OVER THREE YEARS, WE WILL USE THE HUB AND SPOKE MODEL TO ENGAGE SUBJECT MATTER EXPERTISE TO SUPPORT JUSTICE COUNTS’ DESIGN AND IMPLEMENTATION; REVIEW METRICS, TECHNOLOGY SOLUTIONS, AND RELATED RESOURCES AND MAKE UPDATES AS NEEDED; PROMOTE THE INITIATIVE TO INCREASE PARTICIPATION IN OTHER STATES; AND PROVIDE ONGOING SUPPORT TO GRANTEE STATES. TO ACCOMPLISH THIS, WE WILL ESTABLISH A NATIONAL COALITION THAT WILL INCLUDE EXISTING AND NEW PARTNERS WHO WILL ADVISE ON ACTIVITIES AND SUPPORT DATA METRICS AUTOMATION. WE WILL ALSO INSTITUTE A CONTINUOUS REVIEW PROCESS AND EVOLVE THE DIGITAL INFRASTRUCTURE AS NEEDED. WE WILL REGULARLY ATTEND EVENTS TO LIFT UP SUCCESSES, CHALLENGES, AND TRENDS, AND BY COORDINATING WITH OTHER INITIATIVES TO FURTHER THE REACH OF THE JUSTICE COUNTS METRICS AND INFRASTRUCTURE. IN YEAR ONE, WE WILL PLAN AND COORDINATE, CONNECT EACH GRANTEE TO A TRAINING AND TECHNICAL ASSISTANCE (TTA) COACH, DEVELOP PLANNING AND IMPLEMENTATION GUIDES TO INCREASE THE KNOWLEDGE BASE OF POLICYMAKERS AND AGENCY LEADERS, INCLUDING INCREASING RACIAL EQUITY IN UNDERSERVED COMMUNITIES (IN LINE WITH OJP PRIORITIES), AND PROMOTING PEER-TO-PEER LEARNING OPPORTUNITIES. IN YEAR TWO, PARTICIPATING AGENCIES WILL RECEIVE ASSISTANCE IN COLLECTING AND SUBMITTING DATA USING THE DIGITAL INFRASTRUCTURE. WE WILL ALSO ENSURE BUY-IN FROM AT LEAST 60% OF EACH STATE’S CRIMINAL JUSTICE AGENCIES TO ADOPT THESE METRICS. WE WILL DEVELOP DATA LITERACY TRAINING STRATEGIES TO ENSURE POLICYMAKERS UNDERSTAND THE METRICS AND EMPLOY THEM IN DECISION-MAKING, INCLUDING TO IDENTIFY AND ADDRESS RACIALLY DISPARATE OUTCOMES. OUR STAFF WILL BROKER INTERAGENCY RELATIONSHIPS THAT WILL RESULT IN THE EXPANSION OF JUSTICE COUNTS METRICS ADOPTION. LASTLY, WE WILL MAKE PUBLICLY AVAILABLE THE TOOLS AND RESOURCES DEVELOPED AND LESSONS LEARNED VIA A FINAL REPORT TO ENCOURAGE ADDITIONAL STATE BUY-IN. CRIME DATA TREND LINES HAVE VEERED ACROSS THE CHARTS, AND STATES MUST NOW RECALIBRATE THEIR PROJECTIONS TO CREATE RESPONSIVE PLANS. THE CONTOURS OF STATES’ NEW NORMAL ARE NEITHER FULLY KNOWN NOR COMPLETELY FIXED. JRI IS A TESTED PROCESS TO ADDRESSES THESE NEEDS SIMULTANEOUSLY THROUGH A RIGOROUS, COMPREHENSIVE EFFORT THAT PROVIDES A FULL PICTURE OF THE DEMANDS BEING MADE OF STATES’ JUSTICE SYSTEMS AND POSSIBLE SOLUTIONS. CSG JUSTICE CENTER WILL DELIVER TTA THAT