THE PROGRAM SUPPORTS HOLISTIC, SURVIVOR-CENTERED APPROACHES TO PROVIDING TRANSITIONAL HOUSING AND SUPPORT SERVICES DESIGNED TO ENABLE A MINOR, AN ADULT, OR A DEPENDENT OF SUCH MINOR OR ADULT LOCATE AND SECURE PERMANENT HOUSING, SECURE EMPLOYMENT, AND INTEGRATE INTO A COMMUNITY. THE OHIODOMESTIC VIOLENCE NETWORK IS A NON-PROFIT ORGANIZATION LOCATED IN COLUMBUS, OHIO, AN URBAN REGION OF THE STATE. THE ORGANIZATION WILL PROVIDE 45 SCATTERED SITE RESIDENCES FOR 45 SURVIVORS AND THEIR FAMILIES THROUGH PRIVATE LANDLORD HOUSING UNITS. THE OHIO DOMESTIC VIOLENCE NETWORK WILL COLLABORATE WITH ITS 3 PARTNERS, THE ALLIANCE AREA DOMESTIC VIOLENCE SHELTER, EVE INC, AND YWCA HOUSE OF PEACE, TO PROVIDE A HOLISTIC, VICTIM-CENTERED, AND MULTIDISCIPLINARY APPROACH TO TRANSITIONAL HOUSING NEEDS IN THE COMMUNITY. THIS CONTINUATION PROJECT WILL USE FUNDS TO PROVIDE BOTH HOUSING AND SUPPORTIVE SERVICES TO MOVE SURVIVORS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING WHO ARE HOMELESS OR IN NEED OF HOUSING ASSISTANCE TO PERMANENT HOUSING. THE PROJECT WILL ASSIST CLIENTS FOR AN ANTICIPATED MINIMUM OF 6 MONTHS AND A MAXIMUM LENGTH OF 12 MONTHS. THE GRANT ACTIVITIES WILL BE TAILORED TO MEET THE NEEDS OF THE SURVIVORS. THE RANGE OF OPTIONAL SUPPORT SERVICES INCLUDES RENTAL AND UTILITY ASSISTANCE, CASE MANAGEMENT, SAFETY PLANNING, EMPLOYMENT SERVICES, DOMESTIC VIOLENCE EDUCATION AND HOUSING ADVOCACY. PURPOSE: THE CONTINUUM OF CARE (COC) PROGRAM IS DESIGNED TO PROMOTE COMMUNITY-WIDE COMMITMENT TO THE GOAL OF ENDING HOMELESSNESS; PROVIDE FUNDING FOR EFFORTS BY NONPROFIT PROVIDERS, STATES, AND LOCAL GOVERNMENTS TO QUICKLY HOUSE HOMELESS INDIVIDUALS AND FAMILIES WHILE MINIMIZING THE TRAUMA AND DISLOCATION CAUSED TO HOMELESS INDIVIDUALS, FAMILIES, AND COMMUNITIES BY HOMELESSNESS; PROMOTE ACCESS TO AND EFFECTIVE UTILIZATION OF MAINSTREAM PROGRAMS BY HOMELESS INDIVIDUALS AND FAMILIES; AND OPTIMIZE SELF-SUFFICIENCY AMONG INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS. DURING THIS PROJECT PERIOD, OHIO COSTS OF VIOLENCE WILL FOCUS ON IDENTIFYING AND MEETING THE NEEDS OF THE LARGE RURAL AREAS, INCLUDING THE 32-COUNTY APPALACHIAN REGION IN OHIO, AS WELL AS OTHER UNDERSERVED POPULATIONS SUCH AS COMMUNITIES OF COLOR, INDIVIDUALS WITH LIMITED ENGLISH PROFICIENCY, OLDER ADULTS, AND LGBTQIA+ COMMUNITIES. SPECIFICALLY, THE PROJECT WILL: INCREASE ACCESS FOR SURVIVORS TO EDUCATIONAL MATERIALS ON DOMESTIC AND SEXUAL VIOLENCE AND THE DEVELOP ADDITIONAL SURVIVOR EDUCATIONAL PRODUCTS. DEVELOP AND HOST PROFESSIONAL CROSS TRAININGS FOR LOCAL SERVICE PROVIDERS ON TRAUMATIC BRAIN INJURY. PROVIDE TECHNICAL ASSISTANCE TO ASSIST MEMBER ORGANIZATIONS MODIFY EXISTING POLICIES, PROTOCOLS AND PROCEDURES THROUGH IMPLEMENTING NEW HEALTHCARE POLICIES AND ALGORITHMS RELATED TO BRAIN INJURY AND DOMESTIC AND SEXUAL VIOLENCE. THE TRANSITIONAL HOUSING ASSISTANCE GRANTS FOR VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, AND STALKING PROGRAM (TRANSITIONAL HOUSING PROGRAM) IS AUTHORIZED BY 34 U.S.C. 12351. THE PRIMARY PURPOSE OF THE TRANSITIONAL HOUSING PROGRAM IS TO AID MINORS, ADULTS, AND THEIR DEPENDENTS WHO ARE HOMELESS, AS DEFINED BY 34 U.S.C. 12473(6), OR IN NEED OF TRANSITIONAL HOUSING OR OTHER HOUSING ASSISTANCE, AS A RESULT OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING, AND FOR WHOM EMERGENCY SHELTER SERVICES OR OTHER CRISIS INTERVENTION SERVICES ARE