TO ACHIEVE THIS GOAL, THE PROJECT TEAM WILL (1) RECRUIT, PREPARE, AND GRADUATE 17 HIGHLY EFFECTIVE ELEMENTARY AND SECONDARY MATHEMATICS, BIOLOGY, AND CHEMISTRY TEACHERS WHO PERSIST AS CLASSROOM TEACHERS IN HIGH-NEED SCHOOLS; (2) CREATE OPPORTUNITIES FOR CROSS COLLABORATION AMONG PK-16 EDUCATORS TO COLLABORATIVELY DEVELOP AND IMPLEMENT RESEARCH-BASED MATHEMATICS AND SCIENCE EDUCATION CURRICULUM AND PEDAGOGY FOR IMPROVING TEACHER PREPARATION; AND (3) DEVELOP, IMPLEMENT, AND EVALUATE PROGRAMMING AND PROFESSIONAL DEVELOPMENT FOR PROSPECTIVE AND PRACTICING TEACHERS AIMED AT HELPING TO PREPARE AND RETAIN HIGHLY EFFECTIVE STEM EDUCATORS. THIS PROJECT AT NAZARETH UNIVERSITY INCLUDES PARTNERSHIPS WITH THE ROCHESTER CITY SCHOOL DISTRICT AND THE GREECE CENTRAL SCHOOL DISTRICT. PROJECT GOALS INCLUDE PREPARING 17 UNDERGRADUATE STUDENTS TO BECOME HIGHLY QUALIFIED MATHEMATICS, BIOLOGY, AND CHEMISTRY TEACHERS, OVER FIVE YEARS, AND TRAINING THEM IN CULTURALLY RESPONSIVE TEACHING PRACTICES. THIS PROJECT WILL BUILD UPON RELATIONSHIPS STRENGTHENED DURING PREVIOUSLY GRANT-FUNDED PROFESSIONAL DEVELOPMENT WORKSHOPS; USING DATA GATHERED DURING THAT TIME TO RESPOND DIRECTLY TO THE MOST PRESSING NEEDS OF PARTNER SCHOOL DISTRICTS AND THEIR STUDENTS. EVIDENCE-BASED STRATEGIES FOR TEACHER TRAINING AND INDUCTION SUPPORT WILL ALSO INCREASE THE RETENTION OF NEW TEACHERS TEACHING IN HIGH-NEED SCHOOLS. THIS PROJECT WILL PRODUCE BROADER IMPACTS ON SCIENCE AND MATH EDUCATION BY INCREASING THE NUMBER, QUALITY, DIVERSITY, AND RETENTION OF LICENSED SCIENCE AND MATHEMATICS TEACHERS IN NEW YORK STATE. ROCHESTER, NY, IS EXPERIENCING EXTREME DISPARITIES IN INCOME AND EDUCATION, PARTICULARLY FOR SCHOOL-AGED CHILDREN, A CRISIS THAT HAS CAUSED A TRICKLE-DOWN EFFECT OF UNEMPLOYMENT AND A SHORTAGE OF WORKERS WITH THE REQUISITE STEM SKILLS NEEDED TO FILL THE REGION'S DIRE SKILLED LABOR SHORTAGE. RESPONSIVE STEM EDUCATION THAT MEETS THE NEEDS OF STUDENTS IN HIGH-NEED DISTRICTS WILL LIKELY RESULT IN GREATER STUDENT SUCCESS IN MATH AND SCIENCE, GREATER GRADUATION RATES, AND HIGHER CHANCES THOSE STUDENTS WILL SEEK COLLEGE EDUCATION OR BE PLACED IN WELL-PAYING JOBS AFTER HIGH SCHOOL GRADUATION. K-12 STUDENT SUCCESS IN STEM IS LINKED TO HIGH QUALITY INSTRUCTION BY TEACHERS WHO HAVE STRONG STEM BACKGROUNDS. IN ORDER TO COUNTER THIS PROBLEM, THIS PROJECT WILL