THE PRIMARY PROJECT AREA FOR THIS GRANT WILL BE THE 24 COUNTIES OF THE FHCCI SERVICE AREA IN CENTRAL INDIANA (BARTHOLOMEW, BOONE, BROWN, CLINTON, DECATUR, DEL AWARE, FAYETTE, FRANKLIN, HAMILTON, HANCOCK, HENDRICKS, HENRY, JOHNSON, MADISON, MARION, MONROE, MORGAN, PUTNAM, RANDOLPH, RUSH, SHELBY, TIPTON, UNION, AND WAYNE). THIS SERVICE AREA PRIMARILY COVERS THE 9 COUNTIES OF THE INDIANAPOLIS METROPOLITAN STATISTICAL AREA; THE CITIES OF BLOOMINGTON, COLUMBUS, AND MUNCIE AND THEIR RESPECTIVE COUNTIES; HUD DEFINED RURAL COUNTIES (BROWN, RUSH, TIPTON, UNION); AND THE REMAINING COUNTIES AT THE EAST-CENTRAL INDIANA-OHIO BORDER. WE WILL ALSO SOME PROVIDE SOME STATEWIDE SERVICES, AS NOTED IN OUR STATEMENT OF WORK, GIVEN THE LACK OF ANY OTHER FAIR HOUSING GROUPS IN INDIANA.; ACTIVITIES TO BE PERFORMED: (1) PROCESS AN ESTIMATED 300 FAIR HOUSING ALLEGATIONS; (2) PROVIDE PRE-FILING TECHNICAL ASSISTANCE ON AT LEAST 10 INVESTIGATIONS; (3) RECRUIT AT LEAST 25 TESTERS AND TRAIN AT LEAST 20 TESTERS TO CONDUCT TESTING; (4) CONDUCT 100 RENTAL TEST PARTS, 10 LENDING TEST PARTS, AND 6 INSURANCE TEST PARTS AS PART OF SYSTEMIC OR ALLEGATION BASED TESTING; (5) CONTINUE SYSTEMIC INVESTIGATION INTO HOUSING IMPACTED ENVIRONMENTAL JUSTICE ISSUE, ALSO ISSUE 1 NEW TOPICAL REPORT, AND CONDUCT 2 TRAININGS TO REACH POSSIBLE VICTIMS OF ENVIRONMENT JUSTICE; (6) OPEN AT LEAST 50 NEW SYSTEMIC OR ALLEGATION-BASED INVESTIGATIONS AND PARTNER ON 3 SYSTEMIC INVESTIGATIONS WITH OTHER FAIR HOUSING ORGANIZATIONS; (7) PURSUE ENFORCEMENT ACTIONS TO STOP IDENTIFIED HOUSING DISCRIMINATION, REACH RESOLUTIONS/SETTLEMENTS, AND REPORT TO HUD; (8) CONDUCT AT LEAST 5 FAIR HOUSING TRAININGS REACHING ESTIMATED 200 PERSONS; (9) HOST AN ANNUAL FAIR HOUSING CONFERENCE WITH AT LEAST 5 SUPPORTING ORGANIZATIONS WITH ESTIMATED 250 PARTICIPANTS; (10) PARTICIPATE IN 8 COMMUNITY EXHIBITS TO EDUCATE ATTENDEES ON FAIR HOUSING DIRECTLY REACHING ESTIMATED 800 PERSONS; (11) DISTRIBUTE 5,000 FAIR HOUSING PUBLICATIONS IN VARIETY OF LANGUAGES; (12) MAINTAIN AND UPDATE FHCCI WEBSITE THAT HAS AT LEAST 200,000 PAGE VIEWS, IS TRANSLATABLE, AND ACCESSIBLE; (13) USE THE FHCCI’S SOCIAL MEDIA (FACEBOOK, TWITTER/X. INSTAGRAM, LINKEDIN, YOUTUBE), PRESS RELATIONS, E-NEWSLETTER, AND PSAS TO ADVANCE