THESE PONDS AND WETLANDS PROVIDED HIGH QUALITY REARING HABITAT FOR COHO SALMON. HOWEVER, PAST MANAGEMENT ACTIVITIES INCLUDING BEAVER DEPREDATION AND PURPOSEFUL REMOVAL OF WOOD, HAVE CHANNELIZED STREAMS AND CREEKS, DISCONNECTING THEM FROM THEIR FLOODPLAINS AND REDUCING THE AMOUNT OF INSTREAM STRUCTURES. THIS HAS RESULTED IN A SIGNIFICANT REDUCTION OF SLOW WATER COHO SALMON REARING HABITATS ACROSS THE SCOTT RIVER WATERSHED. THIS PROJECT WILL USE TECHNIQUES INCLUDING BEAVER DAM ANALOGS AND WOOD STRUCTURES TO RESTORE NATURAL STREAM PROCESSES AND CREATE SLOW WATER COHO SALMON REARING HABITAT. PLANTING OF NATIVE TREES AND REMOVAL OF NON-NATIVE WEEDS PROXIMAL TO THE BEAVER DAM ANALOGS AND WOOD STRUCTURES WILL ALSO RESTORE RIPARIAN HABITATS. | Department of the Interior | THE PURPOSE OF THIS PROJECT IS TO RESTORE INSTREAM AND RIPARIAN HABITATS IN A REACH OF THE SCOTT RIVER THAT HAS BEEN HIGHLY DEGRADED. THE PROJECT OCCURS IN THE TAILINGS REACH ON THE SCOTT RIVER SOUTH OF ETNA, CA. THE TAILINGS REACH WAS DREDGE MINED IN THE EARLY 1900S. THIS ACTIVITY GREATLY REDUCED CHANNEL COMPLEXITY AND FLOODPLAIN CONNECTIVITY, AND ALL BUT ELIMINATED EXISTING RIPARIAN HABITAT. TO ADDRESS THESE ISSUES THIS PROJECT PROPOSED TO CONSTRUCT A SERIES OF ENGINEERED LOG JAMS AND PLANT NATIVE WILLOW AND COTTONWOOD ALONG THE RIVER MARGINS. SPECIFICALLY, 15 LARGE LOG STRUCTURES, CONSISTING OF 14 TO 18 LOGS, WILL BE CONSTRUCTED INSTREAM TO CREAT SCOUR POOLS, SORT GRAVELS, AND RETAIN FINE SEDIMENT THROUGHOUT AN APPROXIMATELY 1,200 FOOT REACH OF THE SCOTT RIVER. ON THE RIVER LEFT BANK AND ON THE RIVER RIGHT GRAVEL BARS, A SERIES OF EIGHT SMALL LOG STRUCTURES CONSISTING OF EIGHT TO TEN LOGS WILL BE CONSTRUCTED TO RETAIN FINE SEDIMENT. WILLOWS WILL BE PLANTED DOWNSTREAM OF THE SMALLER STRUCTURES IN THE SEDIMENT RETENTION ZONES AND WITHIN THE INSTREAM LARGE LOG STRUCTURES. TWO LARGER AREAS TOTALING APPROXIMATELY 0.5 ACRES ON THE RIVER RIGHT FLOODPLAIN WILL ALSO BE PLANTED WITH WILLOWS AND COTTONWOODS. PLANTINGS WILL BE WATERED IN LATE SUMMER FOR UP TO FOUR YEARS POST PLANTING TO INCREASE SURVIVAL. THIS PROJECT WILL OCCUR IMMEDIATELY DOWNSTREAM AND IS A CONTINUATION OF FOUR PREVIOUSLY COMPLETED RESTORATION PROJECTS IN THE TAILINGS REACH DESIGNED TO IMPROVE MIGRATORY HABITAT FOR COHO SALMON, INCREASE SPAWNING HABITAT FOR CHINOOK SALMON, AND PROMOTE THE DEVELOPMENT OF A HEALTHY AND FUNCTIONING RIPARIAN CORRIDOR. | $189.9K | FY2023 | Sep 2023 – Sep 2028 |