CENTERS EVIDENCE-BASED PRACTICES AND RACIAL EQUITY TO IMPROVE OUTCOMES FOR PEOPLE WITH MHSUDS. TO ACCOMPLISH THIS, WE WILL ESTABLISH A NATIONAL COALITION THAT WILL INCLUDE EXISTING AND NEW PARTNERS WHO WILL ADVISE ON ACTIVITIES AND SUPPORT DATA METRICS AUTOMATION. WE WILL ALSO INSTITUTE A CONTINUOUS REVIEW PROCESS AND EVOLVE THE DIGITAL INFRASTRUCTURE AS NEEDED. WE WILL REGULARLY ATTEND EVENTS TO LIFT UP SUCCESSES, CHALLENGES, AND TRENDS, AND BY COORDINATING WITH OTHER INITIATIVES TO FURTHER THE REACH OF THE JUSTICE COUNTS METRICS AND INFRASTRUCTURE. IN YEAR ONE, WE WILL PLAN AND COORDINATE, CONNECT EACH GRANTEE TO A TRAINING AND TECHNICAL ASSISTANCE (TTA) COACH, DEVELOP PLANNING AND IMPLEMENTATION GUIDES TO INCREASE THE KNOWLEDGE BASE OF POLICYMAKERS AND AGENCY LEADERS, INCLUDING INCREASING RACIAL EQUITY IN UNDERSERVED COMMUNITIES (IN LINE WITH OJP PRIORITIES), AND PROMOTING PEER-TO-PEER LEARNING OPPORTUNITIES. IN YEAR TWO, PARTICIPATING AGENCIES WILL RECEIVE ASSISTANCE IN COLLECTING AND SUBMITTING DATA USING THE DIGITAL INFRASTRUCTURE. WE WILL ALSO ENSURE BUY-IN FROM AT LEAST 60% OF EACH STATE’S CRIMINAL JUSTICE AGENCIES TO ADOPT THESE METRICS. OUR STAFF WILL BROKER INTERAGENCY RELATIONSHIPS THAT WILL RESULT IN THE EXPANSION OF JUSTICE COUNTS METRICS ADOPTION. LASTLY, WE WILL MAKE PUBLICLY AVAILABLE THE TOOLS AND RESOURCES DEVELOPED AND LESSONS LEARNED VIA A FINAL REPORT TO ENCOURAGE ADDITIONAL STATE BUY-IN. CRIME DATA TREND LINES HAVE VEERED ACROSS THE CHARTS, AND STATES MUST NOW RECALIBRATE THEIR PROJECTIONS TO CREATE RESPONSIVE PLANS. THE CONTOURS OF STATES’ NEW NORMAL ARE NEITHER FULLY KNOWN NOR COMPLETELY FIXED. JRI IS A TESTED PROCESS TO ADDRESSES THESE NEEDS SIMULTANEOUSLY THROUGH A RIGOROUS, COMPREHENSIVE EFFORT THAT PROVIDES A FULL PICTURE OF THE DEMANDS BEING MADE OF STATES’ JUSTICE SYSTEMS AND POSSIBLE SOLUTIONS. CSGJC’S TTA WILL BE DESIGNED TO ENSURE THAT GRANTEES IMPLEMENT A SYSTEM-WIDE, COORDINATED APPROACH WITH ACCURATE SCREENING AND ASSESSMENT PROCEDURES, EVIDENCE-BASED PRACTICES (EBPS) TO PROMOTE RECOVERY AND REDUCE RECIDIVISM, EFFECTIVE DATA-COLLECTION AND PROGRAM EVALUATION, AND THE DEVELOPMENT OF SUSTAINABILITY PLANS. WITH OUR PARTNERS, WE WILL WORK WITH JAILS, PROSECUTORS, PUBLIC DEFENSE, COURTS, AND COMMUNITY-BASED SERVICES AND SUPERVISION, SUCH AS PAROLE AND PROBATION, TO EDUCATE