FAIR HOUSING KNOWLEDGE REACHING AT LEAST 5,000 PERSONS; AND (14) CONDUCT OUTREACH TO OR COLLABORATE WITH 3 JURISDICTIONS TO COMBAT IDENTIFIED IMPEDIMENTS TO AFFIRMATIVELY FURTHER FAIR HOUSING.; EXPECTED OUTCOMES: 1) CONDUCT TESTING AND OTHER INVESTIGATION TOOLS TO EFFECTIVELY AD DRESS IDENTIFIED UNLAWFUL DISCRIMINATION, 2) EXPAND THE PUBLIC’S KNOWLEDGE OF THE SERVICES OF THE FHCCI TO UNCOVER INCIDENTS OF HOUSING DISCRIMINATION, 3) SUPPORT TRAINING PROGRAMS ON FAIR HOUSING, 4) CONTINUE EFFORTS TO AFFIRMATIVELY FURTHER FAIR HOUSING, AND 5) CONTINUE INVESTIGATIONS AND TESTING PROJECTS RELATED TO THE INVESTIGATION OF SYSTEMIC PREDATORY LENDING TRANSACTIONS AND OTHER SYSTEMIC INVESTIGATIONS BEGUN UNDER PREVIOUS FHIP AWARDS. WE ALSO ANTICIPATE REACHING OVER 1,550 PEOPLE EACH YEAR THROUGH THE PROPOSED ACTIVITIES UNDER THIS GRANT THEREBY INFORMING THEM OF THE SERVICES OF THE FHCCI, PROVIDING FAIR HOUSING ASSISTANCE OR COUNSELING ABOUT FAIR HOUSING LAW RIGHTS AND RESPONSIBILITIES, AND MAKING RESOURCES AVAILABLE. THIS PROJECT WILL PROMOTE AND INCREASE COMPLIANCE WITH THE FAIR HOUSING ACT BY ASSISTING VICTIMS OF HOUSING DISCRIMINATION IN UNDERSTANDING THEIR RIGHTS AND ALSO BY COMPLETING SYSTEMIC INVESTIGATIONS. THESE SERVICES WILL ALSO SUPPORT HUD’S STRATEGIC GOALS, SUB-GOALS OR POLICY PRIORITIES OF PROTECTING AND EDUCATING CONSUMERS WHEN THEY BUY, REFINANCE OR RENT A HOME; EXPANDING FAMILIES’ CHOICES OF AFFORDABLE RENTAL HOMES LOCATED IN A BROAD RANGE OF COMMUNITIES; BUILDING INCLUSIVE AND SUSTAINABLE COMMUNITIES FREE FROM DISCRIMINATION; AFFIRMATIVELY FURTHERING FAIR HOUSING; AND CAPACITY BUILDING AND KNOWLEDGE SHARIN; INTENDED BENEFICIARIES: FOR THE 36 MONTHS OF THIS PROJECT, THE FHCCI WILL WORK WITHIN THE RENTAL, HOMEOWNERSHIP, LENDING, AND INSURANCE MARKETS TO PROVIDE FAIR HOUSING INVESTIGATION, ENFORCEMENT, AND RELATED SERVICES TO PEOPLE WITHIN ALL FEDERALLY PROTECTED CLASSES, INCLUDING PEOPLE OF COLOR, PERSONS WITH LIMITED ENGLISH PROFICIENCY, FAMILIES WITH CHILDREN AND PERSONS WITH DISABILITIES, ESPECIALLY PEOPLE IN THOSE GROUPS WITH LOW OR MODERATE INCOME, AS WELL AS TO MEMBERS OF THE HOUSING INDUSTRY IN THE AREAS OF RENTAL, REAL ESTATE SALES, MORTGAGE LENDING, INSURANCE, BUILDING, CONTRACTING AND ARCHITECTURE.