THE LOG STRUCTURES WILL CREATE SCOUR POOLS AND LOW VELOCITY HABITATS THAT WILL PROVIDE RESTING AREAS AND IMPROVE FISH PASSAGE DURING MIGRATION, AND SORT STREAMBED SUBSTRATE, IMPROVING SPAWNING HABITAT FOR CHINOOK SALMON. THE LOG STRUCTURES WILL ALSO INCREASE ROUGHNESS ON THE RIVER MARGINS, IMPROVING CONNECTIVITY WITH THE FLOODPLAINS. THE PLANTINGS WILL INCREASE RIVER SHADING AND IMPROVE WATER QUALITY, AND PROVIDE PRIMARY FOOD SOURCES FOR SALMON. THE WOOD STRUCTURES WILL CONSIST OF LARGE LOGS ANCHORED INTO THE CREEK BANKS AND TREES THAT ARE CUT AND DROPPED DIRECTLY INTO THE CREEK. THE BDAS AND WOOD STRUCTURES WILL SLOW CREEK FLOWS, CREATING SLOW WATER REARING HABITAT AND SORT GRAVELS USED FOR SPAWNING. GRADING WILL INCREASE FLOODPLAIN AND SIDE CHANNEL CONNECTIVITY WITH THE CREEK AND ROUGHNESS ELEMENTS CONSISTING OF LARGE LOGS WILL CREATE SLOW WATER REARING HABITAT ON THE FLOODPLAINS AND IN THE SIDE CHANNELS. AS SUCH, THE GOALS OF THE SCOTT RIVER VALLEY OAK HABITAT FUELS REDUCTION AND COMMUNITY PROTECTION PROJECT ARE TO MAKE LANDS ADJACENT TO THE COMMUNITIES OF FORT JONES, ETNA, AND CALLAHAN, CA, MORE RESILIENT TO WILDFIRE WHILE CONCURRENTLY RESTORING AND CONSERVING HABITAT FOR OAK ASSOCIATED BIRDS. TO ACHIEVE THESE GOALS, THIS PROJECT WILL REMOVE OR THIN CONIFERS THAT ARE INCREASING FUEL LOADS AND DEGRADING OAK HABITAT FUNCTION BETWEEN THESE COMMUNITIES AND ADJACENT FEDERAL LANDS. THE BIG MEADOWS COMPLEX CONTAINS ONE OF ONLY A FEW HISTORICAL OBSERVATIONS OF THE SPECIES IN NORTHERN CALIFORNIA. THE BIG MEADOWS COMPLEX ALSO CONTAINS THE HEADWATERS OF SHACKLEFORD CREEK, ONE THE MOST PRODUCTIVE CREEKS IN THE SCOTT RIVER VALLEY FOR THE THREATENED SOUTHERN OREGON NORTHERN CALIFORNIA COAST COHO SALMON. OVER TIME MANAGEMENT ACTIVITIES INCLUDING CATTLE GRAZING AND FIRE SUPPRESSION HAVE DEGRADED HABITAT AND THE FUNCTION OF THE BIG MEADOWS COMPLEX. TO RESTORE THE MEADOW COMPLEX THIS PROJECT WILL CONSTRUCT 25 ACRES OF WILDLIFE FRIENDLY FENCE TO EXCLUDE CATTLE FROM THE WET MEADOWS AND ASPEN STANDS, REMOVE ENCROACHING CONIFERS FROM FIVE ACRES OF WET MEADOW AND ASPEN HABITAT, MANUALLY REMOVE NON-NATIVE INVASIVE SPECIES, AND USE LOW TECH PROCESS-BASED TECHNIQUES INCLUDING WOOD LOADING TO RESTORE HYDROLOGIC FUNCTION. SCOTT RIVER WATERSHED COUNCIL STAFF WILL THEN USE GRIP HOISTS, CABLES, AND PULLEYS TO MOVE AND INTERLOCK THE FELLED TREES