AND FACILITATE GRANTEE GOALS AND OBJECTIVES TOWARD IMPROVING AND ENHANCING JUSTICE AND MH COLLABORATION. BUILDING ON OUR SUCCESS AS BJA’S JMHCP TTA PROVIDER SINCE 2006, CSGJC’S TTA APPROACH WILL INCLUDE: DELIVERING TTA THAT IS ALIGNED WITH EBPS TO IMPROVE OUTCOMES FOR THE TARGET POPULATIONS; A TA COACH FOR EACH SITE TO SUPPORT GRANTEES; USING PLANNING & IMPLEMENTATION GUIDES TO SUPPORT GRANTEES IN SYSTEMATIC PLANNING; TAILORING ASSISTANCE TO THE SPECIFIC NEEDS OF THE GRANT CATEGORIES AND COHORTS OF GRANTEES (E.G., PROGRAMS SERVING WOMEN, TRIBAL NATIONS) THROUGH THE DEVELOPMENT OF INDIVIDUALIZED TTA PLANS; OFFERING PEER-TO-PEER LEARNING OPPORTUNITIES; DRAWING ON OUTSIDE EXPERTS TO ENHANCE TTA; AND DEVELOPMENT OF RESOURCES AND TOOLS TO SUPPORT GRANTEES REACHING THEIR GOALS. THE CSG JUSTICE CENTER WILL ESTABLISH STANDARDS FOR CORE COMPETENCIES FOR DOC DATA ANALYST POSITIONS, TRAIN AGENCY ANALYSTS AND THEIR LEADERSHIP TO MEET THOSE STANDARDS, AND DEVELOP TRAINING, RESOURCES, AND COMMUNITIES OF PRACTICE (COPS) TO FURTHER IMPLEMENT THE ESTABLISHED STANDARDS AND TO ENCOURAGE PEER LEARNING AMONG ANALYSTS. THE ABILITY TO ENHANCE DOC ABILITIES TO ANALYZE THEIR OWN DATA WOULD YIELD IMPORTANT DIVIDENDS, INCLUDING USING RESOURCES MORE EFFICIENTLY AND FACILITATING LESS OVER-CROWDING, IMPROVING ACCESS TO PROGRAMS AND SERVICES, AND GREATER SAFETY IN FACILITIES. MOREOVER, THE ABILITY TO ACCESS AND ANALYZE DATA WOULD POSITION DOCS TO BETTER EVALUATE AND IMPROVE THE EFFECTIVENESS OF THEIR OWN PROGRAMS AND POLICIES. THE CSG JUSTICE CENTER IS SEEKING PRIORITY CONSIDERATON FOR ADVANCING RACIAL EQUITY AND SUPPORT FOR UNDERSERVED COMMUNITIES AS WE WILL DEVELOP STANDARDS FOR ANALYSTS TO IDENTIFY RACIAL DISPARITIES AND RACIAL BIAS AND TO ENSURE EQUITABLE ACCESS TO SERVICES AND TREATMENT IN PRISONS. THE CSG JUSTICE CENTER WILL ESTABLISH A CORRECTIONAL RESEARCH LEADERS ADVISORY COUNCIL TO GUIDE PROJECT ACTIVITIES, FACILITATE A 50-STATE CONVENING OF DOC ANALYSTS AND LEADERSHIP WITH OUR PARTNER, THE CORRECTIONAL LEADERS ASSOCIATION (CLA), AND PROVIDE TECHNICAL ASSISTANCE TO ANALYSTS THROUGH SELF-GUIDED TRAINING, PEER-TO-PEER LEARNING, RESOURCES, AND BY WORKING DIRECTLY WITH ANALYSTS AND POLICYMAKERS TO BUILD CAPACITY TO BETTER USE DATA TO INFORM PLANNING AND PROGRAM MANAGEMENT. WE ARE UNIQUELY QUALIFIED TO LEAD THIS PROJECT AS WE HAVE