| National Science Foundation | INCREASING COMMUNITY COLLEGE PARTICIPATION IN THE MARINE ADVANCED TECHNOLOGY EDUCATION'S REMOTELY OPERATED VEHICLE COMPETITION -THE MARINE ADVANCED TECHNOLOGY EDUCATION (MATE) CENTER CREATED A GLOBAL REMOTELY OPERATED VEHICLE (ROV) COMPETITION IN PARTNERSHIP WITH THE MARINE TECHNOLOGY. THIS COMPETITION CHALLENGES STUDENTS TO BUILD UNDERWATER ROBOTS TO TACKLE TASKS BASED ON THE REAL WORLD SITUATIONS. THROUGH THIS WORK, STUDENTS DEVELOP AND APPLY A RANGE OF TECHNICAL, SCIENTIFIC, AND WORKPLACE SKILLS. THESE SKILLS AMONG THE MOST IN DEMAND BY EMPLOYERS TODAY, AND INCLUDE CREATIVITY, ADAPTABILITY, TEAMWORK, AND COMMUNICATION. COMMUNITY COLLEGE STUDENTS ARE CURRENTLY UNDERREPRESENTED IN MATE ROV COMPETITIONS. THIS PROJECT AT MONTEREY PENINSULA COLLEGE IN MONTEREY CALIFORNIA, AIMS TO INCREASE THE NUMBER OF COMMUNITY COLLEGE STUDENTS WHO PARTICIPATE IN THE MATE ROV COMPETITION. IT IS EXPECTED THAT THIS PARTICIPATION WILL INCREASE THE NUMBER OF COMMUNITY COLLEGE STUDENTS WHO HAVE THE SCIENTIFIC AND WORKPLACE SKILLS NEEDED TO ENTER AND THRIVE IN THE STEM TECHNICIAN WORKFORCE, A CRITICAL SECTOR FOR THE NATION?S ECONOMY AND SECURITY. THE OVERARCHING GOAL OF THE PROJECT IS TO INCREASE THE NUMBER OF COMMUNITY COLLEGES THAT PARTICIPATE IN THE MATE ROV COMPETITION. TO ACCOMPLISH THIS GOAL, THE PROJECT WILL: 1) IDENTIFY AND RECRUIT COMMUNITY COLLEGES TO PARTICIPATE IN THE COMPETITION; 2) USE EXPERIENCED COMMUNITY COLLEGE FACULTY ROV TEAM ADVISORS TO SERVE AS MENTORS; 3) PROVIDE RESOURCES AND OTHER SUPPORT TO COMMUNITY COLLEGE FACULTY PREPARING FOR THE COMPETITION; 4) USE MATE?S EVALUATE-COMPETE METHODOLOGY AS A MENTORING AND FEEDBACK VEHICLE FOR COMPETITION TEAMS AND AS A TOOL TO RECRUIT NEW COMMUNITY COLLEGES; 5) ENHANCE THE RESOURCES IN THE MATE REGIONAL COORDINATORS? THE MTS MICRO-CREDENTIALS PROGRAM WILL ALLOW LEARNERS TO CUSTOMIZE THEIR EDUCATION PATH TO GAIN THE CREDENTIALS NECESSARY FOR THEIR SPECIFIC CAREER ASPIRATIONS. ROBOTICS COMPETITIONS ARE POPULAR VENUES FOR ENGAGING STUDENTS IN STEM DISCIPLINES. SUCH COMPETITIONS CAN CONNECT STUDENTS, MENTORS, AND INSTITUTIONS TO A VARIETY OF SUCCESSFUL AND ENGAGING TECHNOLOGY-BASED PROGRAMS. THE MARINE ADVANCED TECHNOLOGY EDUCATION CENTER (MATE) HAS SUPPORTED THE REMOTELY OPERATED VEHICLE (ROV) COMPETITION SINCE 2001. THE GOALS OF THE ROV COMPETITION INCLUDE SPARKING STUDENT INTEREST IN STEM, HELPING THEM DEVELOP 21ST CENTURY WORKPLACE SKILLS, AND ENABLING THEM TO ENVISION THEMSELVES ON STEM CAREER PATHWAYS. THIS PROJECT WILL SUPPORT THE ABILITY OF PARTICIPATING