAFT SYSTEMS (UAS) INDUSTRY IN THE LAST FIVE YEARS HAS LED TO THE NEED FOR SKILLED PILOTS, TECHNICIANS, AND ANALYSTS IN THIS EMERGING FIELD. THE GOAL OF THIS PROJECT AT HARPER COLLEGE IS TO PROVIDE A GATEWAY TO EMERGING EMPLOYMENT OPPORTUNITIES FOR STUDENTS IN USING UAS TECHNOLOGIES IN THE BIOLOGICAL MONITORING AND RESOURCE MANAGEMENT WORKFORCE DOMAINS IN THE CHICAGO METROPOLITAN AREA AND NORTHERN ILLINOIS. THE INTEGRATION OF UAS TECHNOLOGY INTO THESE FIELDS PRESENTS A NOVEL OPPORTUNITY TO CREATE A PIPELINE OF SCIENCE TECHNOLOGY ENGINEERING AND MATH (STEM) TECHNICIANS WITH SKILLS IN DRONE OPERATIONS AND REMOTE SENSING. THIS PROJECT WILL STRENGTHEN HARPER?S CAPACITY TO SERVE THE UAS WORKFORCE NEEDS OF THE WIDER CHICAGO METROPOLITAN AREA AND BEYOND. THE SUCCESS OF THIS PROJECT WILL OPEN THE DOOR TO EXPANDING THE INFUSION OF UAS TECHNOLOGY INTO STEM FIELDS AT HARPER AND SURROUNDING HIGH SCHOOLS AND COMMUNITY COLLEGES THAT USE UAS TECHNOLOGY OR REMOTE SENSING. OVER ITS 6-YEAR DURATION, THIS PROJECT WILL FUND SCHOLARSHIPS TO APPROXIMATELY 40 UNIQUE FULL-TIME AND PART-TIME STUDENTS WHO ARE PURSUING ASSOCIATE?S DEGREES IN COMPUTER SCIENCE AND COMPUTER INFORMATION SYSTEMS. IN ADDITION TO THE SCHOLARSHIPS, THIS PROJECT WILL INCLUDE WRAP AROUND SUPPORT AND ACADEMIC ACTIVITIES THAT REINFORCE THE STUDENTS' LEARNING. THESE INCLUDE BUILDING ROBOTS WITH OTHER SCHOLARSHIP RECIPIENTS, ATTENDING PROGRAMMING COMPETITIONS, CAREER OVERVIEWS, AND MENTORING FROM FACULTY MEMBERS. ACTIVITIES PERFORMED GRANTEES DEVELOP TRAINING AND EDUCATIONAL PROGRAMS FOR AT RISK, HARD-TO-REACH WORKERS THAT TEACH THEM TO RECOGNIZE, AVOID, AND PREVENTS OCCUPATIONAL SAFETY AND HEALTH HAZARDS IN THEIR WORKPLACE AS WELL AS INFORM THEM ABOUT THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION'S (OSHA) WHISTLEBLOWER PROGRAM. DELIVERABLES GRANTEES MUST TRAIN WORKERS FROM MULTIPLE EMPLOYERS AND/OR DEVELOP TRAINING MATERIALS ON WORKPLACE OCCUPATIONAL SAFETY AND HEALTH HAZARDS. PRE- AND POST-TRAINING KNOWLEDGE ASSESSMENT TESTS DEMONSTRATE THE INCREASE IN THE TRAINEE'S SAFETY AND HEALTH KNOWLEDGE. THE SUSAN HARWOOD TRAINING GRANT PROGRAM INCREASES WORKERS ACCESS TO LIFE-SAVING TRAINING. INTENDED BENEFICIARY THE PROGRAM IS BENEFICIAL TO BOTH THE GRANTEE ORGANIZAITON AND TO WORKERS IN HIGH-HAZARD INDUSTRIES, INDUSTRIES WITH HIGH FATALITY RATES, OR INDUSTRIES WHERE WORKFORCES HAVE HISTORICALLY NOT HAD ADEQUATE ACCESS TO OCCUPATIONAL SAFETY AND HEALTH