IN 2021, DOMESTIC AND SEXUAL VIOLENCE AGENCIES ACROSS MISSOURI PROVIDED SEXUAL VIOLENCE SERVICES TO 6,656 INDIVIDUALS AND ANSWERED 9,201 SEXUAL VIOLENCE-RELATED HOTLINE CALLS. DURING THE ONE-WEEK MOCADSV SEXUAL VIOLENCE POINT-IN-TIME COUNT FROM SEPTEMBER 20 TO 27, 2021, 773 INDIVIDUALS SOUGHT SERVICES FROM MISSOURI AGENCIES. ACCORDING TO THE MISSOURI HIGHWAY PATROL, THERE WERE 3,317 REPORTED INCIDENTS OF SEXUAL VIOLENCE IN 2021. RESEARCH ALSO SHOWS US THAT GENDER MINORITIES EXPERIENCE DISPROPORTIONATELY HIGHER RATES OF SEXUAL VIOLENCE THAN THEIR HETEROSEXUAL PEERS. MISSOURI COALITION AGAINST DOMESTIC AND SEXUAL VIOLENCE (MOCADSV) WILL USE FUNDING FROM THE CENTER FOR DISEASE CONTROL RAPE PREVENTION AND EDUCATION: ASSESSING COALITION CAPACITY TO ADVANCE PRIMARY PREVENTION GRANT TO INCREASE MOCADSV’S CAPACITY TO PROVIDE SEXUAL VIOLENCE PRIMARY PREVENTION SERVICES AND ADDRESS THE HEALTH DISPARITIES FOR THE LGBTQ+ TARGET POPULATION. MOCADSV WILL ACCOMPLISH THIS BY INCREASING STAFF KNOWLEDGE OF HEALTH EQUITY AS SEXUAL VIOLENCE PREVENTION AND INCORPORATING PREVENTION EXPERTISE INTO ALL DEPARTMENTS. MOCADSV WILL ALSO INCREASE PARTNERSHIPS AND COLLABORATIONS TO INCLUDE ADDITIONAL EXPERTISE AND SKILLS ON HEALTH INEQUITIES AND THE NEEDS OF MISSOURI’S LGBTQ+ COMMUNITIES. MOCADSV WILL ACCOMPLISH THIS OBJECTIVE BY IDENTIFYING KEY COMMUNITY STAKEHOLDERS AND ENGAGING THEIR PARTICIPATION IN PROJECT ACTIVITIES. ADDITIONALLY, MOCADSV WILL ASSESS MISSOURI DOMESTIC AND SEXUAL VIOLENCE AGENCIES’ CAPACITY TO PROVIDE PRIMARY PREVENTION SERVICES AND INCORPORATE LGBTQ+ SPECIFIC SERVICES INTO THEIR RESPECTIVE PROGRAMS. IT IS A SET-ASIDE PROGRAM UNDER THE OVW STOP VIOLENCE AGAINST WOMEN FORMULA GRANT PROGRAM STATUTE AND ALSO INCLUDES A STATUTORY SET ASIDE FROM THE SEXUAL ASSAULT SERVICES PROGRAM (SASP) STATUTE, SPECIFICALLY FOR STATE AND TERRITORY SEXUAL ASSAULT COALITIONS. GRANT FUNDS AUTHORIZED UNDER THE STOP SET-ASIDE MAY BE USED FOR ONE OR MORE OF THE FOLLOWING PURPOSES: 1. COORDINATING STATE AND TERRITORY VICTIM SERVICES ACTIVITIES. 2. COLLABORATING AND COORDINATING WITH FEDERAL, STATE, TERRITORY, AND LOCAL ENTITIES ENGAGED IN VIOLENCE AGAINST WOMEN ACTIVITIES. GRANT FUNDS AUTHORIZED UNDER THE SASP SET-ASIDE MAY BE USED FOR ONE OR MORE OF THE FOLLOWING PURPOSES: A) WORKING WITH LOCAL SEXUAL ASSAULT PROGRAMS AND OTHER PROVIDERS OF DIRECT SERVICES TO ENCOURAGE APPROPRIATE RESPONSES TO SEXUAL ASSAULT WITHIN THE STATE OR TERRITORY. B) WORKING WITH JUDICIAL OR LAW ENFORCEMENT AGENCIES TO ENCOURAGE APPROPRIATE RESPONSES TO SEXUAL ASSAULT CASES. C) WORKING WITH COURTS, CHILD PROTECTIVE SERVICES AGENCIES, AND CHILDRENS ADVOCATES TO DEVELOP APPROPRIATE RESPONSES TO CHILD CUSTODY AND VISITATION ISSUES WHEN SEXUAL ASSAULT HAS BEEN DETERMINED TO BE A FACTOR. D) DESIGNING AND CONDUCTING PUBLIC EDUCATION CAMPAIGNS. E) PLANNING AND MONITORING THE DISTRIBUTION OF GRANTS AND GRANT FUNDS TO THEIR STATE OR TERRITORY. F) COLLABORATING WITH AND INFORMING FEDERAL, STATE, OR LOCAL PUBLIC OFFICIALS AND AGENCIES TO DEVELOP AND IMPLEMENT POLICIES TO REDUCE OR ELIMINATE SEXUAL ASSAULT.