STUDENTS TO IDENTIFY THE KNOWLEDGE AND SKILLS THEY NEED TO GAIN THROUGH THIS ACTIVITY, TO SEE CLEARLY THE AREAS WHERE THEY NEED TO IMPROVE, AND TO USE THIS KNOWLEDGE TO THEIR ADVANTAGE AS THEY CONTINUE THEIR EDUCATION AND/OR PREPARE TO ENTER THE WORKFORCE. THE PROJECT FOCUS INCLUDES HIGH SCHOOL, COMMUNITY COLLEGE, AND COLLEGE/UNIVERSITY STUDENTS WHO PARTICIPATE IN NATIONAL OR INTERNATIONAL ROV COMPETITIONS. THIS PROJECT BUILDS UPON AND EXTENDS FINDINGS OBTAINED USING COMPREHENSIVE POST-COMPETITION SURVEYS THAT SUPPORT THE VALUE OF THE ROV COMPETITIONS FOR PARTICIPATING STUDENTS, AND IS ALIGNED WITH THE GOALS OF THE NSF ATE PROGRAM. IN ADDITION TO THE MATE CENTER AT MONTEREY PENINSULA COLLEGE, THE PROJECT BRINGS TOGETHER THE STATE UNIVERSITY OF NEW YORK COLLEGE AT BUFFALO, AND THE TECHNICAL RESOURCES AVAILABLE THROUGH THE SCIENCE EDUCATION RESOURCE CENTER AT CARLETON COLLEGE. THIS PROJECT BUILDS ON A SUCCESSFUL APPROACH FOR EVALUATING OF UNDERGRADUATE RESEARCH DEVELOPED AT SUNY BUFFALO STATE. THIS APPROACH, EVALUATE UNDERGRADUATE RESEARCH (EVALUATEUR), ASSESSES DESIRABLE STUDENT OUTCOMES, INCLUDING BOTH CONTENT KNOWLEDGE AND WORKPLACE SKILLS, SUCH AS COMMUNICATION SKILLS, CREATIVITY, AUTONOMY, AN ABILITY TO OVERCOME OBSTACLES, CRITICAL THINKING, AND PROBLEM-SOLVING SKILLS. EVALUATEUR ALSO HELPS STUDENTS DEVELOP METACOGNITION SKILLS, WHICH IN TURN PROMOTE STUDENT UNDERSTANDING OF THEIR ACADEMIC STRENGTHS AND WEAKNESSES. THE PROJECT WILL ADAPT EVALUATEUR TO SERVE STUDENTS PARTICIPATING IN MATE'S REGIONAL AND INTERNATIONAL ROV COMPETITIONS, SUPPORT FACULTY ADVISORS AS THEY MENTOR STUDENTS WHO ARE DESIGNING AND BUILDING ROVS, AND PROVIDE RELIABLE FEEDBACK TO MATE ABOUT THE ACADEMIC VALUE OF THE COMPETITIONS. THE NEED FOR RESOLVING COMPLEX OCEAN ISSUES, WHILE DEVELOPING WHOLE NEW VENTURES RELATED TO ECONOMIC STABILITY, ENVIRONMENTAL HEALTH AND NATIONAL SECURITY WILL REQUIRE A COLLABORATIVE WORKFORCE WITH A TRANSDISCIPLINARY BACKGROUND. MANY OF THE JOBS NEEDED TO SUPPORT THESE NEW VENTURES WILL NOT REQUIRE ADVANCED DEGREES IN ENGINEERING OR SCIENCE BUT RATHER TECHNICAL SKILLS AND COMPETENCIES CONTRIBUTED BY A NUMBER OF DISCIPLINES, INCLUDING OCEAN SCIENCES, ENGINEERING, MANUFACTURING, ELECTRONICS AND DATA SCIENCE. HOWEVER, THERE ARE FEW ACADEMIC PROGRAMS PREPARING THE OCEAN TECHNICIAN TALENT POOL WITH THE SKILLS REQUIRED FOR THE EXPANDING NEEDS OF THE MARINE TECHNOLOGY WORKFORCE. GIVEN THE TRANSDISCIPLINARY COMPOSITION OF THE OCEAN TECHNICAL WORKFORCE, A SPECTRUM OF SCHOOLS AND PROGRAMS MUST BE AWARE OF THE WORKFORCE NEED AND HOW