RUN A SERIES OF WORKSHOPS TO CONNECT COLLEGE FACULTY WITH K-12 TEACHERS AND ADMINISTRATORS TO UNDERSTAND WHAT KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS FUTURE STEM TEACHERS NEED TO BE SUCCESSFUL. THE OUTCOME WILL BE THE CREATION OF A GROUP OF COLLEGE FACULTY WELL-PREPARED TO TEACH STEM CONTENT TO PRE-SERVICE TEACHERS. COLLEGE ADMINISTRATORS WILL THEN BE ABLE TO ATTRACT PROSPECTIVE COLLEGE STUDENTS TO THE FIELD OF STEM EDUCATION WITH A WELL-DEIGNED STEM TEACHER PREPARATION PROGRAM. APPROXIMATELY $400,000,000 WAS MADE AVAILABLE TO THE LEADING EDGE COHORT, WHICH PROVIDES FUNDING FOR RETROFIT ACTIVITIES TO ACHIEVE AMBITIOUS GREEN BUILDING CERTIFICATIONS, THAT WILL BRING THE PROPERTIES TO NET ZERO, THROUGH INSTALLATION RENEWABLE ENERGY GENERATION TECHNOLOGIES AND EFFICIENT SYSTEMS, USE OF BUILDING MATERIALS WITH LOWER EMBODIED CARBON, AND, IN SOME CASES, CLIMATE RESILIENCE INVESTMENTS. APPROXIMATELY $1,470,000,000 WAS MADE AVAILABLE TO THE COMPREHENSIVE COHORT, WHICH PROVIDES FUNDING TO INITIATE RECAPITALIZATION INVESTMENTS DESIGNED FROM INCEPTION AROUND BOTH PROVEN AND INNOVATIVE GREEN AND RESILIENT MEASURES FOR PROPERTIES WITH A HIGH NEED FOR INVESTMENTS. UNDER ALL THREE AWARD COHORTS, OWNERS RECEIVE FUNDING IN THE FORM OF GRANTS OR LOANS. THROUGH 2024, GRRP WILL HAVE AWARDED ROUGHLY 250 PROPERTIES PRESERVING APPROXIMATELY 30,000 HOMES, THE MAJORITY OF WHICH ARE AFFORDABLE TO VERY LOW-INCOME HOUSEHOLDS, SENIORS, AND PERSONS WITH DISABILITIES.; EXPECTED OUTCOMES: THE PROGRAM WILL INCREASE ENERGY AND WATER EFFICIENCY, CREATE RENEWABLE ENERGY GENERATION, AND MAKE RESILIENCE IMPROVEMENTS TO PROTECT RESIDENTS AND AFFORDABLE HOUSING FROM NATURAL HAZARDS. TO MEASURE THIS, THE GRRP INVESTMENTS IMPLEMENTED ARE EXPECTED TO REDUCE GREENHOUSE GAS EMISSIONS BY 50% CUMULATIVELY ACROSS THESE PROPERTIES AND TO REDUCE MODELED ENERGY CONSUMPTION BY AT LEAST 25% AT EACH OF THESE PROPERTIES. SUCCESS OF THE GRRP GOALS WILL BE MEASURED USING EPA PORTFOLIO MANAGER’S UTILITY BENCHMARKING SYSTEM. INDIVIDUAL AWARDS WILL ENCOURAGE THE DEEPEST ENERGY SAVINGS AND EMISSIONS REDUCTIONS POSSIBLE BY FUNDING THE MOST IMPACTFUL IMPROVEMENTS IDENTIFIED THROUGH COMPREHENSIVE ASSESSMENTS OF THE BUILDINGS OR THROUGH ACHIEVING A TOP LEVEL, HIGH PERFORMANCE GREEN BUILDING CERTIFICATION. FURTHER, GRRP-FUNDED PROPERTY IMPROVEMENTS WILL