TRAINING. THE TRAINING AUDIENCE BENEFITING FROM THE TRAINING INCLUDES YOUNG, TEMPORARY, MINORITY , LOW LITERACY, LIMITED-ENGLISH SPEAKING, AND OTHER DISADVANTAGED AND HARD-TO-REACH WORKERS. INCREASED WORKER SAFETY BENEFITS THE WORKER COMMUNITIES. OVER ITS THREE-YEAR DURATION, THIS PROJECT WILL FUND THE DEVELOPMENT, IMPLEMENTATION, AND EVALUATION OF EACH INSTITUTION?S NEW CAPACITY TO MEANINGFULLY ENGAGE IN CROSS-SECTOR PARTNERSHIPS TO ADVANCE EFFORTS IN WORKFORCE DEVELOPMENT. THE COLLABORATING INSTITUTIONS (THE COHORT) WILL ENGAGE EMPLOYERS IN WAYS THAT HAVE NOT BEEN DONE BEFORE AT THEIR INSTITUTIONS BY IMPLEMENTING THE BUSINESS AND INDUSTRY LEADERSHIP TEAM (BILT) ADVISORY COUNCIL MODEL. THIS MODEL IS SUBSTANTIALLY DIFFERENT FROM THE TRADITIONAL ADVISORY COMMITTEES CURRENTLY USED AT THE COLLEGES THAT GENERALLY MEET TWICE PER YEAR, LACK EMPLOYER INVOLVEMENT, AND ARE NOT CONSIDERING FUTURE LABOR MARKET NEEDS. IN THE BILT, REGIONAL EMPLOYERS HAVE CO-LEADERSHIP ROLES AND COLLABORATE WITH FACULTY TO DEVELOP AND UPDATE COURSE CONTENT BY SHARING THE KNOWLEDGE AND SKILLS NEEDED FOR THE WORKFORCE 12 TO 36 MONTHS INTO THE FUTURE. THIS DEEPER LEVEL OF ENGAGEMENT WILL SIGNIFICANTLY IMPACT THE QUALITY AND RELEVANCY OF ACADEMIC PROGRAMS AND WILL MAKE STUDENTS BETTER PREPARED FOR THE WORKFORCE. BUILDING RELATIONSHIPS WITH REGIONAL BUSINESS LEADERS WILL ENSURE CLASSROOM CONTENT IS CURRENT AND CREATE OPPORTUNITIES FOR STUDENT INTERNSHIPS, APPRENTICESHIPS, MENTORSHIP, AND GUEST SPEAKERS. INSTITUTIONS WILL IMPLEMENT THE BILT PROCESS USING PUBLICLY AVAILABLE BILT RESOURCES AND A BILT CONSULTANT FOR THE REGIONAL-SPECIFIC INDUSTRY PARTNERSHIPS BEING TARGETED. THE COLLEGES WILL SHARE LESSONS LEARNED, BEST PRACTICES, PROGRESS ON INDIVIDUAL INSTITUTIONAL PLANS, AND SOLUTIONS TO BARRIERS TO IMPLEMENTING COLLEGE-WIDE CHANGE. THE OVERALL OBJECTIVE OF THIS PROJECT IS TO BUILD INSTITUTIONAL CAPACITY TO GROW EXTERNAL PARTNERSHIPS FOR WORKFORCE DEVELOPMENT PROGRAMS TO MAKE THEM MORE RESPONSIVE TO REGIONAL WORKFORCE NEEDS. ENHANCING UNCREWED AERIAL SYSTEMS CAREER READINESS IN BIOLOGICAL MONITORING AND RESOURCE MANAGEMENT -SIGNIFICANT GROWTH IN THE UNCREWED AIRCRAFT SYSTEMS (UAS) INDUSTRY IN THE LAST FIVE YEARS HAS LED TO THE NEED FOR SKILLED PILOTS, TECHNICIANS, AND ANALYSTS IN THIS EMERGING FIELD. THE GOAL OF THIS PROJECT AT HARPER COLLEGE IS TO PROVIDE A GATEWAY TO EMERGING EMPLOYMENT OPPORTUNITIES FOR STUDENTS IN USING UAS