WORKED IN MORE THAN 30 STATES TO COLLECT, LINK, AND ANALYZE MILLIONS OF DATA ELEMENTS AND WORKED HAND-IN-HAND WITH POLICYMAKERS AND DOC ANALYSTS TO UNDERSTAND AND IMPROVE THEIR DATA AND TO DELIVER DATA-DRIVE RECOMMENDATIONS FOR CHANGES TO POLICY AND PRACTICE. WE WILL HELP AGENCIES ASSESS THEIR CAPACITY TO MEET THEIR GRANT GOALS AND INCREASE THEIR CAPACITY TO USE DATA TO IMPROVE SUPERVISION AND REENTRY OUTCOMES. WE WILL SUPPORT THEIR ADOPTION OF EVIDENCE-BASED PRACTICES (EBPS), NEW TECHNOLOGY TOOLS, AND ADDITIONAL PROMISING METHODS TO ENACT POSITIVE CHANGE IN THEIR JURISDICTIONS. THROUGH TARGETED TTA, AGENCIES WILL IMPLEMENT THEIR ACTION PLANS AND WORK WITH OUR PARTNER, RECIDIVIZ, TO DEVELOP TECHNOLOGY TOOLS THAT WILL FACILITATE AND SUPPORT THE IMPLEMENTATION OF THEIR ACTION PLANS. WITH RECIDIVIZ, WE WILL TEST THE TECHNOLOGY TOOLS TO FIND AREAS OF IMPROVEMENT AND BRING PROGRAM ENHANCEMENTS TO SCALE WHILE PURSUING CONTINUOUS QUALITY IMPROVEMENTS FOR EACH GRANTEE. LASTLY, WE WILL PROMOTE COLLABORATION AMONG AGENCIES AND OFFICIALS IN GRANTEE JURISDICTIONS. AN ADVISORY PANEL OF OUTSIDE EXPERTS WILL ADVISE ON OUR EVALUATION OF THE GRANTEES, AND THE CSG JUSTICE CENTER WILL SHARE PROJECT RESULTS WITH THE FIELD AT LARGE TO ENCOURAGE SIMILAR PRACTICES. WE ARE UNIQUELY QUALIFIED TO LEAD THIS PROJECT AS WE HAVE EXPERTISE IN EBPS IN COMMUNITY SUPERVISION AND REENTRY AND SERVED AS THE TTA PROVIDER FOR OVER 1,500 BJA GRANTEES. WE WILL DRAW HEAVILY ON OUR PREVIOUS WORK WITH RECIDIVIZ ON THE LANTERN PROJECT, IN WHICH WE DEVELOPED NEW TECHNOLOGY TOOLS AND DATA DASHBOARDS FOR DEPARTMENTS OF CORRECTIONS (DOC) THAT PROVIDED NEAR REAL-TIME DATA ON VIOLATIONS AND REVOCATIONS. WE ALSO OFFERED EXTENSIVE COACHING TO HELP DOCS TO USE DATA UNDERSTAND WHAT IS DRIVING REVOCATIONS AND TO INFORM CHANGES TO PRACTICE AND POLICY. THE CSG JUSTICE CENTER SEEKS TO DESIGN AND MANAGE THE FY24 INTEGRATED TREATMENT FOR INDIVIDUALS WITH CO-OCCURRING DISORDERS IN THE CRIMINAL JUSTICE SYSTEM DEMONSTRATION PROGRAM AND DEVELOP RESOURCES AND PRODUCTS THAT SUMMARIZE LEARNINGS FROM THE DEMONSTRATION SITES TO EXPAND KNOWLEDGE OF THE BROADER FIELD. CSG JUSTICE CENTER WILL SELECT UP TO 12 DEMONSTRATION SITES AND PROVIDE SITES WITH THE KNOWLEDGE AND TOOLS TO BUILD CROSS-SYSTEM PARTNERSHIPS AND IMPROVE ACCESS TO COORDINATED, INTEGRATED TREATMENT FOR INDIVIDUALS