ENHANCE RESIDENTS’ QUALITY OF LIFE AND PROVIDE HEALTHIER AND SAFER LIVING ENVIRONMENTS BY IMPROVING INDOOR AIR QUALITY, MAINTAINING COMFORTABLE LIVING TEMPERATURES, AND PREPARING BUILDINGS TO KEEP RESIDENTS SAFE THROUGH EXTREME WEATHER EVENTS AND NATURAL DISASTERS. RESILIENCE IMPROVEMENTS WILL BE CAPTURED BY A RESILIENCE ASSESSMENT THAT WILL BE REQUIRED FOR ALL GRRP PARTICIPANTS. TO ACHIEVE THIS GOAL, THE PROJECT TEAM WILL (1) RECRUIT, PREPARE, AND GRADUATE 17 HIGHLY EFFECTIVE ELEMENTARY AND SECONDARY MATHEMATICS, BIOLOGY, AND CHEMISTRY TEACHERS WHO PERSIST AS CLASSROOM TEACHERS IN HIGH-NEED SCHOOLS; (2) CREATE OPPORTUNITIES FOR CROSS COLLABORATION AMONG PK-16 EDUCATORS TO COLLABORATIVELY DEVELOP AND IMPLEMENT RESEARCH-BASED MATHEMATICS AND SCIENCE EDUCATION CURRICULUM AND PEDAGOGY FOR IMPROVING TEACHER PREPARATION; AND (3) DEVELOP, IMPLEMENT, AND EVALUATE PROGRAMMING AND PROFESSIONAL DEVELOPMENT FOR PROSPECTIVE AND PRACTICING TEACHERS AIMED AT HELPING TO PREPARE AND RETAIN HIGHLY EFFECTIVE STEM EDUCATORS. THIS PROJECT AT NAZARETH UNIVERSITY INCLUDES PARTNERSHIPS WITH THE ROCHESTER CITY SCHOOL DISTRICT AND THE GREECE CENTRAL SCHOOL DISTRICT. PROJECT GOALS INCLUDE PREPARING 17 UNDERGRADUATE STUDENTS TO BECOME HIGHLY QUALIFIED MATHEMATICS, BIOLOGY, AND CHEMISTRY TEACHERS, OVER FIVE YEARS, AND TRAINING THEM IN CULTURALLY RESPONSIVE TEACHING PRACTICES. THIS PROJECT WILL BUILD UPON RELATIONSHIPS STRENGTHENED DURING PREVIOUSLY GRANT-FUNDED PROFESSIONAL DEVELOPMENT WORKSHOPS; USING DATA GATHERED DURING THAT TIME TO RESPOND DIRECTLY TO THE MOST PRESSING NEEDS OF PARTNER SCHOOL DISTRICTS AND THEIR STUDENTS. EVIDENCE-BASED STRATEGIES FOR TEACHER TRAINING AND INDUCTION SUPPORT WILL ALSO INCREASE THE RETENTION OF NEW TEACHERS TEACHING IN HIGH-NEED SCHOOLS. THIS PROJECT WILL PRODUCE BROADER IMPACTS ON SCIENCE AND MATH EDUCATION BY INCREASING THE NUMBER, QUALITY, DIVERSITY, AND RETENTION OF LICENSED SCIENCE AND MATHEMATICS TEACHERS IN NEW YORK STATE. ROCHESTER, NY, IS EXPERIENCING EXTREME DISPARITIES IN INCOME AND EDUCATION, PARTICULARLY FOR SCHOOL-AGED CHILDREN, A CRISIS THAT HAS CAUSED A TRICKLE-DOWN EFFECT OF UNEMPLOYMENT AND A SHORTAGE OF WORKERS WITH THE REQUISITE STEM SKILLS NEEDED TO FILL THE REGION'S DIRE SKILLED LABOR SHORTAGE. RESPONSIVE STEM EDUCATION THAT MEETS THE NEEDS OF STUDENTS IN HIGH-NEED DISTRICTS WILL