HUD MAY REQUIRE THAT SOME OR ALL AC FUNDING BE DIRECTED TO ACTIVITIES DESIGNED TO CREATE, MODIFY, OR IMPROVE LOCAL, REGIONAL, OR NATIONAL INFORMATION SYSTEMS CONCERNING FAIR HOUSING MATTERS (INCLUDING THE PURCHASE OF STATE-OF-THE-ART COMPUTER SYSTEMS, OBTAINING, AND MAINTAINING INTERNET ACCESS, ETC.).; EXPECTED OUTCOMES: ALL SUCH ACTIVITIES MUST SUPPORT THE AGENCY’S ADMINISTRATION IN AN EFFORT TO STRENGTHEN THEIR ABILITY TO ADMINISTRATE AND MANAGE FAIR INVESTIGATIONS AND ENFORCEMENT OF FAIR HOUSING LAWS. THE INFORMATION GATHERED BY THE PAR AND PIP IS REPORTED BACK TO THE FHAP PARTICIPATING AGENCY AS AN INTERNAL REPORT NOT TO BE DISTRIBUTED PUBLICLY. ; INTENDED BENEFICIARIES: ANY PERSON OR GROUP OF PERSONS AGGRIEVED BY A DISCRIMINATORY HOUSING PRACTICE BECAUSE OF RACE, COLOR, RELIGION, SEX, DISABILITY, FAMILIAL STATUS, OR NATIONAL ORIGIN. PURPOSE: THE PURPOSE OF ADMINISTRATIVE COST (AC) FUNDS IS TO PROVIDE FUNDING FOR EXPENSES RELATED TO THE BASIC OPERATION OF FAIR HOUSING ASSISTANCE PROGRAM (FHAP) PARTICIPATING AGENCIES TO SUPPORT THE LIFECYCLE OF COMPLAINT PROCESSING. PARTICIPATING AGENCIES THAT ACCEPTABLY PROCESS 100 OR MORE CASES DURING A REPORTING YEAR WILL RECEIVE NO LESS THAN 10 PERCENT OF THE AGENCY'S AMOUNT FOR THE PRECEDING YEAR, IN ADDITION TO COMPLAINT PROCESSING (CP) FUNDS, CONTINGENT ON FISCAL YEAR APPROPRIATIONS. AGENCIES THAT ACCEPTABLY PROCESS FEWER THAN 100 CASES WILL RECEIVE A FLAT RATE, CONTINGENT ON FISCAL YEAR APPROPRIATIONS. FOR A LIST OF CURRENT FHAP PARTICIPATING AGENCIES, VISIT THE HUD FHAP WEBSITE AT HTTPS://WWW.HUD.GOV/PROGRAM_OFFICES/FAIR_HOUSING_EQUAL_OPP/PARTNERS/FHAP/AGENCIES; ACTIVITIES TO BE PERFORMED: THE USE OF AC FUNDS IS GOVERNED BY THE FHAP REGULATIONS SET FORTH AT 24 C.F.R. § 115.304(C), THE TERMS OF COOPERATIVE AGREEMENTS, AND THE UNIFORM ADMINISTRATIVE REQUIREMENTS, COST PRINCIPLES, AND AUDIT REQUIREMENTS FOR FEDERAL AWARDS (UAR). AGENCIES RECEIVING AC FUNDS WILL BE REQUIRED TO PROVIDE HUD WITH A STATEMENT OF HOW THEY INTEND TO USE THE AC FUNDS. SAID STATEMENT WILL BE LATER USED TO MEASURE THE SPECIFIC DELIVERABLES IN ACCORDANCE WITH THE PURPOSE OF THE AC FUND FOR EACH FHAP AGENCY VIA THE PERFORMANCE ASSESSMENT REPORT. GIVEN THE FACT THAT EACH FHAP PARTICIPATING AGENCY HAS DIFFERENT ADMINISTRATIVE NEEDS, THE AC FUND DOES NOT INDICATE THE EXPECTATION OF SPECIFIC MEASURABLE OUTPUTS. HUD MAY REQUIRE THAT SOME OR ALL AC FUNDING BE DIRECTED TO ACTIVITIES DESIGNED TO CREATE, MODIFY, OR IMPROVE LOCAL, REGIONAL, OR NATIONAL INFORMATION SYSTEMS CONCERNING FAIR HOUSING MATTERS (INCLUDING THE PURCHASE OF STATE-OF-THE-ART COMPUTER SYSTEMS, OBTAINING, AND MAINTAINING INTERNET ACCESS, ETC.).; EXPECTED OUTCOMES: ALL SUCH ACTIVITIES MUST SUPPORT THE AGENCY’S ADMINISTRATION IN AN EFFORT TO STRENGTHEN THEIR ABILITY TO ADMINISTRATE AND MANAGE FAIR INVESTIGATIONS AND ENFORCEMENT OF FAIR HOUSING LAWS. THE OUTCOMES FROM USE OF THIS FUNDING WILL