WITH CO-OCCURRING MENTAL HEALTH AND SUBSTANCE USE DISORDERS (MHSUDS) IN THE CRIMINAL JUSTICE SYSTEM. THE CSG JUSTICE CENTER WILL WORK WITH BJA TO SOLICIT APPLICATIONS AND SELECT SITES WHO WILL RECEIVE SUB-AWARDS AND TRAINING AND TECHNICAL ASSISTANCE (TTA). CSG JUSTICE CENTER WILL DELIVER TTA THAT CENTERS EVIDENCE-BASED PRACTICES AND RACIAL EQUITY TO IMPROVE OUTCOMES FOR PEOPLE WITH MHSUDS. THE APPROACH INCLUDES: A TTA COACH TO SUPPORT EACH SITE; CREATION OF A PLANNING & IMPLEMENTATION GUIDES THAT SERVES AS A REPLICABLE FRAMEWORK TO GUIDE CROSS-SYSTEM PARTNERSHIP AND INTEGRATED TREATMENT DELIVERY; INDIVIDUALIZED AND COHORT TTA TO SUPPORT PLANNING, IMPLEMENTATION, EVALUATION, AND SUSTAINABILITY; PEER-TO-PEER LEARNING; OUTSIDE EXPERTS TO ENHANCE TTA; AND DEVELOPMENT OF RESOURCES AND TOOLS TO EXPAND KNOWLEDGE FOR THE BROADER FIELD. THE EXPECTED OUTCOMES OF THE TTA ARE THAT: SITES LAUNCH SYSTEMS-LEVEL APPROACHES TO INCREASE COORDINATION, IDENTIFICATION OF SHARED POPULATION, AND POOLING OF RESOURCES TO ADDRESS THE POPULATIONS NEEDS; PEOPLE WITH MHSUDS, PARTICULARLY PEOPLE OF COLOR, EXPERIENCE EQUITABLE AND STREAMLINED ACCESS TO INTEGRATED TREATMENT AND DIVERSION; SITES HAVE A VIABLE PLAN FOR SCALING AND SUSTAINING THEIR EFFORTS AFTER THE GRANT PERIOD; AND, THE BROADER FIELD BENEFITS FROM LESSONS LEARNED. OUR GOALS ARE TO HELP LE AGENCIES AND THEIR PARTNERS TO IMPROVE, IMPLEMENT, AND OPERATIONALIZE THE FOLLOWING THROUGH TTA: 1) PROTOCOL, PROCESSES, AND DISPATCH CAPACITY FOR 911 AND 988 RESPONSES TO PEOPLE WITH MHDS/MHSUDS; 2) BEST PRACTICE MODELS FOR RESPONDING TO PEOPLE WITH MHDS/MHSUDS; 3) PROCESSES TO IDENTIFY, CODE, AND COUNT CALLS FOR SERVICE, RESULTING IN A NATIONAL COUNT TO BE USED TO INFORM POLICY INVOLVING PEOPLE WITH MHDS/MHSUDS; AND 4) STRATEGIES TO REDUCE UNNECESSARY CITIZEN CONTACT WITH THE CRIMINAL JUSTICE SYSTEM. CSGJC’S TTA WILL BE DESIGNED TO BUILD THE CAPACITY OF LOCAL AND STATE AGENCIES AND SYSTEMS TO COLLABORATE TO IMPROVE SERVICES FOR PEOPLE WITH MHDS/MHSUDS. BUILDING ON OUR CRISIS RESPONSE WORK, SUCH AS TAKING THE CALL CONFERENCE, CSGJC WILL PROVIDE TTA THAT IS ALIGNED WITH EVIDENCE-BASED PRACTICES, TAILOR ASSISTANCE TO THE NEEDS OF JURISDICTIONS, AND DRAW ON OUTSIDE EXPERTS TO ENHANCE TTA. CSGJC WILL FOCUS ON THE FOLLOWING OBJECTIVES: PROVIDE DIRECT TTA, EXPERT CONSULTATION, AND WRITTEN