LIKELY RESULT IN GREATER STUDENT SUCCESS IN MATH AND SCIENCE, GREATER GRADUATION RATES, AND HIGHER CHANCES THOSE STUDENTS WILL SEEK COLLEGE EDUCATION OR BE PLACED IN WELL-PAYING JOBS AFTER HIGH SCHOOL GRADUATION. THIS TRACK 1: SCHOLARSHIPS AND STIPENDS PROJECT IS SUPPORTED THROUGH THE ROBERT NOYCE TEACHER SCHOLARSHIP PROGRAM (NOYCE) AND IS SUPPORTED IN PART BY FUNDS FROM MICRON FOUNDATION. THE NOYCE PROGRAM SUPPORTS TALENTED STEM UNDERGRADUATE MAJORS AND PROFESSIONALS TO BECOME EFFECTIVE K-12 STEM TEACHERS AND EXPERIENCED, EXEMPLARY K-12 TEACHERS TO BECOME STEM MASTER TEACHERS IN HIGH-NEED SCHOOL DISTRICTS. WHILE THE DEMAND FOR PEOPLE WITH STEM BACKGROUNDS IN THE WORKFORCE IS INCREASING, THE NUMBER OF COLLEGE STUDENTS PURSUING STEM TEACHER PREPARATION IS VERY LOW. K-12 STUDENT SUCCESS IN STEM IS LINKED TO HIGH QUALITY INSTRUCTION BY TEACHERS WHO HAVE STRONG STEM BACKGROUNDS. IN ORDER TO COUNTER THIS PROBLEM, THIS PROJECT WILL RUN A SERIES OF WORKSHOPS TO CONNECT COLLEGE FACULTY WITH K-12 TEACHERS AND ADMINISTRATORS TO UNDERSTAND WHAT KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS FUTURE STEM TEACHERS NEED TO BE SUCCESSFUL. THE OUTCOME WILL BE THE CREATION OF A GROUP OF COLLEGE FACULTY WELL-PREPARED TO TEACH STEM CONTENT TO PRE-SERVICE TEACHERS. COLLEGE ADMINISTRATORS WILL THEN BE ABLE TO ATTRACT PROSPECTIVE COLLEGE STUDENTS TO THE FIELD OF STEM EDUCATION WITH A WELL-DEIGNED STEM TEACHER PREPARATION PROGRAM. HUD OFFERS GRRP FUNDING THROUGH THREE AWARD COHORTS DESIGNED TO MEET THE NEEDS OF PROPERTIES IN DIFFERENT SITUATIONS: ELEMENTS, LEADING EDGE, AND COMPREHENSIVE. APPROXIMATELY $140,000,000 WAS MADE AVAILABLE TO THE ELEMENTS COHORT, WHICH PROVIDES MODEST FUNDING TO OWNERS TO ADD PROVEN AND MEANINGFUL GREEN AND RESILIENT MEASURES TO THE CONSTRUCTION SCOPES OF IN-PROGRESS RECAPITALIZATION TRANSACTIONS. APPROXIMATELY $400,000,000 WAS MADE AVAILABLE TO THE LEADING EDGE COHORT, WHICH PROVIDES FUNDING FOR RETROFIT ACTIVITIES TO ACHIEVE AMBITIOUS GREEN BUILDING CERTIFICATIONS, THAT WILL BRING THE PROPERTIES TO NET ZERO, THROUGH INSTALLATION RENEWABLE ENERGY GENERATION TECHNOLOGIES AND EFFICIENT SYSTEMS, USE OF BUILDING MATERIALS WITH LOWER EMBODIED CARBON, AND, IN SOME CASES, CLIMATE RESILIENCE INVESTMENTS. APPROXIMATELY $1,470,000,000 WAS MADE AVAILABLE TO THE COMPREHENSIVE COHORT, WHICH PROVIDES