AND/OR SOFT ANCHOR THE FELLED TREES AGAINST CREEK SIDE TREES AND BOULDERS TO REDUCE THEIR MOBILITY. THE FALLING AND MOVING OF TREES WILL CREATE UP TO SIX DISCRETE LOG JAMS OF FOUR TO SIX TREES (FIGURE 1). FOLLOWING PROJECT IMPLEMENTATION, SRWC STAFF WILL MONITOR THE MOVEMENT OF THE TREES IN THE CONSTRUCTED LOG JAMS TO EVALUATE THE EFFECTIVENESS OF INTERLOCKING AND SOFT ANCHORING THE TREES USING THE GRIP HOIST AND PULLEY SYSTEM. THE BDAS WILL BE CONSTRUCTED BY DRIVING TEN FOOT LONG AND SIX TO SEVEN INCH DIAMETER DOUGLAS FIR POSTS FOUR TO SIX FEET INTO THE CREEK BED AND BANK. THE BDAS WILL BE APPROXIMATELY 20 FEET IN LENGTH WITH EACH BDA CONTAINING BETWEEN 14 AND 15 POSTS. AFTER THE POSTS HAVE BEEN INSTALLED, WILLOW CUTTINGS WILL BE WOVEN BETWEEN THE VERTICAL POSTS. WEED FREE STRAW WILL THEN BE STUFFED INTO THE WEAVE TO REDUCE POROSITY IN THE BDAS. THE SUGAR CREEK COHO SALMON REFUGIA PROJECT PHASE 2 AND 3 PROJECT WILL CONNECT ONE ACRE OF SLOW, COLD WATER REFUGIA REARING HABITAT TO ONE ACRE OF FLOODPLAIN HABITAT CONSTRUCTED IN PHASE 1 OF THE PROJECT, RESULTING IN A TOTAL TWO ACRES OF NEW HIGH QUALITY REARING HABITAT FOR JUVENILE COHO SALMON, AND CONNECTS SUGAR CREEK, A KEY SCOTT RIVER WATERSHED SPAWNING AND REARING STREAM, TO THE NEW HABITAT THE PROJECTS PURPOSE IS TO INCREASE THE PRODUCTION OF SCOTT WATERSHED COHO SALMON, A NATIVE FISH POPULATION THAT HAS BEEN DEEMED HATCHERY INFLUENCE FREE BY NOAA, THEREBY SUPPORTING DOWNLISTING OF THE SPECIES THE NEW PERMANENT COLD WATER REARING AREAS HAVE BEEN DESIGNED TO WITHSTAND CLIMATE CHANGE AND DROUGHT, AND ALSO PROVIDE RICH FOOD RESOURCES THAT ALLOW JUVENILE FISH TO THRIVE AND GROW LARGE, EVEN AS AMBIENT AND STREAM TEMPERATURES RISE, THEREBY INCREASING SURVIVAL INTO ADULTHOOD THE PROJECT BUILDS ON 10 YEARS OF RESTORATION ACTIONS, AND ASSOCIATED EFFECTIVENESS MONITORING, WITHIN SUGAR CREEK THAT DEMONSTRATED A THOUSAND FOLD INCREASE IN JUVENILE COHO PRODUCTION OVER PRE RESTORATION CONDITIONS AN ANTICIPATED PROJECT OUTCOME IS SIMILARLY LARGE INCREASES IN JUVENILE COHO PRODUCTION THIS REQUEST LEVERAGES YEARS OF COLLABORATION AMONGST THE MANY ENTITIES INVOLVED IN THE PRIOR RESTORATION, SCIENTIFIC MONITORING, PROJECT DESIGN, AND THE LANDOWNER COMMITMENT AT THE SITE FUNDING FOR PHASE 1 HAS BEEN SECURED, FURTHER INDICATING SUPPORT FOR THE PROJECT THE PROJECT IS IDENTIFIED AS THE HIGHEST PRIORITY SCOTT WATERSHED RESTORATION PROJECT IN THE