ADDRESS MATTERS AFFECTING FAIR HOUSING THAT ARE COGNIZABLE UNDER THE FAIR HOUSING ACT. EACH PARTICIPATING FHAP AGENCY IS EVALUATED EVERY TWO YEARS THROUGH A PERFORMANCE ASSESSMENT REPORT. THIS REPORT QUANTIFIES FHAP PERFORMANCE PER REQUIRED MEASURABLE OUTCOMES OUTLINED IN THE COOPERATIVE AGREEMENT AND REGULATORY REQUIREMENTS UNDER C.F.R. § 115.306. FHAP AGENCIES ARE GIVEN A PASSING SCORE OR IN CASES WHERE IT DOES NOT MEET THE MINIMUM REQUIRED OUTCOMES, THE FHAP AGENCY IS PLACED ON A PERFORMANCE IMPROVEMENT PLAN WHICH DETAILS THE REQUIRED IMPROVEMENT AND TIMELINE FOR REMEDIATION. THE INFORMATION GATHERED BY THE PAR AND PIP IS REPORTED BACK TO THE FHAP PARTICIPATING AGENCY AS AN INTERNAL REPORT NOT TO BE DISTRIBUTED PUBLICLY. ; INTENDED BENEFICIARIES: ANY PERSON OR GROUP OF PERSONS AGGRIEVED BY A DISCRIMINATORY HOUSING PRACTICE BECAUSE OF RACE, COLOR, RELIGION, SEX, DISABILITY, FAMILIAL STATUS, OR NATIONAL ORIGIN. ALSO INCLUDES ORGANIZATIONS (E.G. FAIR HOUSING GROUPS) THAT HAVE SUFFERED AN INJURY AS A RESULT OF A DISCRIMINATORY HOUSING PRACTICE. ; SUBRECIPIENT ACTIVITIES: THE SUBRECIPIENT ACTIVITIES ARE UNKNOWN AT THE TIME OF AWARD.

THE CITY OF GARY'S MISSION IS TO IMPROVE THE QUALITY OF LIFE IN GARY NEIGHBORHOODS. THE PROPOSED VISTA PROJECT ALIGNS WITH THE ECONOMIC OPPORTUNITY FOCUS AREA. THE VISTA PROJECT WILL CONTRIBUTE TO A PUBLIC-PRIVATE BLIGHT ELIMINATION STRATEGY THAT WILL EFFECTIVELY IMPROVE COMMUNITIES, ATTRACTING PEOPLE WHO WANT A CLEAN, SAFE, AND AFFORDABLE PLACE TO LIVE AND RAISE FAMILIES. THE PLANNING AND REDEVELOPMENT DEPARTMENT WILL ENGAGE RESIDENTS ON ECONOMIC SUSTAINABILITY AND RESTORING VACANT, DEMOLISHED, ABANDONED, AND BURNED OUT PROPERTIES FOR THE BEAUTIFICATION OF THE COMMUNITY. THE CONSTITUENT SERVICES DEPARTMENT WILL PROVIDE COORDINATION SERVICES AND RESOURCES TO RESIDENTS TO PROMOTE COMMUNITY ENGAGEMENT AND BLIGHT ELIMINATION. THE PARKS AND GREEN URBANISM DEPARTMENTS WILL BOTH FOCUS ON SAFE, CLEAN AND HEALTHY COMMUNITIES AND EDUCATING RESIDENTS ON CONNECTING TO NATURE, COMMUNITY GARDENING, AND STORM WATER MANAGEMENT IN LOW INCOME COMMUNITIES, UTILIZING THE OPPORTUNITY TO BEAUTIFY BLIGHTED AREAS. THE PARKS DEPARTMENT'S GOAL IS TO CREATE A CLEAN AND SAFE BEACH BY ENGAGING AND EDUCATING BEACH GOERS OF THE IMPORTANCE OF RECYCLING AND CLEAN WATER. THIS WILL PROVIDE OPPORTUNITY TO UNDERSERVED YOUTH. THE PROPOSED VISTA PROJECT SEEKS TO BUILD CAPACITY WITHIN DIFFERENT DEPARTMENTS THEREBY LEVERAGING IN-KIND SERVICES, FUND DEVELOPMENT, AND VOLUNTEERISM, TO BENEFIT HUNDREDS OF LOW-INCOME YOUTH AND FAMILIES IN GARY. NINE (9) VISTA MEMBERS WILL CONTRIBUTE TO THE GOALS OF THIS PROJECT BY PERFORMING ACTIVITIES SUCH AS COLLECTING AND MANAGING DATA, ENGAGING CITIZENS, RAISING AWARENESS, IMPLEMENTING PROJECTS, SEEKING AND APPLYING TO GRANTS, CREATING NEW PARTNERSHIPS, AND STRENGTHENING POLICIES AND PROCEDURES WITHIN DEPARTMENTS OVER THE COURSE OF ONE YEAR.