TECHNOLOGIES IN THE BIOLOGICAL MONITORING AND RESOURCE MANAGEMENT WORKFORCE DOMAINS IN THE CHICAGO METROPOLITAN AREA AND NORTHERN ILLINOIS. THE INTEGRATION OF UAS TECHNOLOGY INTO THESE FIELDS PRESENTS A NOVEL OPPORTUNITY TO CREATE A PIPELINE OF SCIENCE TECHNOLOGY ENGINEERING AND MATH (STEM) TECHNICIANS WITH SKILLS IN DRONE OPERATIONS AND REMOTE SENSING. THIS PROJECT WILL STRENGTHEN HARPER?S CAPACITY TO SERVE THE UAS WORKFORCE NEEDS OF THE WIDER CHICAGO METROPOLITAN AREA AND BEYOND. THE SUCCESS OF THIS PROJECT WILL OPEN THE DOOR TO EXPANDING THE INFUSION OF UAS TECHNOLOGY INTO STEM FIELDS AT HARPER AND SURROUNDING HIGH SCHOOLS AND COMMUNITY COLLEGES THAT USE UAS TECHNOLOGY OR REMOTE SENSING. SUPPORTING SUCCESS AND DIVERSITY FOR LOW INCOME COMPUTER EDUCATION STUDENTS -THIS PROJECT WILL CONTRIBUTE TO THE NATIONAL NEED FOR WELL-EDUCATED SCIENTISTS, MATHEMATICIANS, ENGINEERS, AND TECHNICIANS BY SUPPORTING THE RETENTION AND GRADUATION OF HIGH-ACHIEVING, LOW-INCOME STUDENTS WITH DEMONSTRATED FINANCIAL NEED AT WILLIAM RAINEY HARPER COLLEGE (HARPER), A HISPANIC SERVING INSTITUTION IN THE NORTHWEST SUBURBS OF CHICAGO. OVER ITS 6-YEAR DURATION, THIS PROJECT WILL FUND SCHOLARSHIPS TO APPROXIMATELY 40 UNIQUE FULL-TIME AND PART-TIME STUDENTS WHO ARE PURSUING ASSOCIATE?S DEGREES IN COMPUTER SCIENCE AND COMPUTER INFORMATION SYSTEMS. IN ADDITION TO THE SCHOLARSHIPS, THIS PROJECT WILL INCLUDE WRAP AROUND SUPPORT AND ACADEMIC ACTIVITIES THAT REINFORCE THE STUDENTS' LEARNING. THESE INCLUDE BUILDING ROBOTS WITH OTHER SCHOLARSHIP RECIPIENTS, ATTENDING PROGRAMMING COMPETITIONS, CAREER OVERVIEWS, AND MENTORING FROM FACULTY MEMBERS. WITH THE ADDITIONAL SUPPORT AND ACTIVITIES, HARPER AIMS TO INCREASE THE SCHOLARSHIP RECIPIENTS' SUCCESS RATES THROUGH HIGHER GRADES, INCREASED GRADUATION, AND INCREASED TRANSFER RATES TO A FOUR-YEAR UNIVERSITY. HARPER SEEKS TO INCREASE REPRESENTATION OF STUDENTS FROM UNDERREPRESENTED GROUPS IN COMPUTER SCIENCE AND COMPUTER INFORMATION SYSTEMS BY SHOWING STUDENTS THAT THESE ARE VIABLE CAREER PATHWAYS. THE OVERALL GOAL OF THIS PROJECT IS TO INCREASE STEM DEGREE COMPLETION OF LOW-INCOME, HIGH-ACHIEVING UNDERGRADUATES WITH DEMONSTRATED FINANCIAL NEED. BY EXPANDING OPPORTUNITIES FOR LOW-INCOME STUDENTS IN COMPUTER SCIENCE AND COMPUTER INFORMATION SYSTEMS, HARPER SEEKS TO IMPROVE THE STUDENT OUTCOMES FOR THE SCHOLARSHIP RECIPIENTS THROUGH FINANCIAL SUPPORT AND CO-CURRICULAR ACTIVITIES. SCHOLARSHIPS WILL BE