UNAVAILABLE OR INSUFFICIENT. THE PROGRAM SUPPORTS HOLISTIC, SURVIVOR-CENTERED APPROACHES TO PROVIDING TRANSITIONAL HOUSING AND SUPPORT SERVICES DESIGNED TO ENABLE A MINOR, AN ADULT, OR A DEPENDENT OF SUCH MINOR OR ADULT LOCATE AND SECURE PERMANENT HOUSING, SECURE EMPLOYMENT, AND INTEGRATE INTO A COMMUNITY. THE OHIODOMESTIC VIOLENCE NETWORK IS A NON-PROFIT ORGANIZATION LOCATED IN COLUMBUS, OHIO, AN URBAN REGION OF THE STATE. THE ORGANIZATION WILL PROVIDE 45 SCATTERED SITE RESIDENCES FOR 45 SURVIVORS AND THEIR FAMILIES THROUGH PRIVATE LANDLORD HOUSING UNITS. THE OHIO DOMESTIC VIOLENCE NETWORK WILL COLLABORATE WITH ITS 3 PARTNERS, THE ALLIANCE AREA DOMESTIC VIOLENCE SHELTER, EVE INC, AND YWCA HOUSE OF PEACE, TO PROVIDE A HOLISTIC, VICTIM-CENTERED, AND MULTIDISCIPLINARY APPROACH TO TRANSITIONAL HOUSING NEEDS IN THE COMMUNITY. THIS CONTINUATION PROJECT WILL USE FUNDS TO PROVIDE BOTH HOUSING AND SUPPORTIVE SERVICES TO MOVE SURVIVORS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, OR STALKING WHO ARE HOMELESS OR IN NEED OF HOUSING ASSISTANCE TO PERMANENT HOUSING. THE PROJECT WILL ASSIST CLIENTS FOR AN ANTICIPATED MINIMUM OF 6 MONTHS AND A MAXIMUM LENGTH OF 12 MONTHS. THE GRANT ACTIVITIES WILL BE TAILORED TO MEET THE NEEDS OF THE SURVIVORS. THE RANGE OF OPTIONAL SUPPORT SERVICES INCLUDES RENTAL AND UTILITY ASSISTANCE, CASE MANAGEMENT, SAFETY PLANNING, EMPLOYMENT SERVICES, DOMESTIC VIOLENCE EDUCATION AND HOUSING ADVOCACY. THE PROJECT WILL UTILIZE CURRENT STAFF MEMBERS TO IMPLEMENT THE PROGRAM AND PROVIDE FOLLOW-UP SERVICES FOR AT LEAST 6 MONTHS ONCE PERMANENT HOUSING IS SECURED.

THE GRANTS TO PREVENT AND RESPOND TO DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, STALKING, AND SEX TRAFFICKING AGAINST CHILDREN AND YOUTH PROGRAM SUPPORTS COMPREHENSIVE, COMMUNITY-BASED PROJECTS THAT DEVELOP OR EXPAND PREVENTION, INTERVENTION, TREATMENT, AND RESPONSE STRATEGIES TO ADDRESS THE NEEDS OF CHILDREN AND YOUTH IMPACTED BY DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, STALKING, AND SEX TRAFFICKING, INCLUDING SUPPORT FOR THEIR NON-ABUSING PARENTS, CAREGIVERS, AND LEGAL GUARDIANS. THE GRANTEE AND PROJECT PARTNERS WILL IMPLEMENT A PROJECT ADDRESSING PURPOSE AREA 2 - CREATING SAFER COMMUNITIES FOR YOUTH: PREVENTION, INTERVENTION, TREATMENT, AND RESPONSE SERVICES FOR YOUTH IMPACTED BY DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, STALKING, AND SEX TRAFFICKING. THE PROJECT WILL: 1) ESTABLISH A COORDINATED COMMUNITY RESPONSE TEAM TO OVERSEE AND GUIDE PROJECT ACTIVITIES; 2) COMPLETE A LIMITED COMMUNITY NEEDS ASSESSMENT AND DEVELOP A STRATEGIC PLAN THAT OUTLINES THE IMPLEMENTATION PHASE OF THE PROJECT; 3) PROVIDE DIRECT SERVICES THAT ADDRESS THE EMOTIONAL, COGNITIVE, AND PHYSICAL EFFECTS OF TRAUMA ON YOUTH VICTIMS OF DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, STALKING, OR SEX TRAFFICKING; 4) DEVELOP AND DELIVER TRAINING TO LAW ENFORCEMENT AND OTHER ALLIED PROFESSIONALS TO APPROPRIATELY RESPOND TO AND SUPPORT YOUTH VICTIMS OF VIOLENCE; 5) DEVELOP AND DELIVER EDUCATIONAL PROGRAMS THAT ADDRESS THE PREVENTION OF AND RESPONSE TO THE CRIMES PREVIOUSLY LISTED FOR YOUTH-SERVING ORGANIZATIONS AND PROGRAMS; AND 6) DEVELOP AND DELIVER PREVENTION PROGRAMMING FOR YOUTH THAT IS INCLUSIVE OF YOUTH-LED STRATEGIES, ASSISTS YOUTH IN UNDERSTANDING AND RECOGNIZING ABUSIVE BEHAVIOR, AND INCLUDES BYSTANDER INTERVENTION STRATEGIES.
