IN RESPONSE TO RFA-FD-24-012, NASDA WILL CONTINUE BUILDING ON THE ACHIEVEMENTS UNDER PREVIOUS COOPERATIVE AGREEMENTS TO MEET EMERGING NEEDS IDENTIFIED BY FDA, STATES, AND TERRITORIES. THE NASDA PROJECT ENTITLED A COORDINATED NATIONAL APPROACH TO SUPPORTING, PROMOTING, AND IMPLEMENTING FDA'S PRODUCE SAFETY RULE AND THE PRODUCE REGULATORY PROGRAM STANDARDS WILL CONTINUE BUILDING ON THREE IMPORTANT OBJECTIVES: OBJECTIVE 1: SUPPORTING THE EFFORTS OF FEDERAL, STATE, AND TERRITORIAL GOVERNMENT AGENCIES IN BUILDING A PRODUCE SAFETY INTEGRATED FOOD SAFETY SYSTEM. THIS PROJECT WILL DEVELOP AT LEAST THREE TO FOUR NATIONAL PIRTS ANNUALLY, IN ADDITION TO A TRIBAL PIRT BIANNUALLY, COVERING TOPICS RELEVANT TO CONDUCTING AGRICULTURE PESTICIDE INSPECTIONS. THESE TRAINING OPPORTUNITIES WILL BE HELD IN DIFFERENT LOCATIONS ACROSS THE COUNTRY, AND WILL IMPROVE STAFF CAPACITY TO ADDRESS NONCOMPLIANCE ISSUES AND SAFETY GAPS, LEADING TO MORE EFFECTIVE PROTECTION OF HUMAN HEALTH AND THE ENVIRONMENT. WITHIN AND BEYOND THE IN-PERSON TRAININGS, NASDA RESEARCH FOUNDATION HAS OUTLINED PLANS TO MAKE SPACE FOR NETWORKING AMONG ATTENDEES WHEREVER THEY ARE TO BUILD COMMUNITY AND FOSTER COOPERATION AMONG STATES, TRIBES, U.S. TERRITORIES, AND U.S. GOVERNMENT AGENCIES - AN IMPORTANT STEP TOWARD INCREASING EFFICIENCIES AND STRETCHING LIMITED REGULATORY DOLLARS. IN ADDITION, THIS PROJECT WILL ALSO DO CONTINUAL EVALUATION. PARTICIPANTS WILL BE PRIMED TO PROVIDE CONSTRUCTIVE FEEDBACK VIA PAPER OR ELECTRONIC SURVEYS, EVEN MONTHS AFTER THEIR INITIAL CONTACT WITH THE NASDA RESEARCH FOUNDATION. THE FOCUS OF THE MEETINGS IS LEGISLATIVE AND REGULATORY ISSUES OF INTEREST TO THE MEMBERS. THESE TWO OCCASIONS AND ONE ADDITIONAL MEETING, HELD REGIONALLY, ARE THE OPPORTUNITIES FOR NASDA MEMBERS TO CONVERSE ON ISSUES, MAKE CONTACTS WITH EACH OTHER AND OTHER LEADERS, SET PRIORITIES AND GOALS FOR THE COMING YEAR AND MEET FACE-TO-FACE WITH NASDA STAFF AND FDA OFFICIALS. AT RECENT MEETINGS NASDA MEMBERS HAVE STRESSED THE FACT THAT THERE MUST BE CONTINUOUS EFFORTS MADE ON THE PART OF FDA AND NASDA MEMBERS TO COLLABORATE AND COOPERATE IN DISCUSSIONS ON EMERGING FDA TOPICS THAT DIRECTLY AND INDIRECTLY AFFECT AGRICULTURE. THE STATES AND FDA SHARE SIMILAR AUTHORITIES, MISSIONS AND RESPONSIBILITIES, AND THE PARTNERS HAVE BEEN WORKING TO IMPROVE COMMUNICATIONS. THE PASSAGE OF THE FOOD SAFETY AND MODERNIZATION ACT HAS CREATED A PLETHORA OF ISSUES TO BE DISCUSSED AND RESOLVED AS WE SEEK TO ESTABLISH AN INTEGRATED FEDERAL-STATE FOOD AND FEED SAFETY SYSTEM. THE NEED FOR CONVERSATION ABOUT THE PROPOSED RULES AND THE IMPORTANCE OF GETTING THE LANGUAGE IN THE PROPOSED RULES RIGHT THE FIRST TIME CANNOT BE OVERSTATED. CONTINUE TO COLLABORATIVELY SUPPORT FEDERAL AND STATE EFFORTS TO BUILD AND EXPAND A NATIONAL INTEGRATED ANIMAL FOOD SAFETY SYSTEM; 2. ESTABLISH IMPROVED SYSTEMS FOR SHARING, PROMOTION, AND COLLABORATION OF BEST PRACTICES, GUIDANCE DOCUMENTS, SAMPLING PLANS, PROCEDURES, MEMORANDUMS OF UNDERSTANDING, AND OTHER TOOLS TO FACILITATE AND ENCOURAGE MUTUAL RELIANCE BETWEEN FEDERAL AND STATE ANIMAL FOOD REGULATORY PROGRAMS AND PUBLIC HEALTH AGENCIES; 3. CONTINUE TO IDENTIFY, DEVELOP, DELIVER, PROMOTE, AND SUPPORT ANIMAL FOOD SAFETY TRAINING PROGRAMS THAT FURTHER IMPLEMENTATION OF THE AFRPS AND PROVIDE STAKEHOLDER SUPPORT FOR THE ANIMAL FOOD PROVISIONS OF FSMA; AND 4. CONTINUE TO SUPPORT THE ADVANCEMENT OF THE AFRPS AND FUTURE REVISIONS OF THE AFRPS AS PART OF A SYSTEM OF CONTINUOUS IMPROVEMENT TO ENSURE THE STANDARDS ARE MODERNIZED AND SUPPORT THE REQUIREMENTS OF FSMA AND THE NEEDS OF ANIMAL FOOD REGULATORY PROGRAMS. EXPECTED OUTCOMES: THE WORK OUTLINED IN THIS PROPOSAL WILL CONTINUE TO BUILD UPON PAST SUCCESSES ACHIEVED BY THE COLLABORATION BETWEEN NATIONAL ASSOCIATIONS AND STATE AND FEDERAL PARTNERS OVER THE PAST SEVEN YEARS, RESULTING IN CONTINUOUS IMPROVEMENT OF THE NATIONAL INTEGRATED ANIMAL FOOD SAFETY SYSTEM AND INCREASED COMPLIANCE WITH THE AFRPS. THESE TRAINING OPPORTUNITIES WILL BE HELD IN DIFFERENT LOCATIONS ACROSS THE COUNTRY, AND WILL IMPROVE STAFF CAPACITY TO ADDRESS NONCOMPLIANCE ISSUES AND SAFETY GAPS, LEADING TO MORE EFFECTIVE PROTECTION OF HUMAN HEALTH AND THE ENVIRONMENT. WITHIN AND BEYOND THE IN-PERSON TRAININGS, NASDA RESEARCH FOUNDATION HAS OUTLINED PLANS TO MAKE SPACE FOR NETWORKING AMONG ATTENDEES WHEREVER THEY ARE TO BUILD COMMUNITY AND FOSTER COOPERATION AMONG STATES, TRIBES, U.S. TERRITORIES, AND U.S. GOVERNMENT AGENCIES - AN IMPORTANT STEP TOWARD INCREASING EFFICIENCIES AND STRETCHING LIMITED REGULATORY DOLLARS. IN ADDITION, THIS PROJECT WILL ALSO DO CONTINUAL EVALUATION. PARTICIPANTS WILL BE PRIMED TO PROVIDE CONSTRUCTIVE FEEDBACK VIA PAPER OR ELECTRONIC SURVEYS, EVEN MONTHS AFTER THEIR INITIAL CONTACT WITH THE NASDA RESEARCH FOUNDATION. THIS TYPE OF PERSONAL RESPONSE, COMBINED WITH ANALYSIS OF WEBSITE ACCESS STATISTICS, AMONG OTHER MEASURES WILL HELP NASDA RESEARCH FOUNDATION EVALUATE PROGRESS, AND CONTINUALLY IMPROVE THE PIRT PROGRAM.ACTIVITIES:ACTIVITIES THAT NASDA RESEARCH FOUNDATION WILL UNDERTAKE UNDER THIS PROJECT ARE: 1. ASSESS THE TRAINING NEEDS OF THE PIRT CLIENTELE BY SUMMARIZING NEEDS EXPRESSED BY PARTICIPANTS ON COURSE EVALUATION FORMS AND OTHER METHODS. ASSIST IN PREPARING ANY OTHER SUMMARY INFORMATION AS REQUESTED BY THE PIRT COORDINATOR. 2. UNDERTAKE MANAGEMENT OF THE PIRT STEERING COMMITTEE AND MEMBERSHIP SELECTION PROCESS FROM PIRT COORDINATOR. A. COORDINATE STEERING COMMITTEE MEETINGS TO CREATE COURSE AGENDAS OR TRAINING APPROACHES. 3. CONDUCT BETWEEN THREE TO FOUR NATIONAL PIRTS A YEAR PLUS ONE TRIBAL PIRT EVERY OTHER YEAR, LASTING THREE TO FOUR DAYS FOR 25-30 PARTICIPANTS PER COURSE. THE LOCATIONS OF THE TRAINING COURSES SHOULD VARY WITHIN THE UNITED STATES TO TAKE ADVANTAGE OF DIFFERENT ENVIRONMENTS AND TYPES OF PESTICIDE USAGE ACROSS THE COUNTRY. FOR TRIBAL PIRTS, THE PREFERENCE IS TO WORK WITH A TRIBE/S WHO HAVE A FIFRA COOPERATIVE AGREEMENT, IF POSSIBLE. A. RETAIN APPROPRIATE TRAINING CONSULTANTS AND INSTRUCTORS BASED ON COURSE NEEDS, TRAINER AVAILABILITY, AND COURSE BUDGET. THE COURSE CONTENT WILL GENERALLY FOCUS ON PESTICIDE PROGRAMMATIC ISSUES (E.G., BASIC AND NEW INSPECTOR SKILLS, ADVANCED INSPECTOR SKILLS, URBAN FIFRA ISSUES, AGRICULTURAL USE, AND STRUCTURAL TRAINING) AND PESTICIDE COMPLIANCE AND ENFORCEMENT ISSUES. THE COURSE CONTENT MAY ALSO INCLUDE ADDITIONAL TOPICS NEEDED TO SUPPORT EFFECTIVE STATE AND TRIBAL PESTICIDE PROGRAMS SUCH AS RISK COMMUNICATION TRAINING, ISSUES RELATED TO HOMELAND SECURITY, LABORATORY ISSUES, NEW REGULATORY PROGRAMS, AND EMERGING ISSUES. THE USDA GAP PROGRAMS ARE OFFERED TO THE FRUIT AND VEGETABLEPRODUCERS TO VERIFY AN OPERATION’S EFFORTS TO MINIMIZE THE RISK OFCONTAMINATION OF FRESH FRUITS, VEGETABLES, AND NUTS BY MICROBIAL. USDAAIMS TO INCREASE PARTICIPATION AMONG PRODUCERS UTILIZING USDA GAPPROGRAMS, SPECIFICALLY FOCUSING ON PROVIDING AWARENESS AND OUTREACH TOUNDERSERVED AND SOCIALLY DISADVANTAGED PRODUCERS. ACCORDING TO THE 2017AGRICULTURE CENSUS REPORT, THERE ARE OVER 1 MILLION PRODUCERS THATCATEGORIZED AS SOCIALLY DISADVANTAGED. THERE IS A NEED TO BRING EQUITYAND DIVERSITY TO LOCAL FOOD MARKETS BY ENGAGING WITH SOCIALLYDISADVANTAGED PRODUCERS ON USDA GAP PROGRAMS. THE OBJECTIVES OF THISPROJECT ARE TWO-FOLD:1. THE PURPOSE OF THIS AGREEMENT IS TO SUPPORT THE NATIONAL ASSOCIATION OF STATE DEPARTMENTS OF AGRICULTURE’S (NASDA) ANNUAL OPPORTUNITIES FOR MEMBERS TO GATHER IN PERSON – THE WINTER POLICY CONFERENCE TO BE HELD IN ARLINGTON, VA; THREE REGIONAL MEETINGS TO BE HELD IN THE REGIONAL PRESIDENT’S HOME STATE; AND THE NASDA ANNUAL MEETING TO BE HELD IN THE NATIONAL PRESIDENT’S HOME STATE. THESE MEETING ARE OPPORTUNITIES FOR NASDA MEMBERS TO DISCUSS ISSUES, MAKE CONTACTS WITH EACH OTHER AND OTHER LEADERS, INCLUDING APHIS LEADERSHIP. NASDA REPRESENTS THE APPOINTED AND ELECTED STATE DIRECTORS, SECRETARIES, AND COMMISSIONERS OF AGRICULTURE ACROSS ALL FIFTY STATES AND FOUR TERRITORIES. THIS AGREEMENT ALLOWS STATE COMMISSIONERS, DIRECTORS, AND SECRETARIES TO COME TOGETHER TO DISCUSS ISSUES AFFECTING AGRICULTURE ON A NATIONAL SCALE. APHIS’ SUPPORT SENDS A CLEAR MESSAGE TO NASDA’S MEMBERSHIP THAT THE AGENCY IS COMMITTED TO PARTNERING AND WORKING CLOSELY WITH STATE OFFICIALS ON A MYRIAD OF ANIMAL ANDPLANT HEALTH ISSUES. OVER THE PAST DECADE, APHIS HAS COMMITTED TO STRENGTHENING AND MAINTAINING REGULAR COMMUNICATION AND COLLABORATION WITH STATE AGRICULTURE OFFICIALS. THIS ALIGNS WITH SEVERAL CORE VALUES IN THE USDA STRATEGIC PLAN, INCLUDING COLLABORATION, TRANSPARENCY, AND CUSTOMER FOCUS. THE STATE DEPARTMENTS OF AGRICULTURE ARE ONE OF APHIS’ MOST IMPORTANT CUSTOMERS. WE WORK IN PARTNERSHIP WITH THEM ACROSS ALL OF OUR PROGRAM AREAS TO SAFEGUARD AGRICULTURAL RESOURCES AT THE LOCAL LEVEL. MAINTAINING A STRONG AND TRANSPARENT RELATIONSHIP WITH OUR STATE PARTNERS IS CRITICAL IN ORDER TO EFFECTIVELY ADDRESS THE AGRICULTURAL CHALLENGES OF THE DAY. OUR COLLABORATIVE EFFORTS TO RESPOND TO DETECTIONS OF SPOTTED LANTERNFLY ON THE EAST COAST, ADDRESS THE RECENT HIGHLY PATHOGENIC AVIAN INFLUENZA OUTBREAK, AND PLAN AND PREPARE FOR A POSSIBLE DETECTION OF AFRICAN SWINE FEVER, HIGHLIGHT THE STRENGTH OF THIS PARTNERSHIP. BY SUPPORTING FORUMS FOR STATE AGRICULTURAL LEADERS TO COME TOGETHER AND DISCUSS NATIONAL AGRICULTURAL POLICY, APHIS IS HELPING TO FOSTER A COHESIVE NATIONAL STRATEGY ON A NUMBER OF IMPORTANT ISSUES FROM INVASIVE SPECIES TO PEST AND DISEASE MANAGEMENT. APHIS WILL PROVIDE $55,000 TO NASDA, WHICH WILL BE USED TOWARDS STATE AND FEDERAL COLLABORATION AND WILL PARTIALLY COVER THE COSTS OF AV, MEETING SPACE, AND TRANSPORTATION. APHIS’ FINANCIAL SUPPORT DEMONSTRATES OUR COMMITMENT TO IMPROVING AGRICULTURE ON THE STATE AND NATIONAL LEVEL. THIS AWARD WILL NOT RESULT IN SUBAWARDS.

THIS ENABLES GREATER TRANSPARENCY,ACCOUNTABILITY, AND RESILIENCY OF STATE PLANS. A MAJORITY OF NASDA’SMEMBERS WILL HAVE JURISDICTION OR INFLUENCE IN MAKING KEY DECISIONS INTHE EVENT OF AN ASF OUTBREAK. AS A NASDA AFFILIATE, THE NATIONALASSEMBLY OF STATE ANIMAL HEALTH OFFICIALS WILL BE A KEY PARTNER IN THISEFFORT TO DEVELOP A RESPONSE STRATEGY TO EFFECTIVELY PREVENT, MITIGATE,AND ASSIST THE PORK INDUSTRY TO RECOVER FROM AN ASF OUTBREAK.APHIS MUST MAINTAIN STRONG RELATIONSHIPS WITH ITS STATE PARTNERS. THEUNITED STATES MUST ENGAGE IN A HOLISTIC, COLLABORATIVE EFFORT TO PREVENTASF, AS WELL AS BUILD UP OUR RESPONSE READINESS IN CRITICAL AREAS. FOREXAMPLE, APHIS HAS RECENTLY PARTNERED WITH FLORIDA, GEORGIA, LOUISIANA,AND TEXAS TO CONDUCT FERAL SWINE SURVEILLANCE IN HIGH-PRIORITY COUNTIESIDENTIFIED AS HIGH RISK FOR AN ASF INTRODUCTION. IN ADDITION, APHIS ISWORKING WITH STATES AND STAKEHOLDERS TO ENSURE WE HAVE UP-TO-DATEGUIDELINES AND RESPONSE PLANS FOR SLAUGHTER PLANTS, RENDERINGFACILITIES, AND OTHER OPERATIONS THAT ADDRESS TRANSPORT AND MOVEMENTISSUES SHOULD THE NEED ARISE. NASDA COULD GREATLY ASSIST IN BRINGINGMORE UNITY AND HARMONIZATION AMONGST THE STATES TO ENSURE PROPERPREPARATION AND RAPID RESPONSE.APHIS WILL PROVIDE $50,000 TO NASDA, WHICH WILL BE USED TOWARDS ACONSULTANT TO ADVISE ON DOMESTIC ASF PREVENTION AND PREPAREDNESS ACTIVITIES ACROSS STATES, AS WELL AS TOWARDS TRAVEL COSTS TO ATTEND MEETINGS. THE PLENARY SPEAKERS WILL GIVE STATE REGULATORS AN OPPORTUNITY TO HEAR A NATIONAL PERSPECTIVE ON FEED AND FOOD SAFETY, SOMETHING TO WHICH THEY MAY NOT BE EXPOSED IN THEIR RESPECTIVE STATES. NASDA HAS TWO MEMBERSHIP MEETINGS A YEAR. ONE IS THE ANNUAL MEETING IN THE STATE OF THE CURRENT PRESIDENT; THE OTHER IS THE WINTER POLICY CONFERENCE HELD IN THE WASHINGTON, DC AREA. THE FOCUS OF THE MEETINGS IS LEGISLATIVE AND REGULATORY ISSUES OF INTEREST TO THE MEMBERS. THESE TWO OCCASIONS AND ONE ADDITIONAL MEETING, HELD REGIONALLY, ARE THE OPPORTUNITIES FOR NASDA MEMBERS TO CONVERSE ON ISSUES, MAKE CONTACTS WITH EACH OTHER AND OTHER LEADERS, SET PRIORITIES AND GOALS FOR THE COMING YEAR AND MEET FACE-TO-FACE WITH NASDA STAFF AND FDA OFFICIALS. AT RECENT MEETINGS NASDA MEMBERS HAVE STRESSED THE FACT THAT THERE MUST BE CONTINUOUS EFFORTS MADE ON THE PART OF FDA AND NASDA MEMBERS TO COLLABORATE AND COOPERATE IN DISCUSSIONS ON EMERGING FDA TOPICS THAT DIRECTLY AND INDIRECTLY AFFECT AGRICULTURE. THE STATES AND FDA SHARE SIMILAR AUTHORITIES, MISSIONS AND RESPONSIBILITIES, AND THE PARTNERS HAVE BEEN WORKING TO IMPROVE COMMUNICATIONS. THE PASSAGE OF THE FOOD SAFETY AND MODERNIZATION ACT HAS CREATED A PLETHORA OF ISSUES TO BE DISCUSSED AND RESOLVED AS WE SEEK TO ESTABLISH AN INTEGRATED FEDERAL-STATE FOOD AND FEED SAFETY SYSTEM. THE NEED FOR CONVERSATION ABOUT THE PROPOSED RULES AND THE IMPORTANCE OF GETTING THE LANGUAGE IN THE PROPOSED RULES RIGHT THE FIRST TIME CANNOT BE OVERSTATED.
