MICHIGAN WILL FOLLOW PATH C. ON MARCH 26, 2018, 21 CFR PART 112 WAS ADOPTED INTO STATE LAW BY DIRECT ADOPTION INTO THE MICHIGAN FOOD LAW (MFL) IN ITS ENTIRETY, PROVIDING MICHIGAN AUTHORITY TO CONDUCT PSR INSPECTION AND ENFORCEMENT ACTIVITY UNDER STATE AUTHORITY. THE LAB WILL MAINTAIN ITS ISO 17025 ACCREDITATION PROVIDING CONFIDENCE AND DEFENSIBILITY IN THE LAB'S RESULTS. MDARD WILL CONTINUE TO WORK WITH THE EMERGENCY RAPIDS RESPONSE TEAM AND THE MDARD FOOD AND DAIRY DIVISION AND FDA TO BUILD A MORE ROBUST AND EFFECTIVE FOOD DEFENSE PROGRAM. THE LAB WILL MAINTAIN ITS ISO 17025 ACCREDITATION PROVIDING CONFIDENCE AND DEFENSIBILITY IN THE LAB'S RESULTS. MDARD WILL CONTINUE TO WORK WITH THE EMERGENCY RAPIDS RESPONSE TEAM AND THE MDARD FOOD AND DAIRY DIVISION AND FDA TO BUILD A MORE ROBUST AND EFFECTIVE FOOD DEFENSE PROGRAM. THE MICHIGAN DEPARTMENT OF AGRICULTURE AND RURAL DEVELOPMENT (MDARD) CHEMISTRY LABORATORY INTENDS TO CONTINUE ITS BASIC SCOPE WHICH OF TESTING FOR HUMAN AND ANIMAL FOOD; MYCOTOXINS, VETERINARY DRUGS, NUTRIENT AND HEAVY METALS, CRUDE FAT CONTENT, CRUDE FIBER CONTENT, AND PROTEIN (NITROGEN) CONTENT, ACID DETERGENT FIBER, NEUTRAL DETERGENT FIBER, FILTH, FISH SPECIATION, HISTAMINE, CANNABIDIOL POTENCY IN FOOD PRODUCTS AND FOREIGN MATERIALS IN FEED PRODUCTS WHILST INCREASING SAMPLE VOLUMES AND PARTICIPATING IN ANY FOOD DEFENSE OUTBREAKS, INVESTIGATIONS, EXERCISES, AND TRAININGS. THIS OPTION REMOVES CWD POSITIVE DEER IDENTIFIED BY ANTE MORTEM IHC RECTAL BIOPSY, AND DEER THAT ARE HIGHLY SUSCEPTIBLE TO CWD AS IDENTIFIED VIA THEIR PREDICTIVE GENETICS GEBV SCORE. REMOVING POSITIVE ANIMALS HELPS REDUCE ENVIRONMENTAL CONTAMINATION AND MAY LIMIT SPREAD OF CWD PARTICULARLY WHEN COUPLED WITH PREDICTIVE GENETICS. WHOLE GENOME PREDICTIVE GENETICS (SEABURY ET. AL. 2020) CAN IDENTIFY DEER THAT ARE HIGHLY SUSCEPTIBLE TO CWD SO THEY CAN BE REMOVED FROM A HERD REDUCING CWD PREVALENCE IN POSITIVE HERDS AND REDUCING OR ELIMINATING THE INTRODUCTION OF CWD INTO OTHER HERDS OR SPREADING TO WILD DEER ACROSS THE FENCE LINE. THIS APPROACH PROVIDES STATES AN OPTION OTHER THAN WHOLE HERD DEPOPULATION TO HELP MANAGE THE INCIDENCE OF CWD IN FARMED DEER.

THE PURPOSE OF THIS AWARD IS TO FUND THE STATE’S WORK IN SUPPORT OF THE PESTICIDE DATA PROGRAM (PDP). THE STATE WILL COLLECT FOOD SAMPLES IN THEIR STATE AND SHIP THE SAMPLES TO THE ASSIGNED LABORATORIES PER THE ESTABLISHED SCHEDULE. THE FOODS, WHICH FOCUS ON THOSE MOST FREQUENTLY CONSUMED BY INFANTS AND CHILDREN, ARE SPECIFIED IN THE CURRENT PDP PROJECT PLAN THAT IS POSTED ON THE PDP WEBSITE. THE STATE LABORATORY WILL PERFORM CHEMICAL ANALYSES ON THE ASSIGNED SAMPLES FOR PESTICIDE RESIDUES, INCLUDING PARENT COMPOUNDS AND METABOLITES. THE RESULTS OF THE RESIDUE ANALYSIS WILL BE REVIEWED BY THE STATE QUALITY ASSURANCE OFFICER AND SENT TO PDP AS AN ELECTRONIC DATASET. ALL WORK WILL BE CONDUCTED ACCORDING TO STANDARD OPERATING PROCEDURES THAT ARE AVAILABLE ON THE PDP WEBSITE. THE DELIVERABLE OF THE SAMPLING OPERATION IS TO PROVIDE THE REQUESTED SAMPLES TO THE LABORATORIES, AND THE DELIVERABLE OF THE LABORATORY IS TO PROVIDE THE PESTICIDE RESIDUE DATA TO PDP. THE INTENDED BENEFICIARIES INCLUDE THE ENVIRONMENTAL PROTECTION AGENCY, WHO USES THE DATA TO PREPARE DIETARY RISK ASSESSMENTS FOR PESTICIDES; THE FOOD AND DRUG ADMINISTRATION WHO USES THE ROUTINE MONITORING DATA FROM PDP TO INFORM THEIR REGULATORY ENFORCEMENT OF ESTABLISHED LIMITS OF PESTICIDE RESIDUES IN FOOD; THE USDA FOREIGN AGRICULTURAL SERVICE WHO MAY USE THE DATA IN TRADE NEGOTIATIONS; AND AMERICAN CONSUMERS WHO USE THE DATA TO HELP ENSURE THEIR CONFIDENCE IN THE FOOD THEY PURCHASE FOR THEIR FAMILIES.

THE 2025 MICHIGAN DEPARTMENT OF AGRICULTURE <(>&<)> RURAL DEVELOPMENT, ANIMAL INDUSTRY DIVISION DAIRY HPAI EMERGENCY COOPERATIVE AGREEMENT FUNDING WILL CONTRIBUTE TO PAYMENT FOR UNEXPECTED COSTS ARISING FROM THE DISEASE RESPONSE TO THE DAIRY HIGHLY PATHOGENIC AVIAN INFLUENZA OUTBREAK IN MICHIGAN. THESE COSTS INCLUDE CONTRACTING WITH INDUSTRY LABORATORIES WITHIN THE STATE TO DIVERT, STORE, LABEL, AND SHIP/TRANSPORT BULK TANK SAMPLES TO MICHIGAN STATE UNIVERSITY VETERINARY DIAGNOSTIC LABORATORY (MSU VDL) FOR HPAI TESTING TO QUICKLY DIAGNOSE, CONTROL AND PREVENT THE SPREAD OF HPAI IN LIVESTOCK. ACTIVITIES TO BE PERFORMED: RESPONSE: INVESTIGATE AND QUARANTINE AFFECTED LIVESTOCK HERDS RAPIDLY. CONDUCT EPIDEMIOLOGICAL INVESTIGATIONS AND IDENTIFY OTHER RISK FACTORS. IMPLEMENT ADDITIONAL MITIGATION CONTROL STRATEGIES AS NEEDED. ● SURVEILLANCE: COORDINATE ACTIVITIES NECESSARY TO CONDUCT MANDATORY MONTHLY BULK TANK SURVEILLANCE AT ALL COMMERCIAL DAIRY COW FACILITIES IN MICHIGAN (TOTAL 844). ● BIOSECURITY: MDARD’S DAIRY STAFF ASSESS BIOSECURITY DURING ROUTINE INSPECTIONS AND WORK DIRECTLY WITH PRODUCERS TO IMPLEMENT ENHANCED BIOSECURITY TO CONTINUE TO MITIGATE THE SPREAD OF THE VIRUS. ● DATA: COMPILE DATA FROM MICHIGAN’S HPAI OUTBREAK; INCLUDING INFORMATION GATHERED FROM EPI QUESTIONNAIRES, CASE MANAGERS, INTAKE FO RMS, AND LABORATORY RESULTS. DELIVERABLES AND EXPECTED OUTCOMES: COOPERATOR ACTIVITIES WILL FACILITATE A TIMELY RETURN TO NORMAL DAIRY PRODUCTION/ TRADE WITHIN THE STATE AND WITH OTHER STATE TRADING PARTNERS TO THE EXTENT POSSIBLE UNDER THE CIRCUMSTANCES; ENCOURAGES AND MONITORS ROBUST BIOSECURITY OF PRODUCTION FACILITIES TO MINIMIZE FURTHER TRANSMISSION OF HPAI; FACILITATES RETURN TO PRODUCTION BY AFFECTED PREMISES AT THE EARLIEST POSSIBLE OPPORTUNITY; MAINTAINS OUTREACH AND EDUCATION TO STAKEHOLDERS AND CONSUMERS; AND MAINTAINS HPAI SURVEILLANCE AND INVESTIGATION OF SUSPICIOUS SICK LIVESTOCK CALLS TO ALLOW EARLIEST DETECTION SHOULD HPAI RE-EMERGE OR BE RE-INTRODUCED. INTENDED BENEFICIARY(IES): RAPID AND EFFECTIVE RESPONSE TO HPAI OUTBREAK IN MICHIGAN MINIMIZES FURTHER TRANSMISSION OF DISEASE TO OTHER PREMISES AND MINIMIZES THE IMPACT, TO THE EXTENT POSSIBLE, TO AGRICULTURE TRADE WITHIN MICHIGAN AND WITH OTHER STATES. THIS BENEFITS THE MICHIGAN LIVESTOCK INDUSTRY, AS WELL AS CONSUMERS, WHO CONTINUE TO HAVE ACCESS TO LIVESTOCK AND LIVESTOCK PRODUCTS PRODUCED WITHIN THE STATE. OWNERS WILL BE ENCOURAGED TO REPLACE CULLED HIGHLY SUSCEPTIBLE ANIMALS FROM THEIR HERDS OR TO BREED SUSCEPTIBLE YET HIGHLY VALUABLE DEER TO DEER WITH GEBV SCORES LESS THAN -0.056. THIS OPTION REMOVES DEER THAT ARE HIGHLY SUSCEPTIBLE TO CWD AS IDENTIFIED VIA THEIR PREDICTIVE GENETICS GEBV SCORE, BUT ALSO OFFERS PRODUCERS AN OPTION TO IMPROVE THE GENETICS OF VALUABLE BUT MORE SUSCEPTIBLE LINES THROUGH SELECTIVE BREEDING. WHOLE GENOME PREDICTIVE GENETICS (1-8) CAN IDENTIFY DEER THAT ARE HIGHLY SUSCEPTIBLE TO CWD SO THEY CAN BE REMOVED FROM A HERD REDUCING OR ELIMINATING THE INTRODUCTION OF CWD INTO OTHER HERDS OR SPREADING TO WILD DEER ACROSS THE FENCE LINE.