FUNDING TO INITIATE RECAPITALIZATION INVESTMENTS DESIGNED FROM INCEPTION AROUND BOTH PROVEN AND INNOVATIVE GREEN AND RESILIENT MEASURES FOR PROPERTIES WITH A HIGH NEED FOR INVESTMENTS. UNDER ALL THREE AWARD COHORTS, OWNERS RECEIVE FUNDING IN THE FORM OF GRANTS OR LOANS. THROUGH 2024, GRRP WILL HAVE AWARDED ROUGHLY 250 PROPERTIES PRESERVING APPROXIMATELY 30,000 HOMES, THE MAJORITY OF WHICH ARE AFFORDABLE TO VERY LOW-INCOME HOUSEHOLDS, SENIORS, AND PERSONS WITH DISABILITIES.; EXPECTED OUTCOMES: THE PROGRAM WILL INCREASE ENERGY AND WATER EFFICIENCY, CREATE RENEWABLE ENERGY GENERATION, AND MAKE RESILIENCE IMPROVEMENTS TO PROTECT RESIDENTS AND AFFORDABLE HOUSING FROM NATURAL HAZARDS. TO MEASURE THIS, THE GRRP INVESTMENTS IMPLEMENTED ARE EXPECTED TO REDUCE GREENHOUSE GAS EMISSIONS BY 50% CUMULATIVELY ACROSS THESE PROPERTIES AND TO REDUCE MODELED ENERGY CONSUMPTION BY AT LEAST 25% AT EACH OF THESE PROPERTIES. SUCCESS OF THE GRRP GOALS WILL BE MEASURED USING EPA PORTFOLIO MANAGER’S UTILITY BENCHMARKING SYSTEM. INDIVIDUAL AWARDS WILL ENCOURAGE THE DEEPEST ENERGY SAVINGS AND EMISSIONS REDUCTIONS POSSIBLE BY FUNDING THE MOST IMPACTFUL IMPROVEMENTS IDENTIFIED THROUGH COMPREHENSIVE ASSESSMENTS OF THE BUILDINGS OR THROUGH ACHIEVING A TOP LEVEL, HIGH PERFORMANCE GREEN BUILDING CERTIFICATION. FURTHER, GRRP-FUNDED PROPERTY IMPROVEMENTS WILL ENHANCE RESIDENTS’ QUALITY OF LIFE AND PROVIDE HEALTHIER AND SAFER LIVING ENVIRONMENTS BY IMPROVING INDOOR AIR QUALITY, MAINTAINING COMFORTABLE LIVING TEMPERATURES, AND PREPARING BUILDINGS TO KEEP RESIDENTS SAFE THROUGH EXTREME WEATHER EVENTS AND NATURAL DISASTERS. RESILIENCE IMPROVEMENTS WILL BE CAPTURED BY A RESILIENCE ASSESSMENT THAT WILL BE REQUIRED FOR ALL GRRP PARTICIPANTS. RESILIENCE ASSESSMENT DATA MAY BE REPORTED FROM TIME TO TIME, BUT THERE ARE NO SPECIFIC PROGRAM GOALS FOR RESILIENCE. ; INTENDED BENEFICIARIES: THE PROGRAM AIMS TO BENEFIT RESIDENTS AND OWNERS OF HUD-ASSISTED MULTIFAMILY PROPERTIES AND THE COMMUNITIES AT-LARGE THEY RESIDE IN. THIS INCLUDES PROPERTIES ASSISTED BY SECTION 8 PROJECT-BASED RENTAL ASSISTANCE, SECTION 202 SUPPORTIVE HOUSING FOR LOW-INCOME ELDERLY, SECTION 811 SUPPORTIVE HOUSING FOR LOW-INCOME PERSONS WITH DISABILITIES PROGRAMS, AND SECTION 236 INTEREST REDUCTION PAYMENTS (IRP).; SUBRECIPIENT ACTIVITIES: THE RECIPIENT DOES NOT INTEND TO SUBAWARD FUNDS.