RESOURCES TO SUPPORT LE AGENCIES AND THE FIELD TO ENHANCE OR IMPROVE AGENCY OPERATIONS, POLICIES, AND PROGRAMMING RESPONSES TO PEOPLE WITH MHDS AND CO-OCCURRING MHSUDS. ESTABLISH A NATIONAL CALL CENTER TO: (A) RECEIVE TTA REQUESTS; (B) COORDINATE BJA’S 14 LE-MENTAL HEALTH (MH) LEARNING SITES; (C) IDENTIFY, CODE, AND COUNT CALLS FOR SERVICE INVOLVING PEOPLE WITH MHDS/MHSUDS TO UNDERSTAND THEIR PREVALENCE AND RESPONSE RATE TO THEM; (D) INCREASE CAPACITY BUILDING FOR 911 AND 988 COORDINATION; AND (E) DEVELOP A LE RELATED-TTA PROVIDER REPOSITORY THAT INCLUDES BJA’S LE AND MH TTA PROVIDERS. AS A TTA PROVIDER FOR JUSTICE AND MENTAL HEALTH COLLABORATION PROGRAM AND OTHER FEDERAL GRANTEES, WE HAVE DEEP EXPERIENCE IN ASSISTING LE AND MH AGENCIES TO IMPROVE OUTCOMES FOR PEOPLE WITH MHDS AND MHSUDS, WITH FOCUS ON BEST PRACTICE MODELS, DATA-DRIVEN PLANNING AND PROGRAM MANAGEMENT, AND SYSTEM LEVEL EFFORTS. THE COUNCIL OF STATE GOVERNMENTS (CSG) JUSTICE CENTER REQUESTS $1,000,000 FROM THE BUREAU OF JUSTICE ASSISTANCE (BJA) TO PROVIDE AN INNOVATIVE, COMPREHENSIVE SET OF SUPPORTS TO HELP LOCALITIES ENHANCE SUCCESSFUL REINTEGRATION; USE COMMUNITY-BASED STRATEGIES TO ADDRESS THOSE IN THE REENTRY POPULATION WHO ARE AT RISK OF COMMITTING OR BEING VICTIMS OF VIOLENT CRIME; ENSURE ACCESS TO TREATMENT FOR THOSE IN THE REENTRY POPULATION WHO HAVE BEHAVIORAL HEALTH NEEDS; AND INCREASE TRUST IN LOCAL JUSTICE SYSTEM ACTORS. THE CSG JUSTICE CENTER WILL SELECT THREE LOCAL OR TRIBAL JURISDICTIONS TO CONDUCT REENTRY LANDSCAPE ANALYSES (OR SYSTEM MAPPING) AND RECEIVE INTENSIVE TRAINING AND TECHNICAL ASSISTANCE (TTA) TO INCREASE PUBLIC SAFETY AND HEALTH, IMPROVE COMMUNITY TRUST AND LEGITIMACY IN THE CRIMINAL JUSTICE SYSTEM, AND STRENGTHEN SOCIAL CAPITAL FOR PEOPLE WITH CRIMINAL RECORDS. THE COMPREHENSIVE APPROACH WILL COMPRISE THREE LONG-TERM OBJECTIVES TO TRANSFORM THEIR SUPERVISION AND REENTRY SYSTEMS: 1) SCALING UP ACCESS TO STABLE HOUSING, SUBSTANCE USE TREATMENT, HEALTH CARE, EDUCATION, EMPLOYMENT, AND OTHER SUPPORTS FOR PEOPLE WITH CRIMINAL RECORDS; 2) CLEARING AWAY UNNECESSARY BARRIERS TO OPPORTUNITIES AND ECONOMIC MOBILITY; AND 3) ADVANCING RACIAL EQUITY BY USING DATA TO UNDERSTAND AND ADDRESS RACIAL DISPARITIES IN ACCESS TO SERVICES, QUALITY OF SERVICES, AND OUTCOMES. THE PROPOSED LANDSCAPE ANALYSES AND TTA ADDRESS A CRITICAL