AWARDED TO FOUR COHORTS OF TEN LOW-INCOME STUDENTS. TARGETED RECRUITMENT WILL BE CONDUCTED AT THE LOCAL HIGH SCHOOLS TO ENCOURAGE APPLICATIONS FROM STUDENTS FROM GROUPS UNDERREPRESENTED IN THESE FIELDS. CO-CURRICULAR ACTIVITIES ARE ALSO INTEGRATED INTO THE PROGRAM TO PROVIDE ACADEMIC, SOCIAL, AND EMOTIONAL SUPPORT TO STUDENTS. THESE ACTIVITIES INCLUDE, BUT ARE NOT LIMITED TO, CAREER OVERVIEWS, TRANSFER TRAINING, PROGRAMMING COMPETITIONS, ROBOTICS KITS, AND FACULTY MENTORING. THE CO-CURRICULAR ACTIVITIES WILL INCREASE THE RETENTION RATE (EXPECTED TO BE AT LEAST 95%) THROUGH THE FACULTY MENTORING AND PEER CONNECTION. TRANSFER RATES ARE EXPECTED TO BE AT LEAST 35% THROUGH THE IMPLEMENTATION OF TRANSFER TRAINING SESSIONS. THE PROGRAM ADVANCES THE JOB QUALITY OF THE AMERICAN WORKFORCE BY PROVIDING HARD-TO-REACH WORKERS HAZARD AWARENESS, AVOIDANCE, AND CONTROL TRAINING TO PROTECT THEM FROM ON-THE-JOB HAZARDS, AND TO INFORM WORKERS OF THEIR RIGHTS AND EMPLOYERS OF THEIR RESPONSIBILITIES UNDER THE OCCUPATIONAL SAFETY AND HEALTH (OSH) ACT. ACTIVITIES PERFORMED GRANTEES DEVELOP TRAINING AND EDUCATIONAL PROGRAMS FOR AT RISK, HARD-TO-REACH WORKERS THAT TEACH THEM TO RECOGNIZE, AVOID, AND PREVENTS OCCUPATIONAL SAFETY AND HEALTH HAZARDS IN THEIR WORKPLACE AS WELL AS INFORM THEM ABOUT THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION'S (OSHA) WHISTLEBLOWER PROGRAM. DELIVERABLES GRANTEES MUST TRAIN WORKERS FROM MULTIPLE EMPLOYERS AND/OR DEVELOP TRAINING MATERIALS ON WORKPLACE OCCUPATIONAL SAFETY AND HEALTH HAZARDS. PRE- AND POST-TRAINING KNOWLEDGE ASSESSMENT TESTS DEMONSTRATE THE INCREASE IN THE TRAINEE'S SAFETY AND HEALTH KNOWLEDGE. THE SUSAN HARWOOD TRAINING GRANT PROGRAM INCREASES WORKERS ACCESS TO LIFE-SAVING TRAINING. INTENDED BENEFICIARY THE PROGRAM IS BENEFICIAL TO BOTH THE GRANTEE ORGANIZAITON AND TO WORKERS IN HIGH-HAZARD INDUSTRIES, INDUSTRIES WITH HIGH FATALITY RATES, OR INDUSTRIES WHERE WORKFORCES HAVE HISTORICALLY NOT HAD ADEQUATE ACCESS TO OCCUPATIONAL SAFETY AND HEALTH TRAINING. THE TRAINING AUDIENCE BENEFITING FROM THE TRAINING INCLUDES YOUNG, TEMPORARY, MINORITY , LOW LITERACY, LIMITED-ENGLISH SPEAKING, AND OTHER DISADVANTAGED AND HARD-TO-REACH WORKERS. INCREASED WORKER SAFETY BENEFITS THE WORKER COMMUNITIES. THE GRANTEE ORGANIZATION BENEFITS BY DEVELOPING/EXPANDING THEIR SAFETY AND HEALTH KNOWLEDGE AND EXPERIENCE WITH MOST CONTINUING TO CONDUCT TRAINING CLASSES AFTER THE END OF THE GRANT.
