THE CRU IS DESIGNED TO PROVIDE AN AVENUE FOR RELIEF IN CASES OF ACTUAL INNOCENCE WHERE LEGAL OR PROCEDURAL BARRIERS MIGHT OTHERWISE BAR A JUDICIAL REMEDY.