GAP IN CURRENT REENTRY STRATEGIES BY TARGETING THOSE LOCALITIES WHOSE READINESS TO SUPPORT PEOPLE IN REENTRY WILL BE MOST DETERMINATIVE OF NATIONAL REENTRY OUTCOMES. THE ACTIVITIES DIRECTLY ALIGN WITH THE PRIORITIES OF THIS PROGRAM, INCLUDING ACCELERATING JUSTICE AND THE CAPACITY OF CRIMINAL JUSTICE LEADERS TO REDUCE RATES OF INCARCERATION, COMMUNITY CORRECTIONAL CONTROL, AND RACIAL DISPARITIES; INCREASING DIVERSION OPPORTUNITIES; TARGETING AND REDUCING CRIME; ENHANCING COLLABORATION ACROSS JUSTICE, BEHAVIORAL HEALTH, AND PUBLIC HEALTH TO ADDRESS BARRIERS FOR PEOPLE IMPACTED BY THE CRIMINAL JUSTICE SYSTEM AND HISTORICALLY UNDERSERVED OR MARGINALIZED; IMPROVING RELATIONSHIPS BETWEEN COMMUNITIES AND THE CRIMINAL JUSTICE SYSTEM; AND INSTITUTIONALIZING INNOVATIVE PRACTICES IMPLEMENTED DURING THE PANDEMIC. THE CSG JUSTICE CENTER IS UNIQUELY QUALIFIED TO LEAD THIS PROJECT AND SERVE AS AN INFORMATION CLEARINGHOUSE GIVEN ITS EXTENSIVE EXPERIENCE LEADING FIELDWIDE TTA CENTERS AND SERVING AS THE TTA PROVIDER FOR MORE THAN 1,500 BJA GRANTEES. TOGETHER WITH THE COMMUNITY-BASED PUBLIC SAFETY COLLECTIVE AND THE LATINO COALITION FOR COMMUNITY LEADERSHIP, THE CSG JUSTICE CENTER WILL ADVANCE A NEW, COMPREHENSIVE APPROACH TO IMPROVING REENTRY THAT PRIORITIZES EQUITY AND COMBINES POPULATION-BASED SYSTEM REFORMS WITH TARGETED INTERVENTIONS FOR INDIVIDUALS, AND COMMUNITY-LED VIOLENCE PREVENTION EFFORTS WITH CORRECTIONS- AND COMMUNITY SUPERVISION-BASED RECIDIVISM-REDUCTION STRATEGIES

SPECIFIC OUTCOMES WILL VARY BASED ON THE NATURE OF THE ACTIVITIES CARRIED OUT. CANNABIS REGULATORS ASSOCIATION 2024 ANNUAL MEMBER MEETING: FURTHERING REGULATORY EXCHANGE AND COLLABORATION - PROJECT SUMMARY / ABSTRACT CANNABIS-RELATED POLICY CHANGES IN THE US AND ABROAD HAVE OUTPACED SCIENCE AND RESEARCH ABOUT THE IMPACTS DIFFERENT POTENTIAL REGULATORY APPROACHES HAVE ON CONSUMER SAFETY, PUBLIC HEALTH, EQUITY, AND OTHER OUTCOMES. CONVENING REGULATORS FROM DIFFERENT GOVERNMENT JURISDICTIONS TO DISCUSS LESSONS LEARNED AND EMERGING CHALLENGES IN CANNABIS POLICY AND REGULATION HAS NEVER BEEN MORE IMPORTANT. THE CANNABIS REGULATORS ASSOCIATION (CANNRA) IS A NONPARTISAN, NONPROFIT 501(C)(4) ASSOCIATION OF GOVERNMENT AGENCIES ENGAGED IN CANNABIS, CANNABINOID, AND HEMP REGULATION AND POLICY IMPLEMENTATION ACROSS 45 STATES AND U.S. TERRITORIES, CANADA, AND