MOCADSV ASSESSING COALITION CAPACITY TO ADVANCE PRIMARY PREVENTION - SEXUAL VIOLENCE IS A SIGNIFICANT CONCERN FOR MISSOURIANS AND ANNUALLY IMPACTS THOUSANDS OF LIVES IN MISSOURI. IN 2021, DOMESTIC AND SEXUAL VIOLENCE AGENCIES ACROSS MISSOURI PROVIDED SEXUAL VIOLENCE SERVICES TO 6,656 INDIVIDUALS AND ANSWERED 9,201 SEXUAL VIOLENCE-RELATED HOTLINE CALLS. DURING THE ONE-WEEK MOCADSV SEXUAL VIOLENCE POINT-IN-TIME COUNT FROM SEPTEMBER 20 TO 27, 2021, 773 INDIVIDUALS SOUGHT SERVICES FROM MISSOURI AGENCIES. ACCORDING TO THE MISSOURI HIGHWAY PATROL, THERE WERE 3,317 REPORTED INCIDENTS OF SEXUAL VIOLENCE IN 2021. RESEARCH ALSO SHOWS US THAT GENDER MINORITIES EXPERIENCE DISPROPORTIONATELY HIGHER RATES OF SEXUAL VIOLENCE THAN THEIR HETEROSEXUAL PEERS. MISSOURI COALITION AGAINST DOMESTIC AND SEXUAL VIOLENCE (MOCADSV) WILL USE FUNDING FROM THE CENTER FOR DISEASE CONTROL RAPE PREVENTION AND EDUCATION: ASSESSING COALITION CAPACITY TO ADVANCE PRIMARY PREVENTION GRANT TO INCREASE MOCADSV’S CAPACITY TO PROVIDE SEXUAL VIOLENCE PRIMARY PREVENTION SERVICES AND ADDRESS THE HEALTH DISPARITIES FOR THE LGBTQ+ TARGET POPULATION. MOCADSV WILL ACCOMPLISH THIS BY INCREASING STAFF KNOWLEDGE OF HEALTH EQUITY AS SEXUAL VIOLENCE PREVENTION AND INCORPORATING PREVENTION EXPERTISE INTO ALL DEPARTMENTS. MOCADSV WILL ALSO INCREASE PARTNERSHIPS AND COLLABORATIONS TO INCLUDE ADDITIONAL EXPERTISE AND SKILLS ON HEALTH INEQUITIES AND THE NEEDS OF MISSOURI’S LGBTQ+ COMMUNITIES. MOCADSV WILL ACCOMPLISH THIS OBJECTIVE BY IDENTIFYING KEY COMMUNITY STAKEHOLDERS AND ENGAGING THEIR PARTICIPATION IN PROJECT ACTIVITIES. ADDITIONALLY, MOCADSV WILL ASSESS MISSOURI DOMESTIC AND SEXUAL VIOLENCE AGENCIES’ CAPACITY TO PROVIDE PRIMARY PREVENTION SERVICES AND INCORPORATE LGBTQ+ SPECIFIC SERVICES INTO THEIR RESPECTIVE PROGRAMS. MOCADSV WILL ACCOMPLISH THIS OBJECTIVE THROUGH DISSEMINATION OF AVAILABLE DATA SOURCES, CONDUCTING CAPACITY ASSESSMENTS OF MEMBER AGENCIES AND COLLABORATIVE PARTNERS, PROVIDING TOPIC-SPECIFIC TRAINING AND TECHNICAL ASSISTANCE SERVICES, AND DEVELOPING ACTION STRATEGIES TO BUILD MISSOURI’S OVERALL CAPACITY FOR SEXUAL ASSAULT PREVENTION.