INTEGRATED FISHERIES RESTORATION AND MONITORING PROGRAM AND IS A TIER 1 MANAGEMENT ACTION IN THE SCOTT GROUNDWATER SUSTAINABILITY PLAN THE PROJECT WILL BENEFIT THE ENTIRE COMMUNITY BY ADDRESSING REGULATORY REQUIREMENTS TO IMPROVE GROUNDWATER SUSTAINABILITY AND SUPPORT RECOVERY AND POTENTIAL DOWNLISTING OF COHO SALMON QUARTZ VALLEY INDIAN RESERVATION, A FUNDED PROJECT PARTNER, WILL BENEFIT BY EMPLOYMENT AND THE PROJECTS ATTENTION TO TRIBAL CULTURAL VALUES RESIDENTS OF THE COMMUNITY, WHICH THE CDC HAS IDENTIFIED AS A MODERATE TO HIGH SOCIALLY DISADVANTAGED COMMUNITY, WILL BENEFIT BY EMPLOYMENT LOCAL COMPANIES WILL BE SUB RECIPIENTS FOR CONSTRUCTION AND REGIONAL FIRMS FOR PROFESSIONAL ENGINEERING SPECIFIC ACTIVITIES INCLUDE 1 CONSTRUCTION OF MULTIPLE CONNECTION POINTS BETWEEN SUGAR CREEK AND THE PROJECT AREA 2 CHANNEL FORMS WITH VARIABLE SIDE SLOPES AND BENCHES INUNDATED AT DIFFERENT WIDTHS AND WATER DEPTHS IN A 1 ACRE CONSTRUCTED FLOODPLAIN 3 ROUGHENED CHANNEL GRADE CONTROL THAT PROVIDES BED STABILITY AND HELPS OXYGENATE WATER ENTERING THE DOWNSTREAM REARING AREA 4 33 LARGE WOOD HABITAT FEATURES THAT PROVIDE STRUCTURE AND COVER, MODERATE VELOCITIES, ENTRAIN SEDIMENT, AND CONTRIBUTE FOOD 5 TREATMENTS THAT PROMOTE HEALTHY SOIL DEVELOPMENT E G , NURSE LOGS, BRUSH TRENCHING, WOOD CHIPS, BIOCHAR, AND TOPSOIL 6 1 ACRES OF NATIVE PLANTING AND SEEDING 7 REMOVAL OF EXISTING ROADWAYS AND ADDITION OF A WATERWAY CROSSING STRUCTURE 8 PROJECT EFFECTIVENESS MONITORING 9 PROJECT REPORTING AND PUBLIC DISSEMINATION

THESE PONDS AND WETLANDS PROVIDED HIGH QUALITY REARING HABITAT FOR COHO SALMON. HOWEVER, PAST MANAGEMENT ACTIVITIES INCLUDING BEAVER DEPREDATION AND PURPOSEFUL REMOVAL OF WOOD, HAVE CHANNELIZED STREAMS AND CREEKS, DISCONNECTING THEM FROM THEIR FLOODPLAINS AND REDUCING THE AMOUNT OF INSTREAM STRUCTURES. THIS HAS RESULTED IN A SIGNIFICANT REDUCTION OF SLOW WATER COHO SALMON REARING HABITATS ACROSS THE SCOTT RIVER WATERSHED. THIS PROJECT WILL USE TECHNIQUES INCLUDING BEAVER DAM ANALOGS AND WOOD STRUCTURES TO RESTORE NATURAL STREAM PROCESSES AND CREATE SLOW WATER COHO SALMON REARING HABITAT. PLANTING OF NATIVE TREES AND REMOVAL OF NON-NATIVE WEEDS PROXIMAL TO THE BEAVER DAM ANALOGS AND WOOD STRUCTURES WILL ALSO RESTORE RIPARIAN HABITATS. THIS PROJECT WILL OCCUR IN THREE PRIORITY SUBWATERSHEDS OF THE SCOTT RIVER WATERSHED AND WILL RESTORE UP TO TWO MILES OF COHO SALMON HABITAT.