THEY CAN OFFER PATHWAYS FOR THEIR STUDENTS TO ENGAGE AS OCEAN TECHNICIANS. INCREASING COMMUNITY COLLEGE PARTICIPATION IN THE MARINE ADVANCED TECHNOLOGY EDUCATION'S REMOTELY OPERATED VEHICLE COMPETITION -THE MARINE ADVANCED TECHNOLOGY EDUCATION (MATE) CENTER CREATED A GLOBAL REMOTELY OPERATED VEHICLE (ROV) COMPETITION IN PARTNERSHIP WITH THE MARINE TECHNOLOGY. THIS COMPETITION CHALLENGES STUDENTS TO BUILD UNDERWATER ROBOTS TO TACKLE TASKS BASED ON THE REAL WORLD SITUATIONS. THROUGH THIS WORK, STUDENTS DEVELOP AND APPLY A RANGE OF TECHNICAL, SCIENTIFIC, AND WORKPLACE SKILLS. THESE SKILLS AMONG THE MOST IN DEMAND BY EMPLOYERS TODAY, AND INCLUDE CREATIVITY, ADAPTABILITY, TEAMWORK, AND COMMUNICATION. COMMUNITY COLLEGE STUDENTS ARE CURRENTLY UNDERREPRESENTED IN MATE ROV COMPETITIONS. THIS PROJECT AT MONTEREY PENINSULA COLLEGE IN MONTEREY CALIFORNIA, AIMS TO INCREASE THE NUMBER OF COMMUNITY COLLEGE STUDENTS WHO PARTICIPATE IN THE MATE ROV COMPETITION. IT IS EXPECTED THAT THIS PARTICIPATION WILL INCREASE THE NUMBER OF COMMUNITY COLLEGE STUDENTS WHO HAVE THE SCIENTIFIC AND WORKPLACE SKILLS NEEDED TO ENTER AND THRIVE IN THE STEM TECHNICIAN WORKFORCE, A CRITICAL SECTOR FOR THE NATION?S ECONOMY AND SECURITY. THE OVERARCHING GOAL OF THE PROJECT IS TO INCREASE THE NUMBER OF COMMUNITY COLLEGES THAT PARTICIPATE IN THE MATE ROV COMPETITION. TO ACCOMPLISH THIS GOAL, THE PROJECT WILL: 1) IDENTIFY AND RECRUIT COMMUNITY COLLEGES TO PARTICIPATE IN THE COMPETITION; 2) USE EXPERIENCED COMMUNITY COLLEGE FACULTY ROV TEAM ADVISORS TO SERVE AS MENTORS; 3) PROVIDE RESOURCES AND OTHER SUPPORT TO COMMUNITY COLLEGE FACULTY PREPARING FOR THE COMPETITION; 4) USE MATE?S EVALUATE-COMPETE METHODOLOGY AS A MENTORING AND FEEDBACK VEHICLE FOR COMPETITION TEAMS AND AS A TOOL TO RECRUIT NEW COMMUNITY COLLEGES; 5) ENHANCE THE RESOURCES IN THE MATE REGIONAL COORDINATORS? TOOLKIT TO ASSIST COORDINATORS IN RECRUITING AND SUPPORTING PARTICIPATION IN COMPETITIONS; AND 6) IDENTIFY AND DISSEMINATE EXAMPLES FOR SUSTAINING LONG-TERM PARTICIPATION IN THE COMPETITION THAT COULD BE APPLICABLE TO OTHER UNDERGRADUATE RESEARCH EXPERIENCES. THIS PROJECT LEVERAGES THE EXPERIENCES AND BEST PRACTICES FROM OTHER SUCCESSFUL NSF-FUNDED PROJECTS INCLUDING THE MATE CENTER AND ITEST SCALE-UP. IN ADDITION, THE PROJECT WILL USE AN ONLINE UNDERGRADUATE RESEARCH EVALUATION INSTRUMENT ALSO SUPPORTED BY NSF, EVALUATEUR, TO MEASURE THE EFFICACY AND IMPACT OF THE PROJECT ACTIVITIES. NSF 22-059 DCL (OCEAN TECHNICAL WORKFORCE EDUCATION) BUILDING AN OCEAN TECHNOLOGY WORKFORCE UTILIZING MICROCREDENTIALS -DEMAND IS GROWING FOR TECHNICALLY SKILLED WORKERS ACROSS MULTIPLE SECTORS WITHIN THE MARINE INDUSTRY (RESEARCH, RENEWABLE ENERGY, FISHERIES, PORTS/SHIPPING, INFRASTRUCTURE, NATIONAL SECURITY, TOURISM, ETC.), BUT THE CURRENT US ACADEMIC SYSTEM IS NOT WELL EQUIPPED TO EDUCATE STUDENTS WITH THE REQUIRED SKILLS. THIS AWARD TO THE MARINE TECHNOLOGY SOCIETY (MTS) SUPPORTS A WORKFORCE PREPARATION EFFORT THAT WILL DEVELOP A SERIES OF STACKABLE MICRO-CREDENTIALS AND CREATE ACCESSIBLE AND FLEXIBLE PATHWAYS TO LEARNING AND VOCATIONAL TRAINING. THE MICRO-CREDENTIALS WILL ADDRESS CORE COMPETENCIES REQUIRED FOR EMPLOYMENT IN THE OCEAN/MARINE/BLUE ECONOMY AND CAPTURE LEARNERS ENTERING THE WORKFORCE OR THOSE SEEKING TO APPLY SKILL SETS ACQUIRED DURING MILITARY SERVICE. MEMBERS OF THE MTS REPRESENT SEVERAL SECTORS (INDUSTRY, GOVERNMENT, MILITARY, AND ACADEMIA), AND THE COLLECTIVE EXPERIENCE WITHIN THE SOCIETY MEMBERSHIP, IN PARTNERSHIP WITH ACADEMIC FACULTY FROM THE RUTGERS UNIVERSITY DEPARTMENT OF MARINE AND COASTAL SCIENCES AND FROM NORTHWESTERN MICHIGAN COLLEGE, WILL IDENTIFY CORE COMPETENCIES REQUIRED FOR EMPLOYMENT IN THE OCEAN/MARINE/BLUE ECONOMY, CREATE A MICRO-CREDENTIAL TRAINING PROGRAM, VIDEO HANDS-ON TRAINING ACTIVITIES, MAKE THE CURRICULUM AVAILABLE ON-LINE, AND CREATE A BADGING SYSTEM. THE MTS MICRO-CREDENTIALS PROGRAM WILL ALLOW LEARNERS TO CUSTOMIZE THEIR EDUCATION PATH TO GAIN THE CREDENTIALS NECESSARY FOR THEIR SPECIFIC CAREER ASPIRATIONS. THE MICRO-CREDENTIAL MATERIAL WILL BE PILOT TESTED WITH GROUPS OF STUDENTS, EVALUATED AND FINAL MATERIALS WILL BE AVAILABLE ON LINE. CURRICULUM WILL BE DEVELOPED AND TESTED DURING ONE-WEEK IMMERSIVE TECHNOLOGY CAMPS OFFERED TO STUDENTS AT RUTGERS AND NORTHWESTERN MICHIGAN COLLEGE. THE HANDS-ON ACTIVITIES AND PRESENTATIONS AT BOTH CAMPS WILL BE FILMED FOR ONLINE DISTRIBUTION. THE TEAM WILL CREATE A TOTAL OF SIX CREDENTIALS, INCLUDING BASIC CREDENTIALS IN 1) UNDERWATER GLIDERS; 2) REMOTELY OPERATED VEHICLES (ROVS); 3) SONAR; AND 4) DECK OPERATIONS, AND TWO MORE ADVANCED MICRO-CREDENTIALS IN: 5) UNDERWATER GLIDERS, AND 6) SONAR. THIS PROGRAM WILL PROVIDE A TOTAL OF FORTY UNDERGRADUATES WITH TECHNICAL TRAINING AND ACCESS TO MENTORS. THE EXPERIENCE WILL PROVIDE A USEFUL INTRODUCTION TO MARINE TECHNOLOGY FIELDS AND OPEN DOORS TO POTENTIAL EMPLOYMENT. IT WILL ENGAGE WITH THE MILITARY'S TRANSITION ASSISTANCE PROGRAMS (TAP) PROGRAM AND THE MARINE MARITIME ACADEMIES. THE PROJECT WILL SUPPORT NSF'S GOALS OF INCREASING THE DIVERSITY OF THE OCEAN SCIENCE WORKFORCE. A NEW APPROACH TO EVALUATE STUDENT LEARNING OUTCOMES RESULTING FROM PARTICIPATION IN REMOTELY OPERATED VEHICLE COMPETITIONS -THERE IS A GROWING NATIONAL DEMAND FOR STUDENTS WITH THE CONTENT KNOWLEDGE AND SKILLS NEEDED TO ENTER COLLEGE LEVEL TECHNICIAN EDUCATION PROGRAMS AND THE SKILLED TECHNICAL WORKFORCE. ROBOTICS COMPETITIONS ARE POPULAR VENUES FOR ENGAGING STUDENTS IN STEM DISCIPLINES. SUCH COMPETITIONS CAN CONNECT STUDENTS, MENTORS, AND INSTITUTIONS TO A VARIETY OF SUCCESSFUL AND ENGAGING TECHNOLOGY-BASED PROGRAMS. THE MARINE ADVANCED TECHNOLOGY EDUCATION CENTER (MATE) HAS SUPPORTED THE REMOTELY OPERATED VEHICLE (ROV) COMPETITION SINCE 2001. THE GOALS OF THE ROV COMPETITION INCLUDE SPARKING STUDENT INTEREST IN STEM, HELPING THEM DEVELOP 21ST CENTURY WORKPLACE SKILLS, AND ENABLING THEM TO ENVISION THEMSELVES ON STEM CAREER PATHWAYS. THIS PROJECT WILL SUPPORT THE ABILITY OF PARTICIPATING STUDENTS TO IDENTIFY THE KNOWLEDGE AND SKILLS THEY NEED TO GAIN THROUGH THIS ACTIVITY, TO SEE CLEARLY THE AREAS WHERE THEY NEED TO IMPROVE, AND TO USE THIS KNOWLEDGE TO THEIR ADVANTAGE AS THEY CONTINUE THEIR EDUCATION AND/OR PREPARE TO ENTER THE WORKFORCE. THE PROJECT FOCUS INCLUDES HIGH SCHOOL, COMMUNITY COLLEGE, AND COLLEGE/UNIVERSITY STUDENTS WHO PARTICIPATE IN NATIONAL OR INTERNATIONAL ROV COMPETITIONS. THIS PROJECT BUILDS UPON AND EXTENDS FINDINGS OBTAINED USING COMPREHENSIVE POST-COMPETITION SURVEYS THAT SUPPORT THE VALUE OF THE ROV COMPETITIONS FOR PARTICIPATING STUDENTS, AND IS ALIGNED WITH THE GOALS OF THE NSF ATE PROGRAM. IN ADDITION TO THE MATE CENTER AT MONTEREY PENINSULA COLLEGE, THE PROJECT BRINGS TOGETHER THE STATE UNIVERSITY OF NEW YORK COLLEGE AT BUFFALO, AND THE TECHNICAL RESOURCES AVAILABLE THROUGH THE SCIENCE EDUCATION RESOURCE CENTER AT CARLETON COLLEGE. THIS PROJECT BUILDS ON A SUCCESSFUL APPROACH FOR EVALUATING OF UNDERGRADUATE RESEARCH DEVELOPED AT SUNY BUFFALO STATE. THIS APPROACH, EVALUATE UNDERGRADUATE RESEARCH (EVALUATEUR), ASSESSES DESIRABLE STUDENT OUTCOMES, INCLUDING BOTH CONTENT KNOWLEDGE AND WORKPLACE SKILLS, SUCH AS COMMUNICATION SKILLS, CREATIVITY, AUTONOMY, AN ABILITY TO OVERCOME OBSTACLES, CRITICAL THINKING, AND PROBLEM-SOLVING SKILLS. EVALUATEUR ALSO HELPS STUDENTS DEVELOP METACOGNITION SKILLS, WHICH IN TURN PROMOTE STUDENT UNDERSTANDING OF THEIR ACADEMIC STRENGTHS AND WEAKNESSES. THE PROJECT WILL ADAPT EVALUATEUR TO SERVE STUDENTS PARTICIPATING IN MATE'S REGIONAL AND INTERNATIONAL ROV COMPETITIONS, SUPPORT FACULTY ADVISORS AS THEY MENTOR STUDENTS WHO ARE DESIGNING AND BUILDING ROVS, AND PROVIDE RELIABLE FEEDBACK TO MATE ABOUT THE ACADEMIC VALUE OF THE COMPETITIONS. THE FOLLOWING OBJECTIVES WILL BE SUPPORTED: 1) ENSURE THAT ALL STUDENTS INVOLVED IN THE COMPETITIONS KNOW AT THE OUTSET OF THEIR PARTICIPATION WHAT SPECIFIC KNOWLEDGE AND SKILLS THEY SHOULD BE MASTERING TO PREPARE FOR ADDITIONAL EDUCATION AND/OR THE WORKPLACE; 2) MEASURE MORE PRECISELY HOW MUCH GROWTH EACH STUDENT PARTICIPATE HAS DEMONSTRATED TOWARD ACHIEVING SUCH MASTERY; 3) ACCOMPLISH THESE GOALS IN A WAY THAT STRENGTHENS STUDENT METACOGNITIVE ABILITIES; AND 4) USE DATA FROM ALL INSTITUTIONS INVOLVED IN THE COMPETITION TO CREATE A DATABASE OF RELIABLE, STATISTICALLY VALIDATED FINDINGS SHOWING STUDENT GROWTH ON SPECIFIC KNOWLEDGE AND SKILLS. CONFERENCE: FOSTERING TALENT FOR THE FUTURE OCEAN TECHNICAL WORKFORCE -BY 2030 IT IS ESTIMATED THAT THE MARINE INDUSTRY WILL EMPLOY AT LEAST 40 MILLION FULL TIME EQUIVALENT JOBS. THE NEED FOR RESOLVING COMPLEX OCEAN ISSUES, WHILE DEVELOPING WHOLE NEW VENTURES RELATED TO ECONOMIC STABILITY, ENVIRONMENTAL HEALTH AND NATIONAL SECURITY WILL REQUIRE A COLLABORATIVE WORKFORCE WITH A TRANSDISCIPLINARY BACKGROUND. MANY OF THE JOBS NEEDED TO SUPPORT THESE NEW VENTURES WILL NOT REQUIRE ADVANCED DEGREES IN ENGINEERING OR SCIENCE BUT RATHER TECHNICAL SKILLS AND COMPETENCIES CONTRIBUTED BY A NUMBER OF DISCIPLINES, INCLUDING OCEAN SCIENCES, ENGINEERING, MANUFACTURING, ELECTRONICS AND DATA SCIENCE. HOWEVER, THERE ARE FEW ACADEMIC PROGRAMS PREPARING THE OCEAN TECHNICIAN TALENT POOL WITH THE SKILLS REQUIRED FOR THE EXPANDING NEEDS OF THE MARINE TECHNOLOGY WORKFORCE. GIVEN THE TRANSDISCIPLINARY COMPOSITION OF THE OCEAN TECHNICAL WORKFORCE, A SPECTRUM OF SCHOOLS AND PROGRAMS MUST BE AWARE OF THE WORKFORCE NEED AND HOW THEY CAN OFFER PATHWAYS FOR THEIR STUDENTS TO ENGAGE AS OCEAN TECHNICIANS. THE MARINE TECHNOLOGY SOCIETY (MTS) WILL HOST A WORKSHOP THAT WILL CONVENE MEMBERS OF INDUSTRY, RESEARCH (GOVERNMENT AND ACADEMIA), 2- AND 4-YEAR COLLEGES, AND THE MILITARY TO: 1) ESTABLISH AWARENESS AND COORDINATION BETWEEN ORGANIZATIONS; 2) IDENTIFY NEEDED SKILLS/COMPETENCIES FOR THE OCEAN TECHNICAL WORKFORCE FOR A VARIETY OF OCEAN APPLICATIONS; 3) IDENTIFY PATHWAYS/BRIDGES FOR STUDENTS FROM NON-OCEANOGRAPHY FOCUSED PROGRAMS INTO OCEAN TECHNICIAN JOBS; AND 4) IDENTIFY EDUCATION STRATEGIES, INCLUDING ALTERNATIVE PATHWAYS (MICROCREDENTIALS) AND PARTNERSHIPS WITH INDUSTRY. THIS EFFORT WILL ENCOURAGE DEVELOPMENT OF THE NEXT GENERATION OF OCEAN TECHNICIANS AND DATA ANALYSTS AND SUPPORT THE WORKFORCE DEVELOPMENT EFFORTS REQUIRED FOR FUTURE OCEAN MONITORING AND THE OCEAN OBSERVING INITIATIVE.
