THE PROGRAM WILL ACCESS THE WEALTH OF UNIQUE FARM OPERATIONS AND INNOVATIVE TECHNOLOGIES IN SOUTHEASTERN WISCONSIN TO FEATURE A SEQUENCE OF IMMERSIVE EXPERIENCES THAT ROTATE AMONG A DIVERSE FOOD SUPPLY CHAIN AND LOCAL FARM PRODUCTION PARTNERSHIPS TO EQUIP VETERANS WITH THE KNOWLEDGE, DEVELOPMENT AND MIDDLE-SKILL CREDENTIALS FOR 21ST CENTURY FOOD SYSTEM TRANSFORMATION, AGRIBUSINESS INNOVATION AND SUCCESS AS PART OF THEIR NEXT MISSION TO HELP FEED AMERICA. THE PROGRAM IS FULL TIME AND PARTICIPANTS WILL RECEIVE A BI-WEEKLY STIPEND DURING THEIR ENROLLMENT. THE FIRST TWELVE WEEKS (3 MONTHS) OF TRAINING FOR A COHORT WILL PROVIDE AN INTRODUCTION TO AGRIBUSINESS OPERATIONS AND OPPORTUNITIES, AND INCLUDE NON-FORMAL CLASSROOM INSTRUCTION TO ACQUIRE INDUSTRY MIDDLE-SKILL CREDENTIALS, ENTREPRENEURIAL TRAINING, TOURS, VOLUNTEER SERVICE TO THE LOCAL AGRICULTURE COMMUNITY, PARTICIPATION IN MENTORSHIP CIRCLES, AND INDIVIDUAL LEARNING AND EXPERIMENTATION. THE REMAINING 12 WEEKS OF THE TOTAL 24-WEEK TRAINING CYCLE FOR EACH COHORT WILL ENGAGE VETERANS IN A PAID PRACTICUM AT A PROJECT SITE(S) OF PREFERRED CAREER INTEREST FOR MORE FOCUSED HANDS-ON LEARNING WITHIN THE CONTEXT OF ON-THE-JOB TRAINING ASSIGNMENTS. OVER THREE YEARS, 75 MILITARY VETERANS WILL BE TRAINED, AND 60 MILITARY VETERANS WILL BE PLACED INTO AGRICULTURE AND FOOD SECTOR EMPLOYMENT TO PRODUCE, SUPPLY, STORE, DISTRIBUTE, PROCESS, MARKET AND ASSURE THE QUALITY AND ENVIRONMENTAL SUSTAINABILITY OF FOOD AND AGRICULTURAL PRODUCTS FOR AMERICA.

THE PURPOSE OF THE PROJECT IS TO RE-ENGAGE HOMELESS VETERANS TO REACH THEIR FULL EMPLOYMENT POTENTIAL AND OBTAIN HIGH-QUALITY CAREER OUTCOMES FOR VETERANS EXPERIENCING HOMELESSNESS. THE SQUAD-BASED PROGRAM IS A UNIQUE STRATEGY TO ACHIEVE ECONOMIC PROSPERITY, ADDRESS HISTORICAL INEQUITIES, AND PROVIDE EQUITABLE ACCESS AND OUTCOMES TO MARGINALIZED GROUPS. THE GREAT LAKES CCC WILL CONDUCT FOUR CYCLES OF TRAINING, SERVING A TOTAL OF 24 HOMELESS VETERANS DURING THE FIRST YEAR OF THE GRANT PERIOD. APPROXIMATELY 20 OF THE TRAINING PARTICIPANTS ARE INITIALLY EXPECTED TO BE PLACED IN EMPLOYMENT. BASED ON THE NEEDS, BARRIERS AND INTERESTS OF THE PARTICIPANT, THE GREAT LAKES CCC VETERANS CORPS WILL DIRECTLY PROVIDE TRAINING, HANDS-ON EXPERIENTIAL LEARNING, INDUSTRY-RECOGNIZED CREDENTIALS, WORK EXPERIENCE AND EMPLOYER-BASED OJT APPRENTICESHIPS TO PROGRAM PARTICIPANTS TOWARD A GROWING SECTOR OF MIDDLE SKILLS JOBS IN AREAS OF DISASTER RELIEF, BUILDING TRADES, TRANSPORTATION AND AGRIBUSINESS. BECAUSE HVRP PARTICIPANTS ARE TYPICALLY NOT IN A POSITION TO COMPLETE LONG-TERM TRAINING, THE GREAT LAKES CCC VETERANS CORPS WILL EQUIP PARTICIPANTS WITH A SERIES OF SHORT- AND MID-TERM TRAINING FOR STACKABLE INDUSTRY CREDENTIALS TO MAKE THEM EMPLOYABLE. THE VETERANS CORPS WILL BE CREW-BASED PARTICIPANTS WILL OPERATE AND LEARN TOGETHER AS A TEAM TO EXPERIENTIALLY COMPLETE PUBLIC INFRASTRUCTURE IMPROVEMENT PROJECTS, ACQUIRE MARKETABLE SKILLS, A WORK HISTORY, AND MAKE A DIFFERENCE THROUGH SERVICE IN THEIR COMMUNITY. AS VETERANS, PARTICIPANTS RECOGNIZE THAT TO ACCOMPLISH ANY MISSION AT THE HIGHEST LEVEL, ALL UNITS MIGHT HAVE DIFFERENT JOBS BUT HAVE THE SAME GOAL IN THE END. THE GREAT LAKES CCC WILL SERVE HOMELESS VETERANS AND VETERANS AT RISK OF HOMELESSNESS, PARTICULARLY VETERANS FROM HISTORICALLY MARGINALIZED COMMUNITIES. THE GREAT LAKES CCC WILL ENROLL 24 HOMELESS VETERANS OR VETERANS AT RISK OF HOMELESSNESS AND WILL PLACE 80 OF THE PARTICIPANTS INTO EMPLOYMENT AT AN AVERAGE HOURLY WAGE OF 12.98. APPROXIMATELY 61 OF THE VETERANS INITIALLY PLACED INTO EMPLOYMENT WILL CONTINUE TO BE EMPLOYED DURING THE SECOND QUARTER AFTER EXIT, AND MORE THAN ONE-HALF (50.6 ) WILL CONTINUE TO BE EMPLOYED DURING THE FOURTH QUARTER AFTER EXIT. ACTIVITIES TO BE PERFORMED UNDER THIS PROJECT INCLUDE 40-HOUR HAZARDOUS WASTE OPERATIONS AND EMERGENCY RESPONSE TRAINING, COURSE SUCH AS PHYTOREMEDIATION, NATIONAL INCIDENT MANAGEMENT SYSTEM, CHEMICAL SAFETY AWARENESS, MOLD REMEDIATION, LEAD RENOVATION, REPAIR AND PAINTING, ENVIRONMENTAL SAMPLING AND MONITORING, CONFINED SPACE, DISASTER SITE WORKER AMONGST OTHER COURSES WHICH ENCOMPASS A COMPREHENSIVE CURRICULUM PROVIDING GRADUATES WITH SIX FEDERAL CERTIFICATIONS. SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THIS PROJECT WILL PROVIDE TRAINING TO UN- AND UNDEREMPLOYED RESIDENTS OF THE GREATER RACINE, WISCONSIN AREA.