THE PURPOSE OF THIS PROJECT IS TO RESTORE INSTREAM AND RIPARIAN HABITATS IN A REACH OF THE SCOTT RIVER THAT HAS BEEN HIGHLY DEGRADED. THE PROJECT OCCURS IN THE TAILINGS REACH ON THE SCOTT RIVER SOUTH OF ETNA, CA. THE TAILINGS REACH WAS DREDGE MINED IN THE EARLY 1900S. THIS ACTIVITY GREATLY REDUCED CHANNEL COMPLEXITY AND FLOODPLAIN CONNECTIVITY, AND ALL BUT ELIMINATED EXISTING RIPARIAN HABITAT. TO ADDRESS THESE ISSUES THIS PROJECT PROPOSED TO CONSTRUCT A SERIES OF ENGINEERED LOG JAMS AND PLANT NATIVE WILLOW AND COTTONWOOD ALONG THE RIVER MARGINS. SPECIFICALLY, 15 LARGE LOG STRUCTURES, CONSISTING OF 14 TO 18 LOGS, WILL BE CONSTRUCTED INSTREAM TO CREAT SCOUR POOLS, SORT GRAVELS, AND RETAIN FINE SEDIMENT THROUGHOUT AN APPROXIMATELY 1,200 FOOT REACH OF THE SCOTT RIVER. ON THE RIVER LEFT BANK AND ON THE RIVER RIGHT GRAVEL BARS, A SERIES OF EIGHT SMALL LOG STRUCTURES CONSISTING OF EIGHT TO TEN LOGS WILL BE CONSTRUCTED TO RETAIN FINE SEDIMENT. WILLOWS WILL BE PLANTED DOWNSTREAM OF THE SMALLER STRUCTURES IN THE SEDIMENT RETENTION ZONES AND WITHIN THE INSTREAM LARGE LOG STRUCTURES. TWO LARGER AREAS TOTALING APPROXIMATELY 0.5 ACRES ON THE RIVER RIGHT FLOODPLAIN WILL ALSO BE PLANTED WITH WILLOWS AND COTTONWOODS. PLANTINGS WILL BE WATERED IN LATE SUMMER FOR UP TO FOUR YEARS POST PLANTING TO INCREASE SURVIVAL. THIS PROJECT WILL OCCUR IMMEDIATELY DOWNSTREAM AND IS A CONTINUATION OF FOUR PREVIOUSLY COMPLETED RESTORATION PROJECTS IN THE TAILINGS REACH DESIGNED TO IMPROVE MIGRATORY HABITAT FOR COHO SALMON, INCREASE SPAWNING HABITAT FOR CHINOOK SALMON, AND PROMOTE THE DEVELOPMENT OF A HEALTHY AND FUNCTIONING RIPARIAN CORRIDOR.

TO ADDRESS THESE ISSUES, THIS PROJECT WILL CONSTRUCT A SERIES OF TEN ENGINEERED LOG STRUCTURES AND PLANT NATIVE WILLOW AND COTTONWOOD ALONG A 500 FOOT SECTION OF THE SCOTT RIVER. THE LOG STRUCTURES WILL CREATE SCOUR POOLS AND LOW VELOCITY HABITATS THAT WILL PROVIDE RESTING AREAS AND IMPROVE FISH PASSAGE DURING MIGRATION, AND SORT STREAMBED SUBSTRATE, IMPROVING SPAWNING HABITAT FOR CHINOOK SALMON. THE LOG STRUCTURES WILL ALSO INCREASE ROUGHNESS ON THE RIVER MARGINS, IMPROVING CONNECTIVITY WITH THE FLOODPLAINS. THE PLANTINGS WILL INCREASE RIVER SHADING AND IMPROVE WATER QUALITY, AND PROVIDE PRIMARY FOOD SOURCES FOR SALMON. THIS PROJECT WILL IMPLEMENT TWO RECOVERY ACTIONS IDENTIFIED IN THE SOUTHERN OREGON NORTHERN CALIFORNIA COAST COHO SALMON RECOVERY PLAN AND WILL ACHIEVE DOI PROPOSED STRATEGIC OBJECTIVES 3.4 SPECIES AND NATURAL RESOURCES ARE PROTECTED AND 4.2 WORK COLLABORATIVELY WITH STATES, PARTNERS, AND GOVERNMENTS BY SUPPORTING SPECIES POPULATIONS AND HEALTH AND BY SUPPORTING PUBLIC-PRIVATE PARTNERSHIPS.