THE NETHERLANDS. THE CURRENT PROPOSAL REQUESTS FUNDING TO SUPPORT CANNRA’S 2024 ANNUAL MEMBER MEETING, A UNIQUE EVENT THAT BRINGS TOGETHER GOVERNMENT OFFICIALS TO DISCUSS DIFFERENT REGULATORY ISSUES, SHARE NEW APPROACHES BEING TAKEN IN THEIR JURISDICTIONS, TROUBLESHOOT CHALLENGES, AND BUILD NEW SKILLS AND CONNECTIONS TO SUPPORT THEIR ONGOING GOVERNMENT REGULATORY WORK. THE MEETING IS RESTRICTED TO GOVERNMENT OFFICIALS ONLY TO ENSURE OPEN SHARING AND EXCHANGE ACROSS GOVERNMENT JURISDICTIONS. THE MEETING HAS TWO SPECIFIC AIMS: AIM 1 IS TO IMPROVE REGULATORY SCIENCE BY IDENTIFYING, DISCUSSING, AND DEBATING EMERGING RESEARCH AND PRACTICE-BASED OUTCOMES IN CANNABINOID POLICY AND REGULATION, AND AIM 2 IS TO DEVELOP AND FOSTER SKILLS THAT GOVERNMENT REGULATORS CAN USE TO IMPLEMENT POLICIES THAT PROTECT PUBLIC HEALTH AND CONSUMER SAFETY. MEETING CONTENT IS GUIDED BY CANNRA’S EXECUTIVE DIRECTOR AND PI, DR. THEY WORK CLOSELY WITH CANNRA VOTING MEMBERS (KEY DESIGNEES FROM EACH CANNRA-MEMBER JURISDICTION) AND CO-CHAIRS FROM CANNRA’S TWELVE DIFFERENT STANDING COMMITTEES TO DEVELOP AND FACILITATE THE MEETING CONTENT. SESSION AND WORKSHOP MODERATORS ARE ALL CANNRA MEMBER GOVERNMENT OFFICIALS, AND THE PI AND ORGANIZING COMMITTEE WORK WITH MODERATORS TO IDENTIFY PANELISTS WHO REPRESENT DIVERSE PERSPECTIVES. AGENDA TOPICS ARE SELECTED USING INPUT FROM PAST YEAR MEMBER MEETING PARTICIPANTS AND CANNRA MEMBERS AND INCLUDE SKILL-BASED WORKSHOPS TO IMPROVE AND ENHANCE THE SKILLSET REGULATORS CAN APPLY TO THEIR WORK. PANEL DISCUSSIONS AND WORKSHOPS ARE DIRECTLY RELEVANT TO FDA’S MISSION AND THE MISSION OF THE FDA OFFICE OF REGULATION AND WILL COVER TOPICS THAT INCLUDE: CANNABINOID HEMP PRODUCTS AND POLICIES; CANNABINOID PRODUCT SAFETY AND LAB TESTING; PRODUCT STANDARDS; PACKAGING AND LABELING REGULATIONS; TECHNOLOGY AND CANNABIS; DATA MONITORING; USING SCIENCE TO INFORM POLICY; PUBLIC HEALTH AND YOUTH PREVENTION; AND MORE. CANNRA DIRECTLY INVITES OVER 900 GOVERNMENT STAFF WHO PARTICIPATE IN CANNRA THROUGH OUR ONLINE COLLABORATION PLATFORM AND SPECIAL COMMITTEES. FOLLOWING THE MEETING, CANNRA WILL DISSEMINATE FINDINGS AND TAKE-AWAYS TO GOVERNMENT OFFICIALS BY RECORDING KEY SESSIONS AND MAKING THEM AVAILABLE TO GOVERNMENT REGULATORS WHO CANNOT ATTEND IN PERSON, AND BY CONDUCTING MEETING “REPORT OUTS” THROUGH CANNRA COMMITTEES.