THE WOOD STRUCTURES WILL CONSIST OF LARGE LOGS ANCHORED INTO THE CREEK BANKS AND TREES THAT ARE CUT AND DROPPED DIRECTLY INTO THE CREEK. THE BDAS AND WOOD STRUCTURES WILL SLOW CREEK FLOWS, CREATING SLOW WATER REARING HABITAT AND SORT GRAVELS USED FOR SPAWNING. GRADING WILL INCREASE FLOODPLAIN AND SIDE CHANNEL CONNECTIVITY WITH THE CREEK AND ROUGHNESS ELEMENTS CONSISTING OF LARGE LOGS WILL CREATE SLOW WATER REARING HABITAT ON THE FLOODPLAINS AND IN THE SIDE CHANNELS. THIS PROJECT WILL IMPLEMENT IDENTIFIED COHO SALMON RECOVERY ACTIONS AND WILL ACHIEVE DOI PROPOSED STRATEGIC OBJECTIVES 3.4 SPECIES AND NATURAL RESOURCES ARE PROTECTED AND 4.2 WORK COLLABORATIVELY WITH STATES, PARTNERS, AND GOVERNMENTS BY SUPPORTING SPECIES POPULATIONS AND HEALTH AND BY SUPPORTING PUBLIC-PRIVATE PARTNERSHIPS.

ADDITIONALLY, MUCH OF THE PRIVATE LANDS WITHIN AND ADJACENT TO THESE COMMUNITIES CONTAIN OAK HABITATS CAPABLE OF SUPPORTING OAK ASSOCIATED BIRDS OF CONSERVATION CONCERN INCLUDING THE OAK TITMOUSE AND WHITE-BREASTED NUTHATCH. AS SUCH, THE GOALS OF THE SCOTT RIVER VALLEY OAK HABITAT FUELS REDUCTION AND COMMUNITY PROTECTION PROJECT ARE TO MAKE LANDS ADJACENT TO THE COMMUNITIES OF FORT JONES, ETNA, AND CALLAHAN, CA, MORE RESILIENT TO WILDFIRE WHILE CONCURRENTLY RESTORING AND CONSERVING HABITAT FOR OAK ASSOCIATED BIRDS. TO ACHIEVE THESE GOALS, THIS PROJECT WILL REMOVE OR THIN CONIFERS THAT ARE INCREASING FUEL LOADS AND DEGRADING OAK HABITAT FUNCTION BETWEEN THESE COMMUNITIES AND ADJACENT FEDERAL LANDS. SPECIFICALLY, CONIFERS UP TO 12 INCHES IN DIAMETER THAT ARE ENCROACHING UPON OAK HABITATS WILL BE REMOVED OR THINNED ON 300 ACRES. PROJECT GENERATED SLASH WILL BE PILED BY HAND AND BURNED OR CHIPPED. UP TO 200 ACRES OF OAK HABITATS WILL ALSO BE TREATED WITH PRESCRIBED UNDERBURNS. UNDERBURN ACRES WILL INCLUDE APPROXIMATELY 50 TO 100 ACRES OF THE 300 ACRES TREATED FOR CONIFER ENCROACHMENT AS PART OF THIS PROJECT AS WELL AS 50 TO 100 ACRES OF PREVIOUSLY THINNED AREAS OR AREAS ONLY NEEDING FIRE TO RESTORE THEIR HABITAT FUNCTION AND REDUCE FUELS. THESE ACTIVITIES HAVE ARTIFICIALLY STRAIGHTENED AND CONFINED PORTIONS OF THE CREEK AND CREATED A CHANNEL CORRIDOR WITH RELATIVELY UNIFORM GRADIENTS, A SUBSTRATE OF LARGE COBBLES EMBEDDED WITH SAND AND FINE SEDIMENTS, AN ABSENCE OF LARGE WOOD, AND LITTLE HABITAT DIVERSITY. TO RESTORE HABITAT FOR COHO SALMON, THIS PROJECT WILL CONSTRUCT THREE ENGINEERED LOG JAMS AND LOAD UP TO 55 CUBIC YARDS OF SPAWNING SIZED GRAVEL THROUGHOUT AN APPROXIMATELY 150 FOOT REACH OF FRENCH CREEK IMMEDIATELY UPSTREAM OF THE PHASE I PROJECT. THE GRAVEL WILL ENHANCE SPAWNING HABITAT IN THE SHORT TERM WHILE ENGINEERED LOG JAMS WILL SORT EXISTING GRAVELS AND INCREASE SPAWNING HABITAT OVER TIME. THE LOG JAMS WILL ALSO CREATE REARING HABITAT FOR COHO SALMON BY CREATING SCOUR POOLS AND SLOW WATER HABITAT. NATIVE WILLOW SPECIES WILL ALSO BE PLANTED IN AND AROUND THE LOG JAMS TO PROMOTE THE DEVELOPMENT OF A HEALTHY RIPARIAN CORRIDOR.

THE MEADOWS CONTAIN ABUNDANT FLORAL RESOURCES IN PROXIMITY TO SEEPS, PRIMARY HABITAT COMPONENTS FOR THE ENDANGERED FRANKLINS BUMBLE BEE. THE BIG MEADOWS COMPLEX CONTAINS ONE OF ONLY A FEW HISTORICAL OBSERVATIONS OF THE SPECIES IN NORTHERN CALIFORNIA. THE BIG MEADOWS COMPLEX ALSO CONTAINS THE HEADWATERS OF SHACKLEFORD CREEK, ONE THE MOST PRODUCTIVE CREEKS IN THE SCOTT RIVER VALLEY FOR THE THREATENED SOUTHERN OREGON NORTHERN CALIFORNIA COAST COHO SALMON. OVER TIME MANAGEMENT ACTIVITIES INCLUDING CATTLE GRAZING AND FIRE SUPPRESSION HAVE DEGRADED HABITAT AND THE FUNCTION OF THE BIG MEADOWS COMPLEX. TO RESTORE THE MEADOW COMPLEX THIS PROJECT WILL CONSTRUCT 25 ACRES OF WILDLIFE FRIENDLY FENCE TO EXCLUDE CATTLE FROM THE WET MEADOWS AND ASPEN STANDS, REMOVE ENCROACHING CONIFERS FROM FIVE ACRES OF WET MEADOW AND ASPEN HABITAT, MANUALLY REMOVE NON-NATIVE INVASIVE SPECIES, AND USE LOW TECH PROCESS-BASED TECHNIQUES INCLUDING WOOD LOADING TO RESTORE HYDROLOGIC FUNCTION. THIS WOOD LOADING AND THINNING PROJECT WILL IMPROVE INSTREAM AND RIPARIAN HABITAT IN UPPER SUGAR CREEK. SPECIFICALLY, THIS PROJECT WILL FALL 20 TO 30 TREES, RANGING FROM 14 TO 30 INCHES IN DIAMETER DIRECTLY INTO AN 800 FOOT SECTION OF THE CREEK. CONIFERS WILL BE THE PREFERRED SPECIES BUT AN OCCASIONAL ALDER MAY BE FELLED IF IT WOULD BE DAMAGED BY THE FALLING OF A CONIFER. SCOTT RIVER WATERSHED COUNCIL STAFF WILL THEN USE GRIP HOISTS, CABLES, AND PULLEYS TO MOVE AND INTERLOCK THE FELLED TREES AND/OR SOFT ANCHOR THE FELLED TREES AGAINST CREEK SIDE TREES AND BOULDERS TO REDUCE THEIR MOBILITY. THE FALLING AND MOVING OF TREES WILL CREATE UP TO SIX DISCRETE LOG JAMS OF FOUR TO SIX TREES (FIGURE 1). FOLLOWING PROJECT IMPLEMENTATION, SRWC STAFF WILL MONITOR THE MOVEMENT OF THE TREES IN THE CONSTRUCTED LOG JAMS TO EVALUATE THE EFFECTIVENESS OF INTERLOCKING AND SOFT ANCHORING THE TREES USING THE GRIP HOIST AND PULLEY SYSTEM. WITHIN THE INSET FLOODPLAINS, CONIFERS WILL BE THINNED WHERE THEY ARE ENCROACHING MORE DESIRABLE RIPARIAN SPECIES. THINNED CONIFERS WILL BE ADDED TO THE LOG JAMS OR BE PILED BY HAND AND DISPOSED OF AT A LATER DATE. THE RESTORATION OBJECTIVES FOR THIS PROJECT ARE: " INCREASE THE AMOUNT OF LARGE WOOD IN THE PROJECT REACH BY 100% OVER THE CURRENT CONDITION. " INCREASE SLOW WATER REARING HABITAT IN THE PROJECT REACH BY 50% OVER THE CURRENT CONDITION. " INCREASE THE FREQUENCY AT WHICH INSET FLOODPLAINS ARE INUNDATED BY 25%. " IMPROVE THE HEALTH AND FUNCTION AND REDUCE THE LIKELIHOOD OF UNCHARACTERISTICALLY SEVERE WILDFIRE ON ONE ACRE OF RIPARIAN HABITAT.

THIS PROJECT PROPOSES TO CONSTRUCT A SERIES OF FOUR BEAVER DAM ANALOGS (BDA) ALONG A 450 FOOT REACH OF COTTONWOOD CREEK THAT LACKS IN-STREAM STRUCTURAL COMPLEXITY AND IS MODERATELY INCISED. THE BDAS WILL IMPROVE SALMONID HABITAT BY CREATING SLOW WATER REARING HABITAT AND ESTABLISHING A MORE OPTIMAL POOL-RIFFLE SEQUENCE. BY SLOWING FLOWS AND DETAINING WATER, THE BDAS WILL ALSO IMPROVE FLOODPLAIN CONNECTIVITY AND RECHARGE GROUNDWATER, WHICH IN TURN RESTORES THE HEALTH AND VIGOR OF RIPARIAN VEGETATION. THE PROJECT IS ALSO INTENDED TO PROVIDE A FOUNDATION FOR BEAVERS TO BUILD OR MAINTAIN DAMS THAT LAST LONG ENOUGH TO ESTABLISH STABLE COLONIES. THE BDAS WILL BE CONSTRUCTED BY DRIVING TEN FOOT LONG AND SIX TO SEVEN INCH DIAMETER DOUGLAS FIR POSTS FOUR TO SIX FEET INTO THE CREEK BED AND BANK. THE BDAS WILL BE APPROXIMATELY 20 FEET IN LENGTH WITH EACH BDA CONTAINING BETWEEN 14 AND 15 POSTS. AFTER THE POSTS HAVE BEEN INSTALLED, WILLOW CUTTINGS WILL BE WOVEN BETWEEN THE VERTICAL POSTS. WEED FREE STRAW WILL THEN BE STUFFED INTO THE WEAVE TO REDUCE POROSITY IN THE BDAS. LASTLY, COBBLE AND CLAY WILL BE PLACED AT THE BASE OF THE BDAS FOR